About this file
This document is a Questions and Answers (Q&A) file addressing clarifications on a federal contract for school bus safety services in Mainland Japan.
The contract, numbered HE125421D2007, involves providing Safety Attendants and Safety Aides for school bus operations across six Government-furnished facilities within Mainland Japan commuting zones. Government-furnished workspace is limited to designated management personnel (Contract Manager, SSS Supervisor) and is not available for operational staff. The Government provides all school buses and adapted equipment; contractors must supply office supplies, identifiable work gear (vests/shirts), and ID badges. Safety Attendants will assemble at designated times at the bus motor pool (morning) and school loading zones (afternoon), eliminating the need for contractors to establish independent staging locations. As of Amendment 1, the unit of issue has been revised to "runs," and Task Orders will reflect any route quantity changes, with pricing adjustments based on actual Government requirements. Contractors must submit revised Attachment 5 (Pricing Sheet - Amendment 1) with quotations; use of the original pricing sheet results in an unacceptable rating. Training must be completed before the first day of school with documentation submitted 10 days prior; Section 2.4.2 provides clarified requirements for security training curriculum. Security Training (STSSP) adds additional training hours beyond the base hours listed in paragraph 2.4.1.1, including 3-4 hours by Government contracted trainers, 3-4 hours for new personnel missing contracted training, and 1-hour annual refresher training. SAA Supervisors will receive DoDEA email accounts and Microsoft Teams access but cannot connect personal laptops to the network.

1. Are the Government-furnished facilities and office furnishings provided at a single centralized location, or are they available at multiple locations across the Mainland Japan commuting zones?
Response: There are multiple locations. Government-furnished facilities and office furnishings are available across six locations within the Mainland Japan commuting zones.
2. Is the provided workspace intended to support only designated contractor management personnel (e.g., Contract Manager, Alternate, SAA Supervisor), or is it also intended to accommodate operational personnel (Safety Attendants and Safety Aides)?
Response: The provided workspace is intended to support designated contractor management personnel, such as the Contract Manager and SSS Supervisor. It is not intended to accommodate operational personnel (Safety Attendants and Safety Aides).
The configuration of this workspace may vary at each location depending on space availability.
3. Should we plan to establish independent staging/reporting locations within each commuting zone for operational personnel, or will Government facilities support distributed workforce operations?
Response: Safety Attendants (SAs) will be provided with designated times to assemble at the bus motor pool in the morning and at the school loading zone in the afternoon.
Therefore, independent staging or reporting locations within each commuting zone are not required.
4. Please confirm, will the government provide the school buses and special or adapted buses for this contract?
Response: Yes, the Government will provide the school buses as well as all special or adapted equipment required for this contract.
5. Please confirm what the equipment, vehicles, and supplies are that should be provided by the contractor/offeror?
Response: The contractor/offeror is responsible for providing office supplies necessary for their operations, as well as identifiable work gear such as vests or shirts, and ID badges for personnel.
6. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Response: Current contract number HE125421D2007
7. Is there a mechanism for the vendor to get an equitable adjustment or contract modification to the contract if an STO increases the number of routes above what was listed in the solicitation? Example, if Yokosuka lists 12 Safety Attendant Routes in the Estimated Workload, but the STO needs to increase it to 14 routes, how can the vendor get increased funding to compensate for the two extra routes?
Response: As of Amendment 1, the unit of issue has been revised to “runs”. The Government will issue Task Orders based on the quantities needed, and the quantities will reflect any route changes.
**Note: Attachment 5 has been replaced as a result of this Amendment. Vendors shall use the revised Pricing Sheet (Attachment 5 - Amendment 1) for quotations. Quotes submitted using the original Pricing Sheet will result in the Vendor's quote being assessed as a deficiency and an "Unacceptable" rating for Factor 3.
8. Paragraph 2.4.1 that training be conducted prior to the first day of school but paragraph
2.4.1.1 requires that training records be provided to the COR 10 days prior to the first day of school. Why is the vendor required to submit the training records before the training has been conducted?
Response: Paragraph 2.4.1 establishes that all required training must be completed before personnel can perform duties on the first day of school.
Paragraph 2.4.1.1 further requires that documentation of completed training be submitted at least 10 days prior to the start of the school year. This means the training must be completed before that 10-day deadline, allowing the Government sufficient time to review compliance and address any deficiencies before services begin.
9. Paragraph 2.4.2.1.2 lists the training required by the contractor. With each topic it states “security training curriculum”. Who provides that curriculum? Where will the contractor get that curriculum?
Response: Section 2.4.2. has been rewritten to provide additional clarity. Please see the highlighted sections in the revised PWS.
10. For clarity when computing pricing for the training hours above the training hours listed in paragraph 2.4.1.1: paragraph 2.4.2.1 requires 3-4 hours of training by government contracted trainers; paragraph 2.4.2.3 requires the contractor to provide 3-4 hours of training for new personnel who missed the contracted training; paragraph 2.4.2.2 requires a 1-hour annual Security refresher training. Is it safe to assume that this will add an additional 9 hours to what is listed in paragraph 2.4.1.1?
Response: Section 2.4.2. has been rewritten to provide additional clarity for Security Training (STSSP) requirements. Please see the highlighted sections in the revised PWS.
This training is in addition to the training listed at paragraph 2.4.1.1.
11. PWS paragraph 4.2 does not provide computers to the SAA Supervisors, but paragraph
4.3 indicates that after signing the DoWEA Form 6600.1-F1, access to the DoWEA network and the internet will be granted. Will the SAA Supervisor be permitted to connect a laptop to the network?
Response: The SAA Supervisor is not permitted to connect a laptop to the network.
However, the SAA Supervisor will have limited network access through the provided DoDEA email account and access to Microsoft Teams.
