About this file
This is a Price Proposal Form for a design-build project to recapitalize the Central Steam Distribution System at the U.S. Coast Guard Academy (Project 60-17140186, Task Order #70Z04724RPCNI0009).
The form requests pricing for a base item and three options. The base item includes replacing steam and condensate piping throughout the USCG Academy (located in tunnels, passageways, or direct buried), repairing Manholes #5 and #6, providing concrete stairs and trench drains, mechanical ventilation, electrical work, and coordination with Field Turf regarding football field work. Option 0001 covers additional steam and condensate piping work, Option 0002 involves mechanical room upgrades at Chase B Annex, Michel Hall, and Billard Hall (including hydronic specialties, Siemens Controls, heat exchangers, and pumps), and Option 0003 covers further steam and condensate piping work. The form requires separate design and construction prices for each component, plus unit pricing for underground rock removal at $__ per 12 cubic yards. Contractors must provide all labor, materials, equipment, permitting, construction support, quality control services, and handle lead and asbestos abatement.

TASK ORDER ANNOUNCEMENT #: 70Z04724RPCNI0009
Overall project description – Project includes replacing steam and condensate piping throughout the USCG Academy. The steam and condensate piping are either located in a tunnel, passage way or direct buried. The steam and condensate piping has been prioritized and divided into BASE and OPTIONS.
See RFP Drawing Sheet G-002 and G-003 as well as Section 1800.1.1-1.3. Steam lines are noted by a respective “section number”. Section numbers are designated by a number callout. However, some sections are designated by a number followed by a letter. For example. “Section 5D-10C”. This section starts outside near Leamy Hall and terminates in the Chase C Mechanical Room. Remove all unused steam and condensate piping (abandoned).
Engage with Field Turf Point of Contact and Siemens Controls for respective work.
Base Item: Replace steam and condensate piping as indicated by section number. Repair Manhole #5 and Manhole #6. Provide concrete stairs to access the Manhole #6 door near Leamy Hall. Provide trench drains to existing tunnel Section 7-8. Provide mechanical ventilation for tunnels, electrical work, lighting, and doors. Coordinate with Field Turf regarding the removal / reinstallation of artificial turf and drainage near Cadet Field (football field).
