• Schedules noted herein are informational, intended to convey the project team’s expectations regarding how the work would/could be sequenced and to illustrate sequencing the Engineer expects would be used to complete the work.

This slide shows the four projects that have been bundled together by BIA for bidding and construction purposes:
• MC185 and MC270 – These sites will be rehabilitated on their current footprint and as such no permanent ROW modifications are required. CRIT approved a resolution in
2023 granting a temporary construction easement (TCE) to facilitate construction of these features.
• MC420 – This site is in worse condition than the two upstream sites and has the least remaining service life; replacement (i.e., not rehabilitation) is required for this site.
Replacement is not feasible within the current footprint, and ROW modifications are required to facilitate construction on a new alignment adjacent the existing. ROW actions are complete.
• Lateral 73-36 Check 1 – This is a re-bid of an earlier solicitation by BIA. This had previously been considered an emergency repair. No permanent ROW needs at this site. A TCE was previously approved by CRIT through a Tribal resolution.

• This structure has been undermined several times and is in very poor condition.
• A new structure will be built slightly downstream of the current structure and a new headworks.
• A temporary check and bypass will be utilized to facilitate construction.
• We expect the bypass will be constructed in 2026 and activated in October during a period of low flow (CRIT/BIA may be able to accommodate a brief shutdown for the contractor to activate the bypass).
• The Lat. 73-36 check has a primary two-week dry-up period in Jan.
• A secondary one-week dry-up period occurs in Feb.
• We expect the headgate structure will be pre-cast and installed during the Jan. dry-up.
• The successful bidder will design and utilize their preferred cofferdam system.

The work sequence depicted on this slide differs slightly than that shown in the plans due to the changing schedule associated with rebidding. The Engineer believes this expected work sequence is a reasonable approach with a high likelihood of success. The Contractor may propose an alternate work sequence. Certain aspects of the work (e.g., cofferdam type, method, and timing) are the responsibility of the Contractor. Some aspects of the illustration were based on an alternate construction sequence, but the overall workflow is similar. The general expected workflow is:
• Phase 1: Construct the temporary bypass and check. Sheet pile walls isolates the construction of a bypass channel parallel to the 73-36 lateral. A bank raise upstream of the new check will be required. Some of the sheets are temporary and are intended to be removed when activating the bypass channel.
• Phase 2: The bypass is expected to be activated during the October 2026 drawdown in Sublateral 73-36. Water would then flow in the bypass while the new check is being constructed.
• The existing check and headworks demolition would also be completed at this time. Water would then flow in the bypass while the new check is being constructed.
• Phase 3: During the January 2026 dry-up (perhaps also including work during the February dry-up), the headworks would be replaced and the permanent check would be activated.

• This site requires ROW modifications. CRIT and BIA have both approved the ROW authorizations for the project.
• Work restrictions are included in the specs.
• Clearing and grubbing has to be completed during a specific time-frame to avoid the bird breeding season – refer to the environmental specifications.
• There is an electrical outage window.
• The new electrical transmission lines can be activated during this window with a brief outage or activated “hot”.
• Preliminary pole foundations have been designed. Final foundation designs will be based on the Contractor’s shop drawings and pole reactions provided through submittals. This may necessitate the need for a foundation size adjustment. Refer to the pricing schedule which shows how size adjustments will be handled.

• The final cut/fill for the project is expected to be a net balance; however, not every construction phase will balance. For example, we expect there will be a shortage during Phase 1 construction; to accommodate this, the drawings identify a temporary borrow area. Final excavations during Phase 3 would then be needed to restore this borrow area to pre-disturbance conditions; however, note that the Phase 3 available fill is on the opposite side of the canal from the temporary borrow area.

• CRIP has a two-week (generally 14 calendar days) dry-up period in January of each year for routine O&M. Various activities (e.g., final gate measurements) will need to be performed by the successful proposer during this dry-up period. The canal will likely take a few days for the water level to draw down.
• DOWL has identified activities in the plans that could take place prior to the dry-up period. However, the called-out activities may not be inclusive and may be adjusted based on Contractor preference. It will be important to the successful performance of the contract to do as much as possible outside of the very limited dry-up window.
• Unless indicated otherwise through addendum, bidders should assume a two-week dry-up period for bidding purposes; however, BIA and CRIT are reviewing the potential for an extended dry-up to better accommodate this project. Bidders are encouraged to submit a question if they feel completion within the two-week dry-up is infeasible.
• The lateral gates at MC185 are owner-furnished and the actuators require modification (e.g., a motor swap); however, the successful bidder is not obligated to use the owner-furnished equipment.
• Field measurements of the radial gate and associated anchorage (which will be reused) will need to be taken by the successful proposer during the January dry-up period (expected Jan. 2027).
• The structure will need to be pressure-washed during the dry-up period to facilitate crack mapping.
• The successful bidder would need to coordinate with the CRIT building inspector prior to bringing the control building online.
• The radial gates are electrically actuated and automated. Multi-turn style actuators are not allowed for any of the radial gate hoist equipment of the project.
• The lateral slide gates are electrically actuated.
• A set of guides/rails will be installed at each MC site with one set of stop logs that can be used at all the sites. The bulkhead elements could be installed via crane if/when they are needed; these are not part of the
BIA’s typical/annual O&M.

• The elements of the MC270 site are very similar to the MC185 site. The main difference between the sites is that the lateral gates for MC270 are CONTRACTOR-furnished.
• Field measurements of the structure will need to be taken during the 2027 dry-up period for the gate design.
• The existing anchorage will be re-used.
• There is flexibility if the successful bidder wants to re-use the existing anchorage or cut it flush and extend the rods – refer to the drawings.
• Although Contractor’s detailed measurements are to be used for shop drawing development and final design, sufficient information is provided in the drawings for bidding purposes. The drawings document the overall gate bay width and require post-installed side rubbing plates and sill plate, providing suitable construction tolerance for fit-up.
• MC185 and MC270 will be completed during the same two-week dry-up period.

A brief discussion on the design intent of the temporary check and bypass. Sheet Pile 1 and Sheet Pile 3 will be removed to activate the bypass channel. Sheet pile 2 is the temporary weir wall check that will stay in place for the duration that the bypass is active. The Contractor could propose an alternate sheet pile or bypass channel configuration.

Sheet Pile 2 manages the upstream water level after the bypass channel is activated. The Contractor can decide how to achieve the specified elevation and length (e.g., overdriving or cutting the sheet pile).

The replacement check is a relatively simple concrete structure, primarily consisting of flatwork and vertical walls with a downstream riprap apron. The Contractor will blend in the canal side slopes with the existing canal.

An expected excavation plan is shown on the left and the final grading plan is shown on the right. During the 2-week dry-up, the Contractor will demolish the existing structure and install the pipe, precast headwall, and precast outlet wall. The actual excavation approach will be the Contractor’s decision. Implicit to the design is the idea that the structure can be demolished and the new facility installed during the 2-week drawdown. Bidders are encouraged to review this sequence carefully when preparing their bids.

Embedded Wall Thimble
To improve constructability and allow for installation during the 2-week drawdown, Owner and Engineer selected a precast arrangement for the headwall. The headwall consists of three main precast elements and a concrete cutoff wall. Bidders attention was called to the wall thimble required for the headgate – this will take some coordination. Early development of gate shop drawings and precast design by Contractor and their suppliers is encouraged. The wall thimble is an embedded element requiring coordinated shop drawings and delivery of the wall thimble to the precast manufacturer. The outlet wall (not pictured in this presentation) is a similar precast element without a wall thimble.
