About this opportunity

The Department of Defense Education Activity seeks warehouse and logistics support services for its Pacific Region in Okinawa, Japan, with proposals due September 19 at 2:00 p.m. Japan Standard Time. This is an unclassified procurement with no set-aside; quotes are being evaluated on a best-value basis without competitive negotiation.

Place of performance spans multiple sites: the DoWEA Pacific Region Office in Buildings 290 and 291 at Torii Station, and the Pacific South District Office and schools located on Camps Kinser, McTureous, Foster, Lester, and Kadena Air Base, with acceptance and inspection at the Central Warehouse, Kadena Air Base. The contractor must provide all management, supervision, personnel, vehicles, and forklifts necessary for warehouse operations, inventory management and accountability, stocking and storage, shipping and receiving, delivery and retrieval, property disposition, furniture assembly and movement, and work-request management. Normal operating hours are 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding U.S. Federal holidays; 24-hour emergency contact capability is required but no after-hours work is currently anticipated. The contractor furnishes all delivery vehicles and forklifts; the Government provides an electric forklift for contractor use. Personnel must possess English-language capability, appropriate licenses and certifications, and forklift operation qualifications. Initial warehouse inventory is due within 60 calendar days of award; semiannual inventories thereafter must achieve at least 98 percent accuracy. The Government estimates two full-time equivalents will support operations with approximately 30–40 work requests monthly, 5–6 incoming shipments monthly, and occasional property disposition and furniture movement.

The contract runs October 1, 2026, through September 30, 2027, as a firm-fixed-price purchase order with a single line item. NAICS code is 493110 (General Warehousing and Storage); PSC code is S215. Questions are due September 6 at 12:00 p.m. JST. Evaluation criteria are staffing capability (Factor 1), past performance within three years of solicitation close (Factor 2), and price (Factor 3); representations and certifications are evaluated on acceptable/unacceptable basis only. Vendors must submit past performance references documenting relevant warehouse and logistics experience; quotes lacking acceptable staffing capability ratings will be deemed technically unacceptable. Pricing must reflect Japanese consumption tax (shohizei) exemption at 10 percent and remain firm for 120 calendar days from receipt. Payment will be processed electronically via Wide Area Workflow. Vendors' SAM.gov records must be accurate and active by the quote due date. Quotation deadline was extended via Amendment 0002, issued September 17, correcting a discrepancy between Amendment 0001 and the SAM.gov posting; vendors may revise or resubmit previously submitted quotes through the new deadline.
