Item Document Reference Page Number(s) Question/Comment/Recommendations Government Response 1 RFP Proposal Organization -

Volume IV - Price

PWS Section 9 Place of Performance

73 and 151 Will the Government consider removing the requirements for pre-authorization of travel/ODCs? The number of travel events on the program to support ESL upgrades, ESL installs and maintenance actions will be significant. Submitting requests and awaiting COR approvals for travel will greatly impact deployment schedules and maintenance repair SLAs. Additionally, there would be very high levels of PMO support required for both the offeror and DeCA to submit/approve travel expense submissions. We request the removal of the two referenced clauses below.

Referenced clauses:

1) "The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR." (page 73)

2) "Travel to support the Performance Work Statement shall be authorized, in writing, by the Government prior to performance [...] The COR will identify travel requirements. The contractor shall submit a travel itinerary and estimated costs for approval by the COR." (page 151)

The requirements for travel and ODC pre-authorization will not be removed.

2 RFP Evaluation - 2) Price Factor - (b)

76 As part of the evaluation model, we request that CLIN 19 (Travel/ODCs) plug numbers be re-classified from cost reimbursable to FFP Travel/ODCs plug numbers. Additionally, would the government consider raising the CLIN 19 Travel/ODCs plug number to a number that is more realistic?

FFP travel prices would be created using the JTR.

Travel/ODCs plug numbers will remain cost reimbursable. CLIN X019 was revised to include a plug number of $30,000 per year.

3 RFP 6.17.1.5 145 PWS section 6.17.1.5 states "The Contractor shall provide hardware maintenance support for the components listed under Section 6.19.1.5." However, 6.19.1.5 does not exist. Please confirm the government intended to reference 6.17.1.4, instead of 6.19.1.5.

Confirmed. The intended reference is 6.17.1.4. PWS paragraph 6.17.1.5 has been updated.

4 RFP 52.212-1 72 Will the government allow offerors to use font size 9 for graphics, tables, graphs, submitted as part of any volume?

Reference: “The page format shall have a 1-inch margin using no smaller than an 11-point Arial, Times New Roman, or Courier New font for all text to include any text contained in a

Font size 9 is acceptable.

5 RFP 6.6 124 PWS section 6.6 states "100% of the DeCA end users, per store, will be trained on the program at their level, with a minimum threshold of 80% of users per store." Please confirm if the intended requirements for the on-site training is no more than 10 end users per store.

The number of end-users per store will vary based off of store size and layout. PWS Paragraph 6.6.5 remains unchanged.

6 RFP 6.7 139 PWS section 6.7 states "The Contractor shall provide a web ordering site which allows DeCA’s store personnel to order ESL hardware and equipment as listed in Exhibit A." Exhibit A is the list of DeCA locations. Please confirm the government intended to reference Attachment 1, instead of Exhibit A. PWS paragraph 6.7 has been updated.

7 Attachment 2 "Commissary List" tab N/A Please confirm if the Langley and Ramstein systems should be included for operations and maintenance. Langley and Ramstein will be included for Operations and Maintenance.

8 RFP 6.5 and 9 137 and 151 PWS section 9 states "The Contractor shall assure that Tiers 2 and above help desks are available to customers during 24/7, excluding Government holidays." However, section 6.5 states

"Provide Worldwide Help Desk Support (Tier 2 and above). DeCA’s Global Service Center (DGSC) will provide 24 hours per day, seven days per week, 365 days per year (24/7/365) Tier 1 Help Desk support." Please confirm that the PWS section 9's reference of "customers" is Tier 1 of DeCA Global Service Center.

PWS Section 9 has been updated.

9 RFP 6.8 139-141 PWS sections 6.9 and 6.10 (M/L CONUS Upgrades) include "software provisioning required" verbiage, but section 6.8 does not. Please confirm if section 6.8 should include software provisioning. PWS Paragraph 6.8.6 has been updated.

10 RFP 13 157 PWS section 13 states "Government Furnished Property (GFP)/Government-Furnished Equipment (GFE)/ Government-Furnished Information (GFI). GFP/GFE/GFI are not anticipated under this acquisition." Based on the requirements (e.g. pricing data flow), we believe there is a need for GFE. Could the government confirm that GFE is expected and planned?

PWS Section 13 has been updated.

11 RFP Evaluation Factors - 2(a) in

Price Factor 76 We respectfully request that the government is required to conduct realism analysis. Realism analysis should not be an option. The realism analysis should also include unbalanced pricing.

Referenced clause: "For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis." No.

12 RFP Evaluation Factors - 2(a) in Price Factor

76 Does the government intend to conduct evaluation of proposals to protect itself from an offeror resorting to unbalanced pricing, in an attempt to gain an unfair competitive advantage?

Please reference FAR 15.404-1(g).

The evaluation will be conducted in accordance with the RFP.

13 RFP N/A N/A "I have been reviewing the IDIQ and it appears that DeCA will only be accepting submissions for infrared technology or Pricer since they are the only ESL provider still using this technology. I just wanted to confirm with you to ensure that I am understanding correctly.

I did note on page 4 that it states, DeCA operates commissaries in 13 countries that all have their own Wi-Fi rules and regulations and that DeCA would need to use infrared technology in order to comply. Please know that we have ESLs implemented in over 50 countries across North America, South America, Europe, Asia & Australia without any issues in Wi-Fi compliance."

The Government confirms you are understanding correctly.

14 SF 1449 B table CLIN 14 N/A CLIN 14 in the SF 1449 B table is entitled ‘ESL Hardware for New Installs OCONUS.’ Is it the government’s intent to only have new hardware installs for OCONUS included in the B table, or is it the government’s intent for this to also include hardware CONUS upgrades?

