About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation HE125426QE090 for Warehouse Support Services. The document addresses 39 vendor inquiries regarding scope, staffing, equipment, and operational requirements.
The Government estimates a need for 2 Full-Time Equivalents (one lead foreman and one assistant) to perform warehouse support operations at Torii Station (Buildings 290/291) and supporting locations including Kadena Air Base and 13 district schools. Expected workload includes 30-40 work requests per month, 5-6 incoming shipments monthly, semi-annual inventory of approximately 1,000-1,500 line items across 300 shelf spaces in a 21,600 square-foot facility with 10,000 square feet of usable storage. Service requirements encompass mail pickup/delivery (3-4 times weekly at Torii Post Office), TMO pickups (5-6 per month), school deliveries (one trip weekly total), DLA disposition runs (up to 3 annually), furniture movements (1-2 yearly), and property inventory and disposition activities. The contractor must provide all delivery vehicles (a heavy-duty 1.5-ton truck with lift gate meets requirements), furnish and operate all forklifts, and handle driver/operator training and certification. The Government will provide an electric forklift/pallet stacker for contractor use. All routine work is non-emergency with no after-hours requirements. The contractor bears responsibility for determining appropriate staffing levels, equipment, and physical ergonomics; no site visit will be offered. Training will be provided post-award on the Government's SharePoint-based work order system. DoWEA will serve as official sponsor for contractor personnel base access and DBIDS passes, cover customs clearance and port fees, and maintain document shredding equipment. U.S. OSHA-compliant certifications are acceptable for U.S. citizens; Japanese JIS certifications required only for Local National employees.

01 General
The solicitation asks vendors to propose staffing levels and a Firm-Fixed-Price but does not include historical or estimated workload data such as work requests, inventory, shipments, deliveries, furniture movements, property dispositions, or after-hours needs. Will the Government update the solicitation to include the workload information necessary to develop a staffing plan, or specify the minimum staffing or FTE levels expected for each labor category?
Work requests per month 30-40, incoming shipments 5-6 per month, inventory is once per year, property disposition 3-4 times per year, furniture movements 1-2 per year, after hours work is N/A.
02 General
The PWS assigns the contractor the task of providing vehicles and forklifts but does not specify details such as size, weight, volume, movement frequency, origin, destination, or distance. Will the Government supply this information and specify the minimum quantities, types, capacities, and specifications of the vehicles and forklifts the contractor is required to provide and maintain?
DoWEA will provide an electric forklift/electric pallet stacker for contractor use during the contract period of performance. The contractor shall be responsible for providing all other delivery vehicles necessary to perform the requirements of the PWS.
HE125426QE090 WAREHOUSE SUPPORT SERVICES - SOLICITATION - QUESTIONS & ANSWERS (Q&A)
03 General
If historical data on workload, staffing, or equipment is unavailable, will the Government supply the assumptions vendors should use to create comparable Firm-Fixed-Price quotes? Additionally, will the Government explain how performance significantly exceeding these assumptions will be managed under the contract?
The Contractor shall promptly notify the Contracting Officer when the Government’s requested workload exceeds a stated contractual parameter or otherwise appears to be outside the scope of the PWS. The Contractor shall not perform work outside the contractual requirements without written authorization from the Contracting Officer.
Any change to the contract’s scope, price, or performance requirements must be made through a written contract modification.
04 General Will the Government confirm that an applicable SOFA agreement covers all delivery and performance locations identified in the solicitation?
Yes, SOFA agreement covers all delivery and performance locations in the solicitation.
05 General
Please clarify the Government's anticipated forklift requirements for this contract. Specifically, please provide the anticipated number, type, lifting capacity, and fuel/electric configuration of forklifts required to perform the PWS. Also, please clarify whether the Government expects the Contractor to maintain a backup/replacement forklift on-site in the event of equipment failure.
DoWEA will provide an electric forklift/electric pallet stacker for contractor use during the contract period of performance. The contractor shall be responsible for providing all other delivery vehicles necessary to perform the requirements of the PWS.
06 General
The current PWS states, “Vehicles in support of the tasks in the PWS are the contractor's responsibility.”
The previous solicitation identified Government-furnished vehicles for shipping, receiving, pickup, and delivery operations. Please clarify whether the Contractor is now required to furnish all vehicles necessary to perform transportation, pickup, receiving, and delivery requirements under this solicitation. If so, please identify the anticipated vehicle types, capacities, and quantities required.
