The Department of the Interior Bureau of Indian Affairs Central Office is soliciting competitive proposals for the CRIP MC Checks and Lateral 73 Construction project, which encompasses rehabilitation and replacement of irrigation check structures and associated electrical systems on the Colorado River Irrigation Project. The project includes four contract line items: rehabilitation of Main Canal Checks MC185 and MC270, design and fabrication of a radial gate for MC420, replacement of the MC420 check structure, and electrical transmission and distribution modifications. The Government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, with evaluation factors including technical approach, project management qualifications, proposed schedule, relevant experience and past performance, and small business participation goals of 69% for small businesses, 60% for socio-economically disadvantaged small businesses, 5% for women-owned small businesses, 5% for service-disabled veteran-owned small businesses, and 3% for HUBZone small businesses. A bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, is required, along with performance and payment bonds within 14 calendar days of award. The original proposal deadline of April 13, 2026, was extended via Amendment 0001 to April 16, 2026, at 4:00 P.M. Eastern Daylight Time, and questions must be submitted in writing with the most recent Q&A log dated April 1, 2026.
This solicitation contains no set-aside designations for small business concerns. The estimated contract value ranges from $18,000,000 to $22,000,000 on a firm fixed-price basis with a performance period of 750 calendar days after issuance of the Notice to Proceed, which will be issued within 30 days of contract award. Liquidated damages of $2,043.00 per calendar day apply for delays beyond the 750-day completion period. The work is highly constrained by operational requirements, including critical construction windows tied to the Colorado River Irrigation Project's annual January two-week system dry-up period and February one-week dry-up, during which major milestones such as gate installations and canal tie-ins must be completed. The project is located on the Colorado River Indian Reservation in La Paz County, Arizona, near Parker and Poston, with multiple work sites including Main Canal Checks MC185, MC270, and MC420, and Lateral 73-36 Check 1.
