About this opportunity
The Department of Energy Office of Science's ARM Climate Research Facility is soliciting fixed-price proposals for the disassembly and removal of three radars and remediation of four sites at the Southern Great Plains Main Site in Billings, Oklahoma. The contract requires dismantling and recycling radar equipment, including domes, dishes, pedestals, and platforms, while removing supporting infrastructure such as concrete foundations, shipping containers, trailers, and fencing. All radar components must be completely destroyed and disposed of, with the contractor required to certify this destruction to prevent resale. The procurement will be evaluated using a Lowest Price, Technically Acceptable methodology, focusing on the best overall value to the government. Critical dates include a pre-proposal meeting held on July 14, 2025, an on-site visit on July 17, 2025, and a proposal submission deadline of 5:00 PM CDT on July 25, 2025.
This solicitation is not designated as a small business set-aside and is open to all qualified contractors. No incumbent contractor is mentioned in the documentation, suggesting this may be a new requirement or the end of a previous contract period. While specific contract values are not disclosed, the wage determination indicates positions for approximately 10 employees across six classifications, including heavy equipment operators, laborers, truck drivers, forklift operators, riggers, and maintenance electricians. The work will be performed across five specific locations in Oklahoma: Billings, Garber, Nardin, Tonkawa, and Lamont, with Argonne National Laboratory desiring completion by September 30, 2025, though contractors are encouraged to propose their optimal project schedules. The contract falls under NAICS code 238910 for Site Preparation Contractors and requires compliance with extensive safety protocols and environmental regulations.