DoWEA will provide an electric forklift/electric pallet stacker for contractor use during the contract period of performance. The contractor shall be responsible for providing all other delivery vehicles necessary to perform the requirements of the PWS. A heavy duty truck 1.5T and lift gate would meet and exceed all loading requirements.
07 General
Please clarify whether the Government will provide forklift operator qualification/testing and licensing in accordance with applicable installation requirements, as was provided under the previous solicitation, or whether the Contractor will be responsible for providing all required forklift operator training, testing, and certification.
No, this will be the vendor's responsibility.
08 General
Please confirm whether the Government will provide the required driver qualification/training for Contractor personnel operating vehicles on Government installations, including any required licensing or installation-specific vehicle operator certification.
No, this will be the vendor's responsibility.
09 General
Please clarify whether the Government has an estimated number of full-time equivalent personnel anticipated to be necessary to perform the requirements of the PWS. If an estimated staffing level is available, please provide it for proposal planning purposes and clarify whether the estimate is informational only or represents the Government's anticipated minimum staffing requirement.
The government estimates the need for 2 FTE, one lead foreman and one assistant.
10 General
Please provide a list of the Government facilities, schools, warehouses, ports, TMOs, DLA Disposition Services locations, and other anticipated delivery/pickup locations that may be serviced under this contract. Additionally, please provide any available historical or estimated workload data regarding the frequency and approximate volume of pickups, deliveries, and shipments.
Torii Post Office 3-4 times per week, Kadena TMO 1-2 per week, 13 district schools/DSO 1 time per week.
11 General
While we understand this is a performance-based service contract, the concurrent requirements of daily warehouse operations, cross-base deliveries, and a 60-day initial inventory require precise labor allocation.
Can the Government provide the historical Full-Time Equivalent (FTE) staffing level utilized by the incumbent to successfully execute this scope of work?
The government estimates the need for 2 FTE, one lead foreman and one assistant.
12 General
To ensure Offerors propose accurate staffing levels that prevent service disruptions, can the Government provide the historical average number of routine and emergency work requests processed per week or month over the past 12 months?
All tasking under this effort would be considered routine and do not have emergency or after hours work as a requirement.
13 General
PWS Section 2.4.1 states that logistical support to Pacific South schools will "not exceed once per week." Can the Government clarify if this means a maximum of one total trip per week for the entire district, or up to one trip per week per individual school? Additionally, what is the historical average number of weekly delivery runs to supported bases (Camps Kinser, McTureous, Foster, Lester, Kadena
AB)?
One trip per week
14 General
PWS Sections 2.3.1 and 2.3.3 require the Contractor to pick up incoming shipments from "designated ports, places of entry," and TMOs. Because logistical hubs such as Naha Port or Naha Airport are a significant distance from Torii Station, these runs require dedicated vehicle time and personnel. Can the Government specify which primary ports/entry points are utilized and provide the historical average frequency of these port pickups (e.g., trips per month)?
Torii Station is DoWEAs official mail hub;
pick ups 3-4 times per week, Kadena TMO pick up / deliveries 5-6 per month.
15 General
PWS Section 2.2.7 requires the Contractor to transport designated Government property to DLA Disposition Services. Because DLA turn-in trips require dedicated delivery vehicles, extended cross-base travel time, and manual offloading labor, can the Government provide the historical average frequency of DLA disposition runs (e.g., trips per month) and the typical volume/size of property transported per trip?
Up to 3 times per year.
16 General
PWS Sections 2.2.6 and 2.4.2.2 require the assembly, disassembly, and movement of storage aids and shelving. Because moving industrial shelving or bulk furniture is highly labor-intensive, can the Government provide the historical frequency of large-scale shelving reconfigurations or assembly work requests required per month?
Once every 2-3 years.
17 General
PWS Section 2.4.2.1 requires the Contractor to move and set up Government furniture. Because classroom reconfigurations and event setups can be highly labor-intensive and pull personnel away from standard warehouse duties, can the Government clarify if this is an occasional requirement or a routine weekly task? Please provide the historical average frequency of these furniture setup work requests (e.g., hours per month or number of work orders per month).
1-2 times per year.
18 General
Regarding PWS Section 2.3.2.2 (Official Mail Pickup), what is the historical frequency of required mail pickups (e.g., daily, twice weekly), and at which specific military postal facility is the mail retrieved?
Torii Station Post Office is DoWEA's official mail, official mail pickups/deliveries occur 3-4 times per week
19 General
PWS Sections 2.2.1 and 2.2.2 require an initial warehouse inventory within 60 days of award, as well as semiannually thereafter. Because full facility inventories are highly labor-intensive, can the Government provide the approximate number of line items (SKUs) currently managed in the Torii Station warehouses? Additionally, will routine daily work orders and deliveries be paused or reduced during these mandatory inventory periods, or must the Contractor execute the inventory concurrently with standard daily operations?
