Vendors must submit no more than three recent past performance references demonstrating experience with bus transportation services of similar scope, magnitude, and complexity. Prime contractors must provide at least one past performance reference where they performed as either a prime contractor or subcontractor/teaming partner. If subcontractors or teaming partners are proposed, the prime vendor must provide at least one reference for each (not to exceed two total subcontractor or teaming partner references), along with written consent authorizing government discussion of their performance. All references must be recent, defined as ongoing or completed within three years preceding the solicitation issuance date. For each reference, vendors must submit contract number, contract type, period of performance, total contract value, customer/agency information with contact details, a brief description of services provided, and an explanation of relevancy demonstrating how the past performance aligns with the solicitation's scope, magnitude of effort, and complexity requirements. Vendors without prior relevant experience must still submit the attachment with a statement indicating past performance is unavailable. The submission format is specified and vendors should not alter the prescribed template when providing their responses.
