1 OVERVIEW
1.1 Configuration Standard Summary
This CSTO provides requirements for the creation, maintenance, and storage of shore infrastructure computer aided design (CAD) drawings. These procedures enable consistent development, review and storage to support sharing resources across the CE community.
1.2 Applicability
This technical order applies to all CG shore infrastructure drawings (including civil, structural, mechanical, electrical, and architectural drawings) created or modified after this CSTO is promulgated. When a drawing is modified, it must be brought up to current drawing standards.
Drawings are stored and maintained in the Civil Engineering document management system, CG-TIMS.
This standard has been developed for use by both in-house CG engineers and the Architecture and Engineering (A/E) community.
1.3 Roles and Responsibilities
The technical authority for this configuration standard is the SILC Commander. Table 1-1 enumerates the roles and responsibilities for executing the standards defined in this technical order. The following “RASCI” codes are used:
R = Responsible: Those who do the work (typically only one Responsible per task).
A = Approver: The one ultimately accountable for the deliverable or task (must have only one Approver per task).
S = Supports: Those who provide resources, information, expertise or other assistance in completing of the task. A Supports role indicates more intensive and consistent involvement than just being identified in a Consulted role.
C = Consulted: Those whose opinions are sought (two-way communications).
I = Informed: Those who are kept up-to-date on progress (one-way communication).

2 TECHNICAL REQUIREMENTS
2.1 Organization
The Coast Guard has adopted AutoCAD as the standard computer aided design software for
Civil Engineering (CG43) drawings. All drawings shall be delivered in AutoCAD compatible
(.dwg) file format to allow for the life-cycle drawing maintenance. The Coast Guard follows the
US Army Corps of Engineers (USACE) led Tri-Service Standard (a sub configuration of the
National CAD Standard) as the basis for the CG template. The Architecture, Engineering, and
Construction (A/E/C) Work Structure (Release 9.0, updated 09/05/2018) is provided by the
USACE to offer a common environment to communicate efficiently and effectively across stakeholder offices. The A/E/C Standards are the standard used by the Department of Defense
(DoD), and it logically follows that the Coast Guard should align with the largest federal entity of civil engineering work. The A/E/C Standards can be downloaded from:
https://cadbimcenter.erdc.dren.mil/AEC_WorkStructure. Upon any revisions to the A/E/C
Standards, the SILC will review for continued use as the CG standard, as well as incorporate any updates to the CG template.
2.1.1 Templates
Template files provide a consistent drawing format for technical information management.
Drawings shall be produced from the AutoCAD template provided at: CG Portal SILC
Engineering Services Division SILC Configuration Management Drawing Format and
Handling.
The instructions for loading and following the template are provided in the Drawing Format and
Handling Job Guide (SILC-JG-36-51 73 15-02).
2.1.2 Drawing Format
If data processing systems or discipline specific software other than AutoCAD are used to prepare drawings, text and graphics must be imported and embedded into the AutoCAD file and must follow the standards of this CSTO. Text and graphic files must be readable and allow for modification and editing within AutoCAD without the use of additional software.
The current Coast Guard drawing management system does not work well tracking and controlling external references (XREFs) outside of its Library/Work Area system. Therefore, all
XREFs shall be bound using the insert option into the drawing file before delivery to the Coast
Guard or before loading the drawing into the CG-TIMS.
2.2 Page Format
2.2.1 Sheets
The cover sheet and standard sheet templates provide for basic information to be recorded about the site and the project. The CG template is an adaptation made to the A/E/C provided templates that conform to the CG-TIMS and match CG terminology. The title block conveys useful and specific information. The information is mapped to CG-TIMS, and must be entered in a consistent manner in order for meaningful information to reside in the CG-TIMS data card.

2.2.2 Space Usage
The drawing template and sheet layout required by this CSTO shall be utilized. Model space shall be used to draw all to scale representations or in other words, the actual physical components depicted shall be at full scale (1:1).
The title blocks shall reside in paper space. Scaled viewports shall be utilized to present full scale features from Model Space to a standard printed scale.
If a legacy or existing drawing in which the title block is in model space undergoes revision, the drawings shall be converted to the CG template with the title block in paper space in accordance with this CSTO.
2.2.3 Blocks
The title block must not be exploded or otherwise modified. Fill in the required information in the fields provided.
No blocks subject to copyright or other licensing restrictions may be used in any drawing.
All block and/or shape files used will be provided by either the A/E/C website or approved by
USCG. No drawing file shall include any block and/or shape files that cannot be found within the
AEC Symbols Guide. In addition, no blocks produced by proprietary software that may be similar in appearance may be used.
2.2.4 Layers
The layer naming system contained in the AutoCAD templates shall be used to create objects with properties “By Layer”. The layer naming system is used to separate elements within design disciplines that are of two primary types of information: model and sheet specific. In addition to the standard layer names, an optional status or phase can be added (line styles, weights and screening may be used in lieu of this).
2.3 Drawing Signature Authority
Newly created drawings and revisions to existing drawings require the signature of at least one designated Coast Guard authority to become part of the official Coast Guard drawing plan set.
Authorized signature authorities for new and revised drawings are:
Commanding Officer
Technical Director
Branch Chief
Signature approval in the signature block on the Cover Sheet constitutes approval of all sheets of that plan set, and are not required on subsequent sheets of the same plan set.
For drawing revisions, signature approval is only required in the signature block with the latest revision write-up. The approval signatures on the Cover Sheet within the signature block constitute approval of all portions of that revision.
Cover Sheet signatures must reflect the latest revision of the drawing. The date on the Cover
Sheet signatures must match the latest revision date or be later than the latest revision date for any drawing within the drawing set.
2.4 Drawing Identification and Storage
2.4.1 Drawing Naming
Drawings are numbered following the A/E/C Standard. Refer to the Drawing Format and
Handling Job Guide for the breakdown of the drawing number and file naming.
When revisions to drawings are created, drawing files are required to have unique filenames in
CG-TIMS (no two files can have the exact same filename). Original drawing files that are revised must be renamed with the approved revision file naming convention prior to checking the revised drawing into the system.
If a drawing is still under development (for example, a drawing being worked on by multiple people in the restricted library), the filename must remain the same in order for the previous draft to be overwritten.
2.4.2 Drawing Storage
Civil Engineering drawings are stored in CG-TIMS as the Coast Guard system of record. Final design drawings in AutoCAD, signed copy of the final drawings, and as-built drawings
(AutoCAD drawings or pdf version) shall be loaded into CG-TIMS.
2.5 Plotting Instructions
By adopting the A/E/C Standard, the CG is also adopting the Named Plot Style (STB) method of plotting drawings. The drawing template is set up with an STB file. By creating objects in the appropriate layers, the drawing will plot with consistent black and white screening, colors, line types, and line weights to those layer’s settings. Refer to the Drawing Format and Handling Job
Guide for converting between color table (CTB) and the STB.
