About this file
This is a Statement of Work (SOW) for the Argonne National Laboratory's ARM User Facility, detailing the disassembly and removal of three radar sites located in Oklahoma. The project involves dismantling and recycling X-band and C-band radar components at five specific locations: IF4, IF5, IF7, IF8, and IF10, with each site requiring specific remediation tasks. These tasks include removing radar infrastructure such as communication towers, foundations, electronics enclosures, fencing, and underground electrical systems, and restoring the sites to their natural condition or as requested by landowners.
The SOW specifies strict safety requirements, including OSHA compliance, fall protection protocols, and environmental considerations. Contractors must follow detailed procedures for radar component disassembly, using the provided radar assembly manual as a guide. The project has a desired completion date of September 30, 2025, with sites requiring different levels of infrastructure removal. Critical requirements include complete recycling or destruction of all radar components, preventing resale, and ensuring sites are left in a condition suitable for agricultural use. The work will be conducted under the Department of Energy's ARM Climate Research Facility, with specific technical and safety guidelines governing the project's execution.

General Notes:
• All radar components must be recycled or destroyed and cannot be resold as a whole or as parts.
• Earth work at all sites, except IF7, must be left with topsoil similar to what is present on site so the farmer can plant crops. Clay may be used as fill, however no clay shall be used on the surface of the land.
• The winning bidder may want to contact the county commissioners and or landowners to see if they want the gravel for reusing on the roads.
o To contact landowners, please direct questions to the Technical Representative (Patty Campbell) o County Commissioner information can be provided
• Contractor shall communicate with electric company as needed.
Safety Contractor shall comply with all applicable OSHA requirements to include but not limited to the following:
1. Assign and document an ESH representative on a JSA. Argonne boiler plate template JSA will be provided after the award for Contractor to fill out with task specifics. Those tasks not being performed shall be removed.
2. Contractor ESH representative must be physically present at the worksite anytime work is occurring.
3. Contractor’s ESH representative must provide a current OSHA 30-hour safety training in General Industry or Construction certification after award of contract to the Argonne Technical Representative.

1926.450 through 454.
a. A full body harness with 100% fall protection is required at all times when working 6 feet above a lower level.
b. Fall protection is required when working on roofs within 15ft of a non-roofing operation.
c. Anchor points used for fall protection shall be capable of supporting a 5,000lb load.
d. Provide training certification for all personnel working at heights.
9. SDS sheets shall be available on site for all chemicals brought and/or used on site.
10. Contractor shall provide a simple lift plan when using lift equipment to identify the system and components to be used in the lift, the expected total weights, and the placement of the equipment.
11. Prior to the start of any hauling or dumping operations, the contractor shall provide a spotter to avoid any overhead lines or other obstacles.
Period of Performance Argonne desires for work to be completed by September 30, 2025, but requests the contractor propose their best schedule.
Objectives The objective of this project is to restore several DOE ARM satellite facilities to their natural condition or as requested by the Landowner. While the individual sites are similar, the Contractor must recognize and understand the differences at each site before submitting a bid. For instance, at some sites, radars have already been removed, so only site remediation is required. At another site, earth has been displaced to level a fenced-in area, and the Landowner wishes for this to be restored.
Applicable Documents (Appendix)
• Radar installation manual to help guide the dismantling of the radars in reverse order
• Site Drawings and Pictures
Site Specific Tasks IF4 and IF5
Radar Contractor shall disassemble, remove, and recycle/destroy the X-band radar components
