EXECUTIVE SUMMARY
The United States Coast Guard (USCG) tasked Tetra Tech, Inc. (Tetra Tech) to conduct a hazardous materials survey at the USCG Academy at 31 Mohegan Avenue in New London, Connecticut (the subject property) for the Central Steam Distribution System Recapitalization project. The primary purpose of the survey was to assess effects of possibly present asbestos, lead-containing paint (LCP), hazardous waste
(HW), and other hazardous materials on the subject property. Per guidance from USCG, the scope of the survey focused on piping in the steam and condensate distribution system and three mechanical rooms for presence of asbestos-containing materials (ACM), LCP, and other HW.
The following ACM, LCP, and HW findings and recommendations are based on observations during the survey and analytical results from samples collected at the subject property building:
Asbestos-Containing Material
• ACM was identified within the subject property building in black tar coat (approximately 400 square feet [SF]) on the walls in Michel Mechanical Room. The tar coat was represented by samples
USCG-M-BTC-01 and -0.2. Laboratory results indicated that the tar coat contained 10 percent chrysotile asbestos.
• ACM was identified within the subject property building in pipe elbows/fittings (approximately
75 fittings) in the Hamilton Hall Basement. The fittings were represented by samples USCG-7-PE-
01, -02, and -03. Laboratory results indicated that the fittings contained 2% amosite asbestos and up to 10% chrysotile asbestos.
• ACM was identified within the subject property building in pipe insulation (approximately 90 linear feet [LF]) in the Hamilton Hall Basement). The insulation was represented by samples
USCG-7-PI-01, -02, -03, -04, -05, and -06. Laboratory results indicated that the insulation contained
30% chrysotile asbestos, 15% amosite asbestos, and 1% crocidolite asbestos.
• ACM was identified within the subject property building in floor debris (approximately 1,400 SF) in the tunnel from McAllister Hall to Michel Hall. The debris was represented by samples USCG-7A-
DB-01, -02, -03, -04, -05, and -06. Laboratory results indicated that the debris contained up to 20% chrysotile asbestos and 10% amosite asbestos.
• ACM was identified within the subject property building in pipe insulation (approximately 410 LF) in the tunnel from McAllister Hall to Michel Hall (the two lower pipe runs). The insulation was represented by samples USCG-7A-PI-01 through -27. Laboratory results indicated that the insulation contained up to 60% chrysotile asbestos and 10% amosite asbestos.
• ACM was identified within the subject property building in pipe fittings (approximately 60 fittings) in the tunnel from McAllister Hall to Michel Hall. The fittings were represented by samples USCG-7A-ii U.S. Coast Guard Academy
103IG9582
PF-01 through -08. Laboratory results indicated that the fittings contained 15% chrysotile asbestos.
• ACM was identified within the subject property building in pipe fittings (6- to 8-inch diameter) (two fittings) in the Chase B Hall Crawl Space. The fittings were represented by samples USCG-10C-
PF-01 and -02. Laboratory results indicated that the fittings contained 20% chrysotile asbestos.
• ACM was identified within the subject property building in pipe fittings (1-inch diameter) (two fittings) in the Chase B Hall Crawl Space. The fittings were represented by samples
USCG-10C-PF2-01, -02, and -03. Laboratory results indicated that the fittings contained
60% chrysotile asbestos.
• ACM was identified within the subject property building in pipe insulation (approximately 32 LF) in
Tunnel 2C-2D. The insulation was represented by samples USCG-2C2D-PI-01, -02, and -03.
Laboratory results indicated that the fittings contained up to 15% chrysotile asbestos and
10% amosite asbestos.
• ACM was identified within the subject property building in pipe insulation (two pipes approximately
250 LF each) in Tunnel 5A-5B. The insulation was represented by samples
USCG-5A5B-PI-01, -through -18. Laboratory results indicated that the insulation contained up to
15% chrysotile asbestos and up to 20% amosite asbestos.
• ACM was identified within the subject property building in one pipe fitting in Section Bypass 2. The fitting was represented by sample USCG-S2B-PF2-01. Laboratory results indicated that the fitting contained 10% chrysotile asbestos.
• ACM was identified within the subject property building in floor debris (approximately 300 SF) in
Section Bypass 2. The debris was represented by sample USCG-S2B-DB-01. Laboratory results indicated that the debris contained 15% chrysotile asbestos.
