Anticipated Award
Date
Many of the field work tasks have constraints on when they can be performed. What date should we assume for award so that we can build our schedule accordingly? Suggestion: Per Amendment 0001, due date is now January 6, 2025 and the Proposal Acceptance Period is 90 calendar days. This would suggest award no later than April 6, 2025.
Proposal Due date extended to February 25,2025, pending RFI responses date may change. Early Spring is target for award.
Amendment 001, Proposal Due Date
Amendment 0001 extended the proposal due date to 6 January 2025.
However, with the upcoming Christmas and New Year holidays, many contractors, designers, subcontractors, and Government personnel are operating under reduced hours and reduced personnel to accommodate the holidays. We request an additional extension to Wednesday, 22 January 2025, to allow the Government sufficient time to receive and respond to all submitted RFIs, and contractors sufficient time to review those responses and coordinate them with potential subcontractors.
Amendment 0002 extended the due date to 13 January 2025.
Amendment 001, RFIs Cutoff Date
Amendment 0001 extended the cutoff date for submitting RFIs to 17 December.
Amendment 0002 extended the cutoff date for RFI's to 24 December 2024.
16 TOA 33 b)
Para. b) says..."Discuss the overall construction strategy and proposed benefits. Execution strategies of replacing buried steam piping in Cadet Field (football field). Cadet Field is comprised of a proprietary fill and is handled by Field Turf. The football field shall be available from April/May annually for graduation.". Please clarify if Contractors are to provide a construction strategy and proposed benefits for the Cadet Field only, or for the entire scope of work.
Contractors need to perform both a construction strategy and proposed benefits (Overall construction strategy which will include Cadet Field). The reason Cadet Field is highlighted is because of the narrow window that it can be operated as Division 3 Athletics Facility. Therefore, Cadet field time is CRITICAL to the project and special attention needs to given due to visibility and proprietary nature (Field Turf).
17 Specifications 3.50 1500.00 Please confirm the Government Field Office and Furnishings are required.
Yes. Government Field Office and Furnishings are required.

§1.5.1 Geotechnical Site
Data
§1.5.1 notes, 'The Government has not conducted any subsurface investigation for this project.'
Based on the site visit where visible outcropping of rock could be seen, there is a high probability of encountering subsurface rock. In the event of direct-buried line removal and installation, manhole (MH) installation, etc., these activities would incur additional time and effort if rock is encountered.
1.) Please advise if the discovery of rock during subsurface installation activities would warrant a differing site condition; and/or 2.) Please provide a recommended quantity (volume or linear feet) of excavation that should be considered for bidding purposes to standardize cost proposals for subsurface installations that encounter rock.
1) Discovery of rock during subsurface installation activities would warrant a differing site condition.
2) Government has not conducted any subsurface investigation for this project, provide the cost of removing (1) Roll off truck approx. 12 cubic yards in volume.
Cost shall include additional cost of excavation, labor, additional rental fees, truck live loading, and disposal off site. Pricing will be used as a basis for potential future events. All excess fill material , structural fill, broken concrete and asphalt will be allowed to stay on property or hauled offsite.

(1), Non-Price Factor 1: Phasing
Plan during construction (Page
32 of 40)
Regarding the phasing plan, what is the expectation for the USCG as it applies to the Base Bid and Options 1 through 3? Should contractors assume that the project will be awarded in its entirety (i.e., Base Bid plus Options 1 through 3), or should the phasing account for the possibility of individual awards for each option?
For purposes of the Phasing Plan (Non-price Factor 1), Contractors shall assume any options will be executed at the same time as initial award. For schedule, assume all options are awarded.

The RFP indicates that "SHPO Consultation needs to be completed prior to the 65% Design". Is the Government actively working with SHPO to complete this requirement, or is the contractor/DOR responsible to complete this SHPO requirement, or is SHPO not required for this project as it is predominantly a steam distribution project that will not impact architectural elevations?
SHPO consultation has not been started but is a requirement. More design information is needed before consultation can be completed. If it is determined that there will be no impact, then a No Effect determination will need to be prepared by the contractor, for USCG signature.

