About this opportunity

The U.S. Coast Guard (USCG) is seeking a design-build contractor to recapitalize the central steam distribution system at the USCG Academy in New London, Connecticut. This project is exclusively open to contractors on the current DHS/USCG National Multiple Award Construction Contract III (NMACC III - Pool 1), with proposals due by March 19, 2025. The solicitation requires replacing existing steam and condensate piping throughout the campus, including work in mechanical rooms and various building passageways. The procurement will use a best-value trade-off process, with non-price factors (Phasing Plan and Environmental Compliance) being approximately equal in importance to price. Contractors must submit both technical and price proposals, with evaluation criteria including adjectival ratings for quality, schedule, management, and overall performance. Key interim deadlines included a mandatory site visit on December 10, 2024, and the final deadline for submitting questions was December 17, 2024.

The contract is not set aside for any specific business category and is open to contractors in Pool 1 of the NMACC III contract. The estimated contract price range is $20-$25 million, with a total performance period of 1,103 calendar days. The project includes a base item and three optional items covering different campus locations, with liquidated damages of $1,200 per day if necessary. The work will be performed at the U.S. Coast Guard Academy located in New London, CT 06320. Contractors must provide comprehensive services including design, labor, materials, equipment, permitting, and associated services for replacing steam and condensate piping. The government reserves the right to communicate with the best-suited contractor to address any remaining issues and may exercise options within 90 calendar days of task order award. Specific requirements include coordination with existing infrastructure, compliance with environmental regulations, and adherence to strict historical preservation and safety guidelines.