Approx. 1000-line items / approx. 1500 property items managed within the warehouse. All routine work can be paused until higher level tasks are completed, subject to coordination with COR.
20 General
PWS Section 3.2.3 states that operators must meet "applicable Japanese laws and safety requirements."
Because all material handling operations for this contract will occur entirely within the fence line of U.S. military installations, will the Government confirm that valid U.S. OSHA-compliant forklift certifications are acceptable for U.S. citizens operating MHE on-base, and that Japanese JIS/safety certifications are only strictly required for Local National (LN) employees?
Yes, all U.S.OSHA-compliant forklift certifications are acceptable for U.S. citizens operating MHE on-base, and that Japanese JIS/safety certifications are only strictly required for Local National (LN) employees.
21 General
PWS Section 2.4.1 details logistical deliveries to Pacific South schools. Are Contractor-furnished forklifts or Material Handling Equipment (MHE) required to be transported to off-site delivery locations for offloading, or will off-site delivery locations have Government-provided MHE or loading docks available? Alternatively, will the Government confirm that a delivery vehicle equipped with a heavy-duty lift-gate and a manual pallet jack is sufficient to meet all off-site offloading requirements?
No, all district schools/DSO have their own MHE; pallet jacks/pallet stackers. A heavy duty truck 1.5T and lift gate would meet and exceed all loading requirements.
22 General
Because PWS Section 3.2.1 requires the Contractor to furnish major equipment (forklifts and delivery vehicles), will the Government provide a designated, secure parking or storage area at the Torii Station warehouse facilities (Buildings 290/291) to stage this Contractor-Furnished Equipment (CFE) after normal duty hours
The Government does not have specific requirements regarding the type or size of delivery vehicles. The contractor shall determine the appropriate delivery vehicles necessary to successfully perform the requirements of the PWS.
23 General
To accurately calculate fuel, maintenance, and short-term leasing costs for Contractor-Furnished Equipment required under PWS Section 3.2.1, what is the historical average of operating hours per week for forklifts and delivery vehicles?
Delivery vehicles = 10 hrs. per week
24 General

300. The loading dock is standard.
27 General
PWS Section 3.5 requires Asbestos-Containing Materials (ACM) Awareness Training. Are there known exposed asbestos hazards in Buildings 290 and 291?
No exposed ACM, everything is encapsulated and inspected every six months.
28 General
Regarding the HAZMAT and ACM training requirements in PWS Sections 3.4 and 3.5, will the Government accept standard U.S. online certifications (e.g., OSHA/EPA equivalent awareness training), or are specific USFJ or local Okinawan training courses required?
There aren't any special training requirements for Okinawa. US certifications are allowable.
29 General
PWS Section 2.1.9 explicitly states that "The Contractor is responsible for determining the appropriate number of personnel and equipment necessary to safely and effectively accomplish each requirement"—including standing, walking, bending, pushing, pulling, loading/unloading shipments, furniture assembly/disassembly, and operating material-handling equipment across multiple base locations. To accurately determine the necessary staffing levels, labor category mix, physical ergonomics, specialized tools, and material-handling equipment (MHE) required to safely execute these physical tasks without under or over-staffing, an on-site physical evaluation of the facilities is essential.
Will the Government schedule an official site visit/walkthrough before the quote submission deadline to enable vendors to visually assess the physical laydown, stair/elevator access, rack configurations, loading docks, and spatial constraints at Buildings 290 and 291 (Torii Station) and the DSO Central Warehouse (Kadena AB)?
A site visit will not be offered for this effort.
30 General
If an official site visit is granted, what are the specific security clearance, base pass submission procedures, and vehicle registration timelines required for vendor representatives to gain base access?
No site visit will occur during this solicitation effort.
31 General
Section 2.3.1 states that the Contractor shall pick up incoming shipments from designated ports, places of entry, Government facilities, or other designated locations and transport them to the warehouse or schools. Could the Government clarify if the Contractor will be required to handle customs clearance documentation or pay port/clearing fees for incoming international shipments entering ports of entry in Okinawa, or will all incoming shipments be pre-cleared through U.S. Military Customs/Transportation Management Offices (TMO) prior to Contractor pickup?
DoWEA covers any fees or clearance documentation.
32 General
Is this requirement currently being performed by an incumbent contractor? If yes, could the Government please provide the incumbent company name, contract number, and total historical award value?
