Amendment of Solicitation Summary

This is Amendment 0001 to Solicitation HE125427Q0004, issued by the Department of Defense Education Activity (DoDEA) on October 19, 2026, for DoWEA Pacific Region Esports Program Management and Event Support Services. The amendment extends the response deadline from October 21, 2026 at 1:00 PM Japan Standard Time (JST) to October 23, 2026 at 2:00 PM JST.

The solicitation requires a single contractor to provide comprehensive esports program management, competition administration, event support, and college recruitment services for 12 participating DoWEA Pacific Region high schools over a six-month period of performance, with options for up to four additional one-year extension periods. Key services include platform access, registration, scheduling, live match administration, dispute resolution, technical support, coaching support, regular-season broadcasting, championship event planning and execution with contractor travel, and as-needed college recruitment support services. The contract utilizes a firm-fixed-price structure with three base Contract Line Item Numbers (CLINs 0001-0003) and corresponding option periods (CLINs 1001-5003). Amendment 0001 clarifies line item descriptions to align with Performance Work Statement requirements, revises estimated quantities for CLINs 5001-5003 from 12/1/120 to 6/1/60 to reflect the six-month performance period, updates the minimum order requirement to $2,500.00 under FAR 52.216-19(a), and removes FAR 52.217-3 (Evaluation of Options) as inapplicable. Evaluation criteria consist of Factor 1 (Technical Approach, 9 pages maximum across three scenarios), Factor 2 (Past Performance, no more than three recent references), Factor 3 (Price), and Factor 4 (Representations and Certifications). Vendors must hold pricing firm for 120 calendar days from the quote due date. Contact information for the Contracting Officer and Contract Specialist is provided as the sole points of contact for this acquisition.

If the vendor uses assumptions in responding to a scenario, it shall be clearly identified as such and explained if necessary. An assumption shall not alter, NOTE 3:

condition, or take exception to a solicitation requirement.

Scenario 1A - Program Management and Event Execution

During the regular eSports season, multiple DoWEA Pacific Region schools are participating in scheduled competitions across different geographic locations and time zones. Shortly before a scheduled match, one school reports a connectivity or platform issue that may prevent participation. At approximately the same time, another school challenges the reported result of a recently completed match and submits information supporting a match dispute. Upcoming matches, standings, and competition schedules may be affected by how these matters are resolved.

The Vendor shall describe its technical approach for:

a. Managing and prioritizing the competing requirements while maintaining scheduled program operations, including how your firm would assign, track, and resolve the issues and maintain accurate schedules, standings, match results, and program records.

b. Providing real-time technical and competition support, including how your firm would determine whether an issue can be addressed by Contractor personnel or requires coordination with or action by authorized Government IT personnel or the Contracting Officer's Representative (COR).

c. Receiving, documenting, reviewing, and addressing the match dispute, including the information or evidence your firm would consider, coordination with applicable stakeholders, and circumstances that would require elevation to the Government for determination.

d. Communicating the status and resolution of the issues to appropriate stakeholders and incorporating the matters into required program reporting.

Scenario 1B - Staffing and Continuity of Operations

The eSports season is underway, with regular competitions occurring across the Pacific Region and the culminating Far East event approaching. Due to an unexpected personnel departure, your firm loses an individual responsible for supporting critical program functions. The vacancy occurs during a period of scheduled competitions and cannot result in interruption of required program, competition, technical, or event support.

Your firm shall describe its technical approach for:

a. Providing sufficient qualified personnel throughout the period of performance to support scheduled competitions, meetings, special events, technical support requirements, and the culminating Far East event, including operational windows occurring outside normal DoWEA Pacific Region administrative business hours.

b. Recruiting, onboarding, training, and retaining personnel necessary to successfully perform the PWS requirements and minimizing the effect of personnel turnover on program operations.

c. Responding to the unexpected vacancy presented in the scenario, including how your firm would maintain continuity of operations, redistribute or backfill responsibilities, transfer program knowledge, and ensure required competitions, technical support, deliverables, and other scheduled activities continue without interruption.

d. Addressing applicable personnel screening, background check, suitability, installation access, and student-protection requirements when replacement or backup personnel will perform duties requiring direct interaction with, supervision of, or recurring presence with DoWEA students.

Scenario 1C - Compliance and Program Governance

During a scheduled eSports competition, your firm receives information alleging that a participant may have violated competition rules or standards of conduct. During your review, your firm also identifies a potential issue involving the use of an online platform or communication method that may conflict with applicable program or cybersecurity requirements. The matter could affect the participant's continued competition, the validity of match results, and upcoming scheduled matches.

The Vendor shall describe its technical approach for:

a. Identifying and applying the Government-approved rules, policies, standards, and other requirements applicable to the circumstances presented in the scenario.
