b. Alternate COR. See DITCO Additional Text G1 - Points of Contact

2. Contract Title: Electronic Shelf Labels Solution

3. Background: DeCA operates 235 military commissaries worldwide (approximately 3,000 lanes including self-checkouts). Of that total, 177 stores are CONUS locations, including Alaska and Hawaii; with 58 stores in 12 OCONUS locations. The total number of commissaries operated globally is subject to change based on the needs of military agencies. Commissaries support approximately 12 million United States military customers including active-duty military, reserve, National Guard, military retirees, and family members. Commissaries are designed and operate similarly to commercial grocery stores.

The legacy solution consists of Pricer Servers, base stations, transceivers, shelf rails, and labels require enhancement to modernize the organization and improve the customer shopping experience. Currently, Continental United States (CONUS) commissaries are using legacy segmented ESLs and need to be upgraded to the new multi-color graphical ESLs. Outside the Continental United States (OCONUS) commissaries are still using the outdated paper shelf tags which requires an extreme amount of time and money to change prices.

4. Objectives: The objectives of this requirement are to sustain and upgrade the legacy ESLs solution (brand-name Pricer) deployed at DeCA’s CONUS store locations and test labs, and to provide integration, test, installation, training, and support for expansion of ESL to DeCA’s OCONUS locations. The objective is to have a contractor with global presence and history in providing mission critical support immediately upon contract award without any disruptions to DeCA’s operations. The contractor must have intimate knowledge of import / export laws for all countries within DeCA OCONUS locations and be able to provide on-site technical support, as needed, to all locations. More specifically, the contractor should have a history for successfully deploying hardware and software solutions globally. All hardware, software, help desk, training, integration, and security vulnerabilities mitigation are to be maintained, supported, and sustained.

5. Scope: The scope of this effort is to maintain and upgrade the legacy ESL solution deployed at DeCA’s CONUS store locations, including Alaska and Hawaii, the DeCA Test Lab (DLT), and third-party test labs supporting the agency, as well as to provide an avenue for the expansion and support of ESLs to OCONUS store locations. DeCA utilizes both segmented and graphical ESLs in our stores which require simultaneous support of both types of labels, as well as support for future creation of templates to support the various labels. The contractor must maintain all annual hardware maintenance, software licenses, and support of the existing ESL infrastructure for previously purchased proprietary, commercial off-the-shelf, brand-name Pricer ESL software and hardware, other third-party software and hardware such as Windows Operating Systems, and the web-based ordering site of ESL related hardware and equipment already integrated within DeCA’s infrastructure avoiding any disruption to this mission critical function. Additionally, this effort will support the eventual expansion of the Pricer ESL solution to DeCA’s OCONUS store locations.

The ESL contractor shall provide a development, test, and integration environment to fully support DeCA’s test and production environments. This requirement is intended to ensure that DeCA’s legacy mission critical business solutions continue to support the agency’s legacy global operations for ESLs.
