About this file

This is a combined synopsis and solicitation for warehouse support services issued as a Request for Quote (RFQ) by the Department of War Education Activity (DoDEA).

The solicitation seeks Pacific Region Warehouse Support Services for DoDEA Pacific Region and South District offices and schools in Okinawa, Japan, for a 12-month period from October 1, 2026, to September 30, 2027. The contract will be awarded as a firm-fixed-price Purchase Order with a product service code of S215 and claimant program code of S1. The place of performance is the DoDEA Pacific South District Central Warehouse in Kadena AB, Kadena, Japan, with acceptance and inspection conducted by Scott Hall at the same location. Vendors must submit electronic quotes no later than 2:00 p.m. Japan Standard Time on September 19, 2026, to contracting officer Mileska Rodriguez at Mileska.Rodriguez@DoDEA.edu, with a question submission deadline of 12:00 p.m. JST on September 6, 2026. Quotes must be submitted in separate PDF or Microsoft Office format files, virus-free and legible, with a maximum file size of 10 MB.

Evaluation will be based on three factors: Factor 1 - Staffing Capability (rated Outstanding, Good, Acceptable, Marginal, or Unacceptable); Factor 2 - Past Performance (assessed for recency, relevance, and quality); and Factor 3 - Price (assessed for reasonableness and stability). Vendors must provide four volumes including an administrative cover letter, staffing capability approach (Attachment 2), past performance references and questionnaires (Attachment 3), pricing in Excel format (Attachment 5), and representations and certifications including completed Enclosures 1–5. The price evaluation will consider consistency with historical pricing and potential price risk. Quote prices must remain firm for 120 calendar days from the receipt date. Contract administration will utilize the Wide Area WorkFlow (WAWF) payment system, and invoices must comply with DFARS Clause 252.232-7006. Tax exemption status applies as a federal government account. The solicitation incorporates standard FAR and DFARS clauses effective through FAC 2025-03, including provisions addressing trafficking in persons, covered defense telecommunications, cloud computing representation, and HUBZone small business evaluation preference.
