About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking qualified vendors to provide and maintain an iMedConsent Web solution, a Commercial-Off-The-Shelf (COTS) cloud-based signature informed consent software application for documenting informed consent across all clinical specialties. The solution must serve all 150 VA medical facilities located in the United States, Puerto Rico, Guam, and the Philippines, with capabilities for treatments, procedures, advance directives, and VA Forms documentation. The procurement includes comprehensive requirements for project management, operations and maintenance support, computer-based training, integration with VA's electronic health record systems, PIV card authentication, and multilingual content support. The evaluation will follow a best-value tradeoff process considering technical factors, past performance, veterans involvement, small business participation, and price, with technical factors being significantly more important than price. The question and answer period closed on March 27, 2025, and proposals are due by 1:00 PM EDT on April 24, 2025, following multiple amendments that extended the original April 4, 2025 deadline and modified demonstration requirements.
This procurement does not utilize a specific set-aside designation but includes small business participation goals of 5% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and 5% for Veteran-Owned Small Businesses (VOSB), with a size standard of $34 million. The contract structure is firm-fixed-price with a base period of 12 months and four 12-month option periods, potentially extending up to 66 months total. The total estimated contract value is $34 million, and the solicitation specifically references "brand name or equal iMedConsent Web solution," indicating a preference for the iMedConsent product or equivalent alternatives. Performance will occur across all VA medical facilities nationwide, with the contracting office located in Eatontown, New Jersey, and the primary place of performance listed as Washington, DC. The procurement falls under NAICS code 541512 (Computer Systems Design Services) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service), with an estimated award date of March 2025.