CLIN 14 should list all required hardware/equipment for both CONUS upgrades and OCONUS installations.

15 SF 1449 B table CLIN 14 N/A CLIN 14 in the SF 1449 B table is entitled ‘ESL Hardware for New Installs OCONUS.’ If it is the government’s intent to only have the new hardware install price for OCONUS to be included, where should the hardware CONUS upgrades price be accounted for?

CLIN 14 should list all required hardware/equipment for both CONUS upgrades and OCONUS installations.

16 Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx CLIN 14 ESL Hardware tab

ROW 1 references 6.14 Hardware Requirements for New ESL Installations OCONUS (Attachment 1)

In the "CLIN 14 - ESL Hardware" tab of Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx, the title in ROW 1 references 6.14 Hardware Requirements for New ESL Installations OCONUS (Attachment 1). Is the PWS title reference incorrect being only OCONUS and should it include CONUS?

CLIN 14 should list all required hardware/equipment for both CONUS upgrades and OCONUS installations.

17 Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx CLIN 13 ESL Installs Large tab

Row 36 Is it correct to assume that the note in Row 36 – ‘SOFTWARE??’ is a note inserted that is not relevant to bidders?

Your assumption is correct. This statement has been removed.

18 Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx ESL Upgrades and New ESL Installs

General Instructions: The offeror can add additional rows/columns or tabs in the template as necessary

This question supercedes question 16 "CLIN 14 - ESL Hardware" tab of Attachment+2+Total+Evaluated +Price+ESL+AMD01.xlsx only includes unit equipment prices for a subset of the non-labor that would be needed for ESL Upgrades and New ESL Installs. In addition, the government would not be able to determine ESL Upgrade or New ESL Install "Total Store" prices based on the Evaluation Model.

Request that the following non-labor bundles be added as either sub-CLINs under CLIN 14 or new CLINs (new sub-CLIN examples shown) and also be added to the SF 1449 B table:

- CLIN 14A - Non-Labor Bundle: ESL Upgrade Small CONUS (48 states) Store

- CLIN 14B - Non-Labor Bundle: ESL Upgrade Small CONUS (AK/HI) Store

- CLIN 14C - Non-Labor Bundle: ESL Upgrade Medium CONUS (48 States) Store

- CLIN 14D - Non-Labor Bundle: ESL Upgrade Medium CONUS (AK/HI) Store

- CLIN 14E - Non-Labor Bundle: ESL Upgrade Large CONUS (48 States) Store

- CLIN 14F - Non-Labor Bundle: ESL Upgrade Large CONUS (AK/HI) Store

- CLIN 14G - Non-Labor Bundle: New ESL Installation OCONUS Small Store

- CLIN 14H - Non-Labor Bundle: New ESL Installation OCONUS Medium Store

- CLIN 14I - Non-Labor Bundle: New ESL Installation OCONUS Large Store This change will allow the government to have a complete total store price by adding the Non-Labor Bundle Prices to the Labor Prices (e.g., CLINs 8-13). We recommend requiring these bundles from all offerors for evaluation so that the government may evaluate all competitive bids equally.

CLINs x008-x013 are to be inclusive of all labor, hardware, software, initial training, travel, and anything else that is necessary to complete the upgrade and installation based on store size. PWS tasks 6.8-6.13 have been updated to reflect this, along with Attachment 2, Total Evaluated Price ESL. CLINs x021-x023 have been added to allow for the breakout of ESL upgrades for Alaska/Hawaii and the other 48 states.

19 Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx PWS Sustainment CLINs 1-7 and 15 - 18.

General Instructions: The offeror can add additional rows/columns or tabs in the template as necessary

This question supercedes question 17 "CLINs 1-7 and 15-18" tabs of Attachment+2+Total+Evaluated +Price+ESL+AMD01.xlsx only include labor in support of sustainment. The DeCA ESLS sustainment requires more than just labor (e.g., software licenses, maintenance equipment, etc.). We request that the following non-labor bundle be added as a new CLIN to Attachment 2 and the SF 1449 B table.:

- CLIN 20 - Contract Year Annual Non-Labor Sustainment Bundle This would allow the government to have a complete total annual contract year price for Sustainment by adding the Non-Labor Bundle Price to the Labor Prices (e.g., CLINs 1-7 and 15- 18). We recommend requiring this bundle for all offerors for evaluation so that the government may evaluate all competitive bids equally.

An annual non-labor sustainment support CLIN (x020) has been added to the RFP and Attachment 2, Total Evaluated Price ESL.

20 Attachment+2+Total+Evaluated+Price+ESL+AMD01.xlsx Government Flexibility Government Flexibility May an Offeror submit an "Optional" Catalog of ESL related FFP items that the government may wish to purchase under the contract in support of activities such as Add/Alters, Change Requests, and disaster recovery like hurricanes, fire, etc., providing the government more flexibility during program delivery? This should include unit labor rates, optional services like rail/label installation, etc. We request that the following new CLIN be added to the SF 1449 B table and be included as NSP on the Attachment 2 Summary tab, and that the government allow ordering during program delivery:

- CLIN 21 - Optional Catalog No.

21 HC108425R0005+DeCA+ESL+RFP+AMD04.docx 6.11.8 41 PWS section 6.11.8 references a large store upgrade under the small store OCONUS requirement section. Please confirm that “large upgrade successfully” should be changed to “small installation successfully." This is correct. PWS 6.11.8 has been updated.

22 Attachment+2+Total+Evaluated+Price+ESL+AMD04 Summary tab N/A Was the government's intent to remove the Travel/ODCs plug? It still exists on the Attachment 2 summary tab. No.
