About this opportunity

The Department of Defense Education Activity seeks bus safety attendant and safety aide services for six military communities in mainland Japan, with quotes due May 14 and a Non-Disclosure Agreement due May 11, both at 11:00 a.m. EDT. Amendment 2 extended both deadlines; questions are due April 21. This is an IDIQ firm-fixed-price RFQ with no small-business set-aside.

Place of performance is across six locations: Iwakuni, Misawa, Sasebo, Yokosuka, Yokota, and Zama/Atsugi. The base contract period runs August 1, 2026 through July 31, 2027, with four one-year option periods extending through July 31, 2031, plus a potential six-month extension under FAR 52.217-8.

All contractor personnel must be age 18 or older, communicate in English at B1 level minimum (speaking, reading, and writing), and hold current CPR and First Aid certifications. A Primary and Alternate Contract Manager and Safety Attendant/Aide Supervisor must be located within 100 miles of the servicing location and available 24 hours daily for emergencies, capable of attending accident scenes within 60 minutes. Personnel must pass rigorous background checks including FBI fingerprint checks and State Criminal History Repository checks, with disqualifying offenses including sexual offenses, child-related crimes, felony drug offenses, and negligence causing serious injury to children. Annual training is mandatory: 8 hours CPR (initial) or 4 hours (refresher), 4 hours First Aid and bloodborne pathogens, 1 hour epinephrine auto-injector training, 1 hour allergic asthma awareness, and 2.5 hours school bus safety training biannually, plus additional security training of 3–4 hours.

The contract minimum guaranteed is 376,103.75 Japanese Yen, with a maximum of 277,238 runs across all line items plus a 30 percent increase allowance. Pricing is submitted in Japanese Yen on a unit-price basis for Safety Attendants, Safety Aides, and Extended School Year Safety Aides. Evaluation weighs Staffing Capability (Factor 1), Past Performance (Factor 2), Price (Factor 3), and Representations and Certifications (Factor 4), with award to the vendor offering best value. The NAICS code is 485410. Required certifications include FAR 52.209-7 (responsibility matters), FAR 52.222-56 (trafficking in persons), FAR 42.15 CPARS, and DFARS 252.239-7009 (cloud computing representation), plus a Letter of Commitment if subcontractors or teaming partners are proposed.