• Approximately 20 LF of corrugated pipe insulation and 20 SF of ACM pipe debris were observed behind a locked cage with asbestos signage in Tunnel 7. This area was inaccessible for sampling and therefore this material is assumed ACM.
• Approximately 560 LF of fiberglass pipe insulation in Tunnel 7A from McAllister Hall to Michel Hall was observed as contaminated with ACM dust.
Materials containing asbestos should be removed by a licensed asbestos abatement contractor before any renovation work disturbs the materials. Damaged friable materials should be repaired or removed before further damage can occur. The removed waste must be transported to a disposal site able to accept friable and nonfriable ACM. If the subject property is to be renovated and the nonfriable materials are not to be disturbed, these materials may remain in place.

Lead-Containing Paint
X-ray fluorescence (XRF) readings from suspected LCP on surfaces indicated reportable lead concentrations of 0. 1 milligram per square centimeter (mg/cm2) or greater throughout the subject property.
The Occupational Safety and Health Administration (OSHA) considers LCP as paint with any detectable lead level. If LCP surfaces are to be affected during renovations, the contractor conducting the renovations must comply with OSHA Lead in Construction Standard, Title 29 of Code of Federal Regulations (CFR), Part 1926.62. If the materials containing LCP are removed during renovation activities, a sample should be collected from the debris pile for a toxicity characteristic leaching procedure analysis (40 CFR 261.24);
representative samples should be collected and analyzed for all eight metals specified in 40 CFR
Part 261.24 (arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver). This would allow determination of the proper method of disposal of the LCP materials.
HW and Other Hazardous Materials
Tetra Tech observed the following hazardous materials:
• 24 4-foot fluorescent bulbs in Billard Mechanical Room
• Four 4-foot fluorescent bulbs in Michel Hall Mechanical Room
• Four 4-foot fluorescent bulbs in Tunnel 10
• 10 4-foot fluorescent bulbs in Tunnel 9
• 60 4-foot fluorescent bulbs in Tunnel 7
• Two 5-gallon buckets of spill-kit chemical solution in Tunnel 7
• Two 55-gallon drums of sorbent waste in Tunnel 7
• One 5-gallon container of spent aerosol cans in Tunnel 7.
Tetra Tech recommends proper disposal or recycling of hazardous waste and other hazardous materials recorded. This disposal or recycling should occur prior to renovation of the subject property, based on characteristics of those materials.

1.0 INTRODUCTION
The United States Coast Guard (USCG) tasked Tetra Tech, Inc. (Tetra Tech) to conduct a hazardous materials survey at the USCG Academy at 31 Mohegan Avenue in New London, Connecticut (the subject property) for the Central Steam Distribution System Recapitalization project. The primary purpose of the survey was to assess effects of possibly present asbestos, lead-containing paint (LCP), hazardous waste
(HW), and other hazardous materials on the subject property. Per guidance from USCG, the scope of the survey focused on piping in the steam and condensate distribution system and three mechanical rooms for presence of asbestos-containing materials (ACM), LCP, and HW. Appendix A contains a photolog of observations during the survey.
Tetra Tech’s Project Manager for the survey team was Mr. Jeffrey Mitchell, a certified asbestos inspector.
The survey team also included Mr. Edward Sherry, a licensed Connecticut asbestos inspector, and Mr.
Greg Screws, an U.S. Environmental Protection Agency (EPA)-certified lead inspector. Inspector certifications are in Appendix B. Because of limitations on destructive sampling methods, additional suspect materials may be present within walls, voids, or other concealed areas. Assumptions and deviations regarding the subject property survey are conveyed in Section 9.0. Before renovation of the subject property building, further survey work may be needed to comply with all local, state, and federal requirements regulating ACM, LCP, and HW.
Tetra Tech conducted the hazardous materials survey during August 19 through 22, 2024. The purpose of the survey was to evaluate the subject property for presence, quantity, locations, and characterization of
ACM that may require abatement before renovation activities in accordance with National Emissions
Standards for Hazardous Air Pollutants (NESHAP) regulations as adopted by EPA. The intent of the asbestos NESHAP regulations is to protect the public (and workers) by minimizing release of asbestos fibers during activities involving processing, handling, and disposal of ACM. Inhalation of asbestos fibers can cause cancer and other lung diseases (Agency for Toxic Substances and Disease Registry 2016). The survey accorded with industry standard practice for hazardous materials surveys. Asbestos sampling accorded with NESHAP regulations as adopted by EPA.
