About this file

This is a staffing capability template and instruction document for Attachment 2 of a Department of Defense Education Activity (DoDEA) solicitation for Safety Aides and Attendant Services at Mainland Japan facilities. The file establishes evaluation criteria tied to Factor 1: Technical Approach and requires offerors to complete a structured response format with mandatory and optional questions.

Offerors must provide responses to nine mandatory questions regarding staffing levels and strategies, with each response limited to 250 words maximum. The mandatory staffing categories include: (1) Contract Managers, (2) Alternate Contract Managers, (3) Safety Attendants, (4) Safety Aides, and (5) SA/A Supervisors. For each category, offerors must specify the total number of personnel proposed who meet minimum requirements, which include availability by August 1, 2026; proficiency in English language at B1 level (speaking, reading, and writing); and other role-specific qualifications. Minimum requirements for Contract Managers and Supervisors include program management and transportation management experience, ability to attend face-to-face meetings, and emergency response capability within specified time and mileage restrictions. Safety Aides and Attendants must be minimum 18 years old. Additionally, offerors must address three staffing strategy questions: ensuring adequate daily coverage of Safety Aides/Attendants, contingency plans for unexpected absences or resignations, and disclosure of any teaming arrangements with subcontractors or joint venture partners. Twenty-nine optional questions allow offerors to exceed minimum requirements by documenting additional qualifications such as installation access, current background checks, CPR/First Aid certifications, and specialized training.
