The Department of Defense Education Activity seeks a contractor to provide comprehensive esports program support services for 12 high schools within the DoWEA Pacific Region, with quotations due October 23, 2026 at 2:00 PM Japan Standard Time. This is not a set-aside procurement.
Place of performance is Japan. The contractor shall deliver program management, competition administration, coaching support, technical coordination, regular-season and championship event broadcasting, and college recruitment services across an interscholastic esports program serving grades 9–12. Services span a base performance period of one year (November 1, 2026 through October 31, 2027) with four one-year option periods and one six-month extension option through March 30, 2032. The contractor must select and provide the competition league management platform at its own cost; the Government furnishes gaming hardware, platform access licenses, network connectivity, and championship equipment. Contractor personnel must complete DoD Childcare background screening before direct student contact, with processing potentially exceeding 120 days; remote work from CONUS is permitted pending completion. All regular-season services may be performed remotely except the Far East Championship event (scheduled January 29–30, 2027 in Okinawa), which requires on-site contractor presence. Travel expenses for the championship event, including airfare, lodging, and meals, must be included in pricing and will not be reimbursed separately. Contractor personnel are responsible for obtaining passports and visas; the Government will not sponsor visa applications.
The NAICS code is 611710, Educational Support Services; PSC is R499. The contract is structured as an indefinite-delivery, indefinite-quantity arrangement with three CLINs covering 12-month program support, one annual championship event, and 120 annual college recruitment units at firm-fixed-price unit rates. The minimum guaranteed order is $2,500.00; the maximum ceiling across all periods is $1,583,093.89. Evaluation criteria are Technical Approach (Factor 1, 9 pages maximum), Past Performance (Factor 2, no more than three references), Price (Factor 3), and Representations and Certifications (acceptable/unacceptable basis). All contractor-proposed platforms or communication tools used with students require Government cybersecurity review and approval prior to implementation. Pricing must be held firm for 120 calendar days from the quote due date.
