About this file
This document is an Addendum to Solicitation No. 5-S176-P-00210-00 for the Disassembly and Removal of SGP IF Radar Sites in Oklahoma, issued by Argonne National Laboratory. The addendum provides detailed notes from an on-site visit on 7/17/2025, addressing specific site-specific requirements for radar removal at four different sites (IF4, IF5, IF8, and IF10). Key clarifications include instructions for site demolition, such as collecting and removing all pieces, special handling for the IF7 site to preserve infrastructure, potential gravel reuse, removal of lightning protection grids, and specific concrete and infrastructure removal requirements.
The solicitation is for the Department of Energy's ARM Climate Research Facility, seeking a contractor to dismantle and recycle 3 radars and remediate 4 sites, including removing concrete foundations, shipping containers, trailers, and fencing. Important dates include a pre-proposal meeting on 7/14/2025, an on-site visit on 7/17/2025, and proposal submissions due by 5 PM CDT on 7/25/2025. The period of performance targets completion by 9/30/2025, with no bonding requirements specified. Contractors must coordinate with the technical representative (Patty Campbell) and are advised to contact county commissioners or landowners about potential site-specific considerations.

1.Questions and Answers from On-Site visit 7/17/2025:
· The radar manual was requested by one of the contractors, See attached SOW.
· Please note that the provided manual may not be the exact manual for the radars being removed.
· Can the sites just be bulldozed down?
· Yes, but all the pieces need to be collected and taken away.
· The IF7 site needs to be treated with extra care to not damage the infrastructure as it will be used again for a new radar.
· Site OPs suggested that the winning bidder might want to contact the county commissioners and or landowners to see if they want the gravel for reusing on the roads. See General Notes section in the scope.
· To contact landowners, please direct questions to the Tech Rep (Patty Campbell)
· County Commissioner information can be provided
· The steel Riser at the IF7 site does need to come down, see updated SOW attached.
· At the IF8 site there are some smaller holes that the landowner asked to be filled in as noted at the site visit, see updated SOW attached
· At the IF8 site, the landowner MAY want grass planted in the disturbed area.
· This has been added as an option on the attached SOW. Bidders shall provide a proposed cost for this activity given the area of earth work required.
· At sites IF4,5,8, and 10 there will be a lightening protection grid about 1 ft below the ground. This copper will need to be removed the site. See attached SOW
· At site IF10 there is an additional concrete step (~4ft x 4ft x 2ft) that sits above ground to be removed from the site.
· This step is not connected to anything
· Can you please confirm only one container will be returned to SGP?
· Yes, the only container to be shipped is located at IF7. Address provided in SOW
· What, if any, bonding requirements are there for this project?
· No bonding requirements
· Will a signed statement on letterhead from the contractor serve as certification for demolishing the radars?
· No. Once we have a winning bidder, PNNL will provide the document for the contractor to sign.
· Added a note to the SOW that there is an above powerline to be aware of at IF10, however the contractor should always be mindful to check for powerlines at all sites.
