About this file

This document is an Addendum (No. 003) to a Request for Quotation (RFQ) 5-S176-P-00210-00 issued by Argonne National Laboratory for the disassembly and removal of SGP IF Radar Sites in Oklahoma. The addendum provides detailed responses to 15 contractor questions covering critical project requirements, including safety protocols, environmental considerations, and site-specific instructions. Key clarifications include: no certified Health and Safety Manager is required on-site, a Job Safety Analysis (JSA) will be required post-award, backfill material must be similar to existing topsoil, all radar materials must be destroyed and disposed of, and proper compaction of backfill is mandatory.

The solicitation involves dismantling and recycling 3 radars and remediating 4 sites, with specific instructions for infrastructure removal including concrete foundations, shipping containers, trailers, and fencing. Important dates include a pre-proposal meeting on July 14, 2025, an on-site visit on July 17, 2025 (requiring RSVP), and proposal submissions due by 5 PM CDT on July 25, 2025. The Department of Energy ARM Climate Research Facility seeks completion by September 30, 2025, but will consider contractor-proposed schedules. OSHA 30/ESH certification is required for on-site representatives, and contractors must follow all environmental protection and safety regulations outlined in the RFP package.
