About this file

This is a Past Performance volume submission template for a federal esports program support services contract. The document establishes requirements for vendors responding to Solicitation HE125427Q0004 issued by the Department of War Education Activity (DoWEA), with quotations due by 23 October 2026 at 2:00 PM Japan Standard Time. The file clarifies that Volume II (Past Performance) submissions are limited to a specific page count as revised in the solicitation amendment. Vendors must demonstrate relevant past performance in providing comprehensive esports program support services, including consulting, program planning, logistical coordination, competition and event execution, and ongoing program support. The contract scope involves supporting an interscholastic esports program across 12 high schools within the Pacific Region.

The Government seeks a qualified contractor capable of managing personnel, expertise, and resources necessary to deliver structured esports programming while the Government retains overall program management authority through a designated Contracting Officer Representative (COR). The solicitation includes multiple CLINs with quantities revised to reflect a six-month period of performance, and FAR 52.216-19(a) establishes minimum order requirements. All vendor submissions must be signed, dated, legible, virus-free, and provided in PDF format. This is a firm-fixed-price or time-and-materials contract vehicle supporting military-connected educational institutions in the Pacific Region.
