About this opportunity
The Department of Veterans Affairs Technology Acquisition Center (VA TAC) has issued a Special Notice seeking qualified vendors for an Enterprise Commercial-Off-The-Shelf (COTS) web-based informed consent solution. The solicitation targets a comprehensive software application designed to document signature informed consent for medical treatments, procedures, advance directives, and VA Forms across all 150 VHA medical facilities nationwide, including locations in Puerto Rico, Guam, and the Philippines. The notice represents a follow-up to a prior Sources Sought Notice and indicates that the VA is still actively forming and refining its requirement and acquisition strategy. The opportunity is categorized under NAICS code 541512 for Computer Systems Design Services and PSC code DA10 for IT and Telecom Business Application Software as a Service. The VA has not applied a specific set-aside for this procurement and intends to conduct a full and open competition.
The primary objective of this Special Notice is to secure a cloud-based signature informed consent software solution with comprehensive capabilities for VA medical facilities, including project management, operations and maintenance support, and computer-based training. Contractors interested in this opportunity must submit their responses by February 25, 2025, at 11:59 PM ET, with the VA planning to post the full solicitation within 30 days of the notice. Eligibility appears open to vendors capable of providing a brand name iMedConsent solution or an equivalent enterprise-level software application that meets the VA's specific requirements. The solicitation number is 36C10B25R0048, and the contracting office is located in Eatontown, NJ, with Richard Melton serving as the Contract Specialist. Potential vendors should carefully review the detailed requirements and be prepared to demonstrate their ability to support the VA's extensive medical consent documentation needs across multiple clinical specialties and geographic locations.