Commissioning
The SOW includes a Base Bid and three options, which include various components of the USCG Academy Steam Distribution System.
There is some concern for Commissioning and/or Testing and Balancing of newly installed components into system consisting of predominantly existing components and equipment. What are the expectations for Commissioning and/or Testing and Balancing of the newly installed Steam Distribution components? Is Commissioning / Testing and Balancing required for the entire system regardless if it is new or existing? If no, please clarify.
Commissioning / Testing and Balancing is required for specific mechanical equipment to be replaced. The intent is not to Commission the entire system.
Regarding TAB, for mechanical rooms where the entire piping system will be replaced, the designer of record (DOR) shall have a thorough understanding of the system to properly size piping. The intent of the existing TAB data (Appendix B) was to benchmark the existing flow condition. The responsibility of the contractor is to match the these flow requirements prior to demolition.

Please confirm maximum length of heat and domestic water shutdowns for each building
In general, shutdowns are to be done after approval, outside "Regular Hours", and determined on a case by case basis depending on the circumstances.
That could be several hours during "work week" days, and possibly longer if done over a weekend. Length of shutdowns within each building to be evaluated on case-by-case basis to mitigate impacts to on-going operations and ensure CG Academy core missions are not impacted. The time of year, duration of shutdown, how well impacts are mitigated will play a factor.
Contractor shall coordinate with CG Academy Facilities Engineering identify a mutually convenient shutdown plan.

AM0002 extended the RFI cutoff to 24 December and the proposal due date to 13 January. However, no RFI responses have been provided by the Government and it now appears that none will be provided until after the cutoff date and all RFIs have been received. Over the next two weeks, many contractors and subcontractors, as well as the Government, are operating with reduced personnel and operations hours for the Christmas and New Year holidays. This directly impacts the Government's timeline to provide RFI responses to contractors, contractors' timeline to review and distribute to subcontractors, and subcontractors' timeline to review and provide their information back to contractors. Because of the holiday schedule, we request a proposal due date extension of 10 days after receipt of all RFIs, to have sufficient time to coordinate with subcontractors to develop and present the best possible technical and pricing solutions for the USCG's task order.
Proposals due extended through 25FEB2025 by Amendment 0003, based off of RFI response timeline possible future extensions.

The electrical scope notes include the removal and replacement of existing light fixtures, switches, and wiring. Additionally, the mechanical and electrical scopes require the replacement of exhaust fans, pumps, and heat exchangers, along with associated electrical connections, motor switches, and wiring.
The bridging design documentation does not provide sufficient guidance to determine whether the existing panels and breakers have adequate capacity to support the new installation of the electrical and mechanical equipment. Please advise whether the contractors should assume that the existing panel boards have sufficient capacity or should assume they require replacement.
The assumption should be that the existing panelboards have sufficient capacity, however electrical DOR is responsible for visiting the site to verify everything shown in drawings and to verify that the assumption is correct.
Drawing G-002 &
G-003
Please provide information on the new steam piping routing from MH4 to the Boiler House, it was mentioned at the site visit that this may be required to be installed overhead/above ground however drawings show this piping being installed in the utility tunnel, please clarify for bidding purposes.
Site visit highlighted the lack of working space in the tunnel. For bidding purposes, contractor shall account for lack of space and include pricing to cut tunnel from top and install piping. After piping is installed in existing tunnel, the tunnel shall be made water tight. Piping aboveground is not acceptable.
Drawing G-002 &
G-003
Drawing G-003 seems to indicate the piping from MH6 to MH8 would be new and included under the Base Bid however drawing G-002 shows this portion as existing to remain. In addition, drawing MD-106 does not show removal of existing. Please confirm the steam and condendate piping from MH6 to MH8 is existing to remain for bidding purposes.
For bidding purposes, the steam and condensate piping from MH-6 to MH-8 does NOT need to be replaced. This piping is to remain in place.
92 01800 1.12.4.4 What is the design temperature and pressure required for the steam piping?
Boiler plant consists of three (3) 500 HP Cleaver Brooks Elite series Model #CBES ELITE-200-500-150-ST. Boilers operate at a working pressure of 100-110 PSI, and it has 2 pressure reducing valves (PRVs) that knock down pressure to 50-60 PSI. The local Building PRVs decrease pressure down to 15-20 PSI. All steam system including valves and fittings shall be rated for a minimum of 1.5 times operating pressure. DOR to specify temperature and pressure in final specifications.