Tetra Tech also conducted a screening for presence, quantity, and locations of LCP exceeding lead hazard levels, which would require Occupational Safety and Health Administration (OSHA) worker safety precautions during remodeling activities. The subject property building was constructed before 1978, and
LCP likely was used in the build-out of this structure. The LCP screening proceeded according to protocols similar to the single-family housing inspection procedures in U.S. Department of Housing and Urban
Development (HUD) guidelines (HUD 2012). Tetra Tech screened paint-covered surfaces using an Viken
Heuresis Pb200e (Viken Heuresis) X-ray fluorescence (XRF) spectrometer. The Viken Heuresis is an XRF spectrum analyzing system for quantitative measurement of lead in paint on various substrates.

3.0 ASBESTOS-CONTAINING MATERIAL FIELD SURVEY AND
ANALYTICAL PROTOCOLS
Tetra Tech made every effort to inspect all areas of the subject property building for ACM. Minor demolition of materials (destructive sampling) was required during the survey effort. The inspector took care to ensure that the subject property remained unoccupied during sample collection. Asbestos sampling accorded with
NESHAP as adopted by EPA and with protocols of the Asbestos Hazard Emergency Response Act
(AHERA) of 1986. AHERA defines ACM as any material or product that contains more than 1 percent asbestos. Suspected ACMs were grouped as homogeneous areas if similar in appearance and texture;
however, if the inspector decided that a material (for example, wall texturing) was not similar in appearance and texture to other materials in the subject property building, the inspector distinguished the material as unique and collected samples of each unique material accordingly. Because of limitations on destructive sampling methods, additional suspect materials not detected may be present in walls, voids, or other concealed areas. Assumptions and deviations regarding the building surveyed are conveyed in Section 9.0.
Each bulk sample of suspected ACM was collected in a manner ensuring representation of each distinct layer of material in the sample. A wetting agent was applied to friable surfaces before sample collection to reduce potential for fiber release. All samples collected were placed in plastic bags, labeled, and sealed immediately upon collection. To avoid cross-contamination between samples, the sampling instruments were wiped clean by use of a wet, lint-free cloth after collection of each sample. A unique sample identification number was assigned to each sample.
The samples remained in the inspector’s custody until sent to the laboratory. Upon completion of sampling activities, the bulk samples were sent, along with Tetra Tech’s chain-of-custody documentation, to Eurofins
EPK Built Environmental Testing, LLC (EPK) in Mount Laurel, New Jersey. Suspect ACM samples were analyzed per EPA Method 600/R-93/116 by EPK via polarized light microscopy (PLM) analysis. EPK is a
National Voluntary Laboratory Accreditation Program-certified laboratory, certification number 101165-0.
Section 5.0 summarizes ACM analytical results. Sample locations are shown on Figures 3 and 4 in
Appendix C. Appendix D provides ACM analytical results and chain-of-custody forms for bulk samples.

4.0 LEAD-CONTAINING PAINT SCREENING AND ANALYTICAL
PROTOCOLS
Tetra Tech made every effort to inspect all areas of the subject property. HUD (2012) guidelines suggest that paint applied before 1978 could contain lead.
An XRF screening of suspected LCP accorded with protocols similar to the single-family housing inspection procedures in the HUD (2012) guidelines. Tetra Tech used a Viken Heuresis to perform the LCP screening.
The Viken Heuresis is an XRF spectrum analyzing system for quantitative measurement of lead in paint on various substrates. Tetra Tech performed XRF screening of suspect painted surfaces that possibly would be affected during renovation activities.
Tetra Tech used the XRF “Lead Paint Mode” for testing, standardized per the equipment instruction manual, and programmed the unit with an action level of 1.0 milligram per square centimeter (mg/cm2). The Viken
Heuresis automatically adjusts the measurement time to be the least time needed to make a definitive measurement based on the action level. Paint containing greater than or equal to 1.0 mg/cm2 lead by XRF screening is considered lead-based paint. Paint with a detectable concentration of lead containing less than
1.0 mg/cm2 lead by XRF screening is considered LCP.
Tetra Tech performed XRF calibration checks on the Viken Heuresis generally according with Viken’s recommended protocol. These quality control readings were used to monitor performance of the Viken
Heuresis. The calibration-check readings were taken from a standard reference material paint film developed by the National Institute of Standards and Technology, and were within the acceptable deviation range for each standard. Section 6.0 summarizes results from XRF screening of samples of painted surfaces collected at the subject property.
