About this opportunity
The Defense Information Technology Contracting Organization (DITCO) is seeking to award a single-award, firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a brand-name Pricer Electronic Shelf Labels (ESL) solution to support the Defense Commissary Agency (DeCA). The procurement requires an authorized Pricer reseller to maintain and upgrade the legacy ESL solution deployed at DeCA's Continental United States (CONUS) store locations, including Alaska and Hawaii, the DeCA Test Lab, and third-party test labs, while also providing expansion capabilities for Outside the Continental United States (OCONUS) store locations. The contractor must provide comprehensive support including annual hardware maintenance, software licenses, help desk support, training, web ordering capabilities, and support for both segmented and graphical electronic shelf labels. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with award based on proposals conforming to the RFP requirements, price submission, and being an authorized Pricer reseller. Following multiple amendments extending the deadline, proposals are now due by July 30, 2025, at 3:00 PM Central Standard Time.
This procurement does not utilize any set-aside designations and is open to all authorized Pricer ESL resellers. The contract structure includes a one-year base period from October 1, 2025, to September 30, 2026, followed by four consecutive one-year option periods extending through September 30, 2030. The scope covers approximately 235 military commissaries worldwide, with 177 CONUS locations and 58 OCONUS locations serving approximately 12 million military customers. The government has established a minimum contract guarantee of $2,500, though it estimates that task orders may reach the contract ceiling level specified at award. The work will support DeCA's mission-critical ESL operations across multiple store sizes ranging from small stores under 14,000 square feet to large stores over 37,000 square feet, with the primary place of performance listed as Fort Gregg-Adams, Virginia.