1.12.3.3.2 / 1.12.5.7
The specification doesn’t mention insulation for below ground piping however section 1.12.5.7 says to refer to below ground piping specifications, but the below ground section 1.12.3.3.2 only mentions an insul-800 type system but no specifics on insulation. Should pyrogel or mineral wool insulation be used?
Please see spec section 1.12.3.3.2 for requirements. The below piping is pre-insulated (from the factory) and not to be insulated in the field. As long as the insulation material used is equal to the insulation reference, the material is acceptable. The Basis of Design is Thermacor Duo-Therm 505. This product is suitable for site Classification "A" (all ground water and soil conditions) with an external covering of polyurethane insulation and an HDPE jacket. The carrier pipe insulation is specified by the DOR and can be mineral wool or Aero gel. Additional information can be found on manufacturer's website, DUO -THERM 505 Specification guide is DTSG 3.101 dated 11/2/2020.
94 01800 1.12.5.3 Is foam insulation with aluminum jacket acceptable for tunnel piping insulation in lieu of cellular glass with aluminum jacket
No, provide cellular glass with aluminum jacket.
95 01550 1.30 Do the temporary boilers require a CT Air Emissions Permit?
The actual emissions from the temporary boiler will need to be tracked and reported to meet the conditions of Section 22a-174-33a (50% below Title V) and the requirements for annual reporting of premises-wide emissions, which does not specifically exclude emissions from temporary emission sources.
As for a source permit for the temporary boiler, it will be exempt from permitting if it meets the requirement below:
Per Sec. 22a-174-3a. Permit to construct and operate stationary sources (2)(B)(iii), a portable engine or boiler temporarily replacing an existing engine or boiler, provided the replacement units have a combined emission rate equal to or less than the existing units and that the number of days total that any and all such portable engines or boilers may be used does not exceed ninety (90) days in any calendar year[.]
Alternatively, if it does not meet the requirement above, there are some exemptions in Sec. 22a-174-3b generally related to external combustion units, but USCGA would need additional information about the equipment such as fuel source and content, heat input capacity, and stack height (if applicable).
96 M-601
Can the government confirm that replacement of major equipment listed on M-601 (heat exchangers, pumps, expansion tanks, air separators, exhaust fans, etc.) is a like and kind replacement and no engineering or sizing calculations are required or needed.
Replacement shall be in kind and match existing capacity.
97 01800 1.12.2
The RFP requires providing DDC control systems for equipment being replaced in specific buildings (e.g., Billard Hall, etc.). Is the new DDC system limited to specific equipment or does the government envision the new DDC controls to be integrated into an existing building BMS?
DDC scope is limited. New DDC Controls for equipment being replaced only and the Controls shall tie into the existing Siemens System. Existing points exist, but will require new actuators, control valves as required. See POC for Siemens in the Spec.
98 01800 1.12.3.3
Steam and condensate pipe sizes have been provided on the RFP drawings. Typically, the layout and operation of a steam distribution system involves condensate drain points, steam traps, etc. Please confirm that the scope of work also requires the replacement of steam traps and appropriately sized and placed condensate drain points.
Yes, replacement of steam traps and properly sized condensate drain points are required. The Designer of Record shall incorporate this into the final design to include all components of the steam/condensate piping including expansion, safety relief, venting, etc.
99 01800 1.12.3.3.2 Do direct buried steam pipes require cathodic protection?
No, Cathodic Protection is not required per manufacture recommendations.
Please see underground piping specification for pre-insulated piping and leak detection requirements and reference.
100 01800 1.12.3.3
Steam and condensate pipe sizes have been provided on the RFP drawings. Can the government confirm that this is a like and kind replacement and no engineering or sizing calculations are required or needed.
Replace in kind. However, design calculations are required by the Designer of Record to properly design all the components of a steam and condensate system. This includes but is not limited to expansion, venting, steam traps, and safety valves.

Section 01800_1.9 page 4 states that there are “no known PCBS” in area of renovation work. Has testing been performed on suspect surfaces to be disturbed by renovations? Should we carry testing of these materials?
Confirmed, No PCB testing is required.
114 01800 1.18.4.1.15
Is there a schedule of steam demands for building heat and domestic heat loads in each building included in the project and is there any reason to expect that the temporary boiler burning oil would have capacity greater than 25 MMBTU/hr and not be subject to “permit by rule” requirements? (1.18.4.1.15)?
The RFP includes information on how to assess the design capacity of the temporary boiler by looking at steam velocity of the existing piping. The final capacity will depend on the specific phasing plan submitted by the contractor.
For example, steam in the summer is limited to domestic hot water. In the fall/winter, steam is used for building heat and domestic water. Smaller boilers would be required in the summer but will extend the construction schedule.
