Amendment 0002 to Solicitation HE125426QE090

This document is a Standard Form 30 (SF 30) Amendment to Solicitation, issued by the Department of Defense Education Activity (DoDEA) on September 17, 2026, extending the quote submission deadline and correcting a discrepancy between previously announced deadlines.

Primary Purpose and Deadline Change: Amendment 0002 corrects an administrative error where the original Amendment 0001 established a submission deadline of September 10, 2026 at 2:00 PM Japan Standard Time (JST), but the SAM.gov opportunity posting incorrectly displayed September 19, 2026 at 2:00 PM JST. To ensure fair and equal treatment of all prospective vendors, the Government has established September 19, 2026 at 2:00 PM JST as the official quote submission deadline. Vendors who previously submitted a complete quote may revise their submission, including pricing, or elect to have their original quote evaluated as received.

Quote Submission Requirements and Format: Vendors must submit quotes via email to Ms. Mileska M. Rodriguez at Mileska.Rodriguez@dodea.edu with the subject line "Quote for HE125426QE090." Quotes must consist of an Administrative Cover Letter and four separate volumes: Volume I (Staffing Capability in Excel format), Volume II (Past Performance up to two pages per reference in PDF or Word), Volume III (Price in Excel format), and Volume IV (Representations and Certifications in PDF with supporting documentation up to five pages). All documents must include "Controlled Unclassified Information (CUI) - Source Selection Information" markings in headers and footers. Questions regarding the solicitation must be submitted electronically no later than September 6, 2026 at 12:00 PM JST. The quote scope addresses warehouse and logistics support services including staffing capability, past performance evaluation, pricing, and representations and certifications. Vendors must ensure virus-free, legible submissions under 10 MB received by the deadline, with provisions for replacement electronic copies if files cannot be opened. The vendor's SAM.gov record must be accurate and active by the quote due date to be eligible for contract award, and price quotes must remain firm for 120 calendar days from the receipt date.

SUMMARY OF CHANGES

The purpose of this amendment is to: Block 14 (Description of Amendment/Modification):

A. Correct a discrepancy between the quote submission deadline stated in Amendment 0001 and the deadline displayed in the SAM.gov opportunity posting.

Amendment 0001 established a submission deadline of 10 September 2026 at 2:00 PM Japan Standard Time (JST); however, due to an administrative error, the SAM.gov opportunity posting reflected a submission deadline of 19 September 2026 at 2:00 PM JST.

C. Provide all vendors the same opportunity, through the revised submission deadline, to submit a new quote or revise a previously submitted quote. Vendors that previously submitted a complete quote may revise their submission, including pricing, or elect to have their previously submitted quote evaluated as originally received.

D. Update the Addendum to FAR 52.212-1, Instructions to Offerors, to reflect the revised submission deadline of 19 September 2026 at 2:00 PM JST.

All other terms and conditions of the solicitation remain unchanged.

Any cells, marked in yellow and "required," in Attachment 2 must be completed by the Vendor. For cells requiring a quantity in each labor category, a blank cell will not be assumed to offer zero quantity - it is assumed to be a non-compliant response. The Vendor may be given a weakness, significant weakness, or deficiency if the yellow cells are not completed due to insufficient information to make a reasonable evaluation and/or if there are discrepancies in the responses provided by the Vendor in this attachment. The Vendor is not required to provide a response to cells marked in purple as responses provided in purple cells may be considered an offering that exceeds the Government's minimum requirements.

The Government may incorporate elements of a vendor's quote that exceed the Government's minimum requirements or otherwise represent beneficial aspects to the performance of services to the Government. This will typically result in updates to the PWS that incorporate these performance benefits into the awarded contract. Once added to the PWS, they become contractually binding.

The Vendor shall respond to all yellow-highlighted "response required" cells in Attachment 2: Factor 1 - Staffing Capability.

The Vendor's completed Attachment 2 shall describe its staffing capability and personnel-management approach for providing continuous warehouse and logistics support in accordance with the PWS. Identify proposed staffing levels and labor categories, including the Contract Manager, alternate, Lead Foreman, warehouse/logistics personnel, and explain how the staffing plan supports PWS Objectives 1 through 4: management and operational support; warehouse support; shipping, receiving, and delivery; and general logistical support.

Describe how the vendor will ensure personnel possess the English-language capability, physical capability, training, licenses, certifications, security qualifications, and installation access required for their assigned duties, including qualified and authorized forklift operators and personnel trained for hazardous-material, waste-management, and asbestos-awareness responsibilities, as applicable.

If the Prime Vendor proposes a subcontractor or teaming partner, it must submit a completed Enclosure 3, Letter of Commitment, for each proposed party. Failure to submit a required Letter of Commitment will result in a deficiency and an "Unacceptable" rating for Factor 1.

NOTE 1: Quotes that demonstrate a proactive and well-integrated personnel management strategy may be evaluated more favorably.

The Vendor shall respond to every mandatory question identified in yellow as "response required." For cells requiring a quantity, a blank cell will not be **NOTE 2:

interpreted as zero and will be considered a noncompliant response. Failure to respond to all mandatory questions will result in an "Unacceptable" rating for Factor 1.

Questions marked in purple as "optional" may be answered at the Vendor's discretion. Information provided in response to an optional question may be considered when it demonstrates a beneficial aspect that exceeds the Government's minimum requirements.

The Vendor is limited to a maximum of 250 words for the cells in which an expanded response is required.***NOTE 3:
