1.02 GENERAL
A. Unless otherwise directed by the BIA Representative, costs related to these Specification shall be considered inherent to Work, and be incorporated within the costs provided (i.e., no separate measurement and payment).
B. Unless expressly otherwise stated, all Work required by the Specifications and Drawings shall be the responsibility of CONTRACTOR. Specifications are of an abbreviated, simplified or streamlined type and include incomplete sentences. Omissions of certain words or phrases such as “the CONTRACTOR shall,” “shall be,” “as indicated on the Drawings, “a,” “the,” are intentional.
Revert to the executed contract for order of precedence of documents.
C. When reference is made to specifications, societies, institutes, associations, or manufacturer’s directions, they are, except as may be inconsistent herewith, made part of specifications, to same extent as if written out in full herein. Use the latest edition, as of the Effective Date of the GMP and governing agency and institution requirements, if a date is not given.
1.03 EXAMINATION OF SITE
A. Failure to visit site will in no way relieve the CONTRACTOR from the necessity of furnishing materials or performing work that may be required to complete work or be grounds for a change in the Cost of the Work in accordance with the Contract Documents.

1.04 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work for this Contract comprises the provision by the CONTRACTOR of the general construction for the DOWL CRIP project near Parker, AZ. The project includes the tasks described herein.
B. An outage window eight (8) hours has been secured for all transmission line modification construction activities and shall be taken between November 1st and February 28th. For additional details concerning outages and work restrictions reference the Work Restrictions specification number 01 14 00. Outside of this outage window all BIA Representative assets and facilities shall remain on-line and occupied throughout the entire duration of the project. It is the CONTRACTOR’s responsibility to coordinate the instillation of various transmission modification elements to fit the outage window.
C. The Work shall be performed in accordance with the Contract Documents and include the following:

D. Documentation
1. The CONTRACTOR shall create documentation as a part of this project. All documents contained herein shall be created and submitted to the BIA Representative and the BIA Representative’s Consultants for review and acceptance or filed for record.
1.05 OPTIONAL WORK
A. BIA Representative may request additional project scope for the CONTRACTOR to execute in accordance with the Contract Documents. These items and their description are as follows:

1.07 WORK SEQUENCE
A. Construct Work in stages during the construction period, coordinate construction schedule and operations with the BIA Representative, the BIA Representative’s Consultants, and Engineer. The Work will be sequenced and performed as depicted in the baseline schedule and the developed outage plan.
1.08 GENERAL CONDITIONS
A. The CONTRACTOR shall furnish all supervision, labor, tools, special tools, equipment, staging, rigging, and incidental material necessary for the complete construction, and installation of all equipment to complete the Work required by the contract.
B. Staging and storage of materials and equipment, and parking for working vehicles on the site is available at all times in coordination with the BIA Representative. Any staging and storage of materials and equipment, and parking shall be fully coordinated with the BIA Representative and shall be approved in writing.
C. The CONTRACTOR’s responsibilities include, but are not limited to the following:
1. All receiving, unloading, sorting, storing, loading, and hauling of materials and equipment from the point of shipment to the storage area and/or to the project site.
2. All materials and equipment shall be handled, stored, and protected in such a manner as to ensure proper operation, alignment, and finish.
3. All required temporary power, fencing, covering, weather protection, etc.
4. All shoring, rigging, dewatering equipment, cable, rope, blocks, chain hoists, etc.
5. Scaffolding, temporary stairs, floors, ladders, platforms, railings, toe boards, etc.

6. Grading equipment, cranes, manlifts, and other equipment required to perform the construction.
7. Welding machines, cable, welding rod, solder, flux, and burning equipment.
8. All nuts, bolts, gaskets, etc., required for equipment installation.
9. Labor and equipment required for the Work.
10. Site office, storage trailers, site security and fencing, sanitary facilities.
11. High speed internet, cameras, site radios, or other such site technologies to perform the project.
12. Testing, licensing, and permitting, including but not limited to, inspection fees, license fees, government charges, field tests, bacteriological tests, material tests, compaction tests, and concrete tests.
13. Small tools, supplies, and equipment, such as wrenches, hammers, turnbuckles, extension cords, jacks, rollers, generators, temporary lighting, etc.
14. Oxygen, acetylene, oil, fuels, cleaning fluids, and other miscellaneous supplies required during installation and equipment.
15. Any other tools, equipment or services necessary to accomplish installation.
16. Personnel protection equipment (PPE) including, but not limited to, hard hats, safety glasses with side shields, safety toed boots, gloves, hearing protection, goggles, fire retardant coveralls, fall protection equipment, oxygen and air monitoring equipment, dust masks, respirators, self-contained breathing apparatus (SCBA), arc/flash clothing, etc.
D. Removal of work all trash and waste created by the CONTRACTOR during execution of Work. All waste management and disposal shall be in accordance with Section 01 74 19.
1.09 CONTRACTS TO BE EXECUTED BY CONTRACTOR
A. CONTRACTOR will execute the required subcontracts and material orders to complete the Work.
1.10 CONTRACTOR USE OF SITNOTE TO
A. CONTRACTOR shall have reasonable use of the Site for execution of the Work. Site use will be coordinated and agreed upon by the BIA Representative and Contractor throughout the execution of the Work. CONTRACTOR shall be obligated to provide priority to existing operations by the BIA Representative. The CONTRACTOR shall:
1. Coordinate use of Site with the BIA Representative. CONTRACTOR shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.
2. Assume full responsibility for protection and safekeeping of items under this Contract, stored on site.
3. Move any stored items under CONTRACTOR's control, which interfere with operations of the BIA Representative or separate contractor.
4. Obtain and pay for use of additional storage or work areas needed for operations.
1.11 BIA REPRESETATIVE OCCUPANCY
A. The BIA Representative will utilize premises during the entire period of construction for the conduct of its normal operations. CONTRACTOR shall cooperate with the BIA Representative in all construction operations to minimize conflict, and to facilitate the BIA Representative usage.

1. CONTRACTOR shall maintain existing utility, plant, facility, and building services in substantially continuous operation during construction, making and removing temporary connections as necessary to support the BIA Representative’s work. The BIA Representative will provide required outages, switching, LOTO and other coordination activities to complete the Work.
2. CONTRACTOR shall always conduct its operations as to ensure the safety of, and least inconvenience to the general public.
3. The BIA Representative may perform hazardous work, change existing utility operations, or require interruption of service at times.

1.02 GENERAL REQUIREMENTS
A. Work shall be scheduled, sequenced, and performed in the provided outage window to minimize disruption to the operation and maintenance of existing utilities, plants, facilities, buildings, and shall be coordinated with the BIA Representative and other appropriate agencies.
B. The CONTRACTOR shall comply with all BIA Representative outage request lead times.
C. Work shall not be performed without a specific detailed plan provided by the CONTRACTOR and approved in advance by the BIA Representative and the BIA Representative‘s Consultants as described in Sections 1.05 and 1.06 below.
D. The CONTRACTOR shall incorporate the construction and schedule constraints of this Section in preparing the construction schedules required under Section 01 32 16 –Schedule Requirements.
E. Work shall be limited to areas shown on the plans unless CONTRACTOR receives written authorization from the BIA Representative.
F. It is the CONTRACTOR’s responsibility for scheduling and coordinating the Work of subcontractors, suppliers, and other individuals or entities performing or furnishing any of CONTRACTOR’s Work in order to meet the construction schedule accepted by the BIA Representative.
1.03 DEFINITIONS AND TERMS
A. Outage or Shutdown: An event in which part or all of the BIA Representative’s ongoing plant, facilities, and/or building activities are temporarily discontinued or temporarily out of service to allow for a portion of the CONTRACTOR’s scheduled work activities to be completed. The allowed outage window for this project shall be taken between November 1st and February 28th and be limited to eight (8) hours.

B. Work to be performed under energized line. Contractor shall submit a detailed construction sequence/ plan as well as safety plan.
C. Operational Constraints: The work performance constraints required because of the BIA Representative’s plant, facilities or building operations, which must be maintained at all times. These constraints shall be reflected in the CONTRACTOR’s construction progress schedule.
D. Outage Request Form: Form submitted in accordance with section 1.06 below.
E. Construction Scheduling Constraints: The work performance constraints required because of construction phasing or sequencing with other parts of the work, calendar time constraints, special testing, commissioning, and work procedures. These constraints are in addition to the standard procedural constraints, such as shop drawings, testing, commissioning, training, and operational constraints. These types of constraints shall be included in the CONTRACTOR's construction progress schedule.
F. Special Conditions: Certain special conditions, if any, related to performance of the Work. If they affect the scheduling of the Work, they shall also be included in the CONTRACTOR's construction progress schedule.
1.04 WORKING HOURS
A. Except as otherwise required for the safety or protection of persons or the Work or property at the Site or adjacent thereto, and except as otherwise stated in the Contract Documents, all Work at the Site shall be performed during the regular working hours of 7:00am to 5:00pm, Monday through Friday, and the CONTRACTOR will not permit overtime work or the performance of Work on Saturday, Sunday, or any legal holiday observed by the BIA Representative without the BIA Representative’s written consent (which will not be unreasonably withheld) given after prior written notice to the BIA Representative. For prior written notice to be considered by the BIA Representative, the written notice must be received by the BIA Representative 2 Business days prior to the date for which work outside of regular working hours is being requested. CONTRACTOR is advised that some construction activities are subject to temperature restrictions and those restrictions are not waived for the allowable Construction period. The BIA Representative will coordinate with Contractor to schedule work construction activities that are affected by temperature restrictions. In the event CONTRACTOR is authorized to allow work outside of regular working hours, CONTRACTOR shall be responsible for ensuring that CONTRACTOR personnel necessary to supervise the Work are also on-Site during such periods work is being performed outside of regular working hours.

1.05 NOTIFICATION REQUIREMENTS
A. CONTRACTOR shall provide in writing a minimum of 90 days advance notice to the BIA Representative for each system, equipment, valve, power, component, transmission, etc. proposed for shutdown or disruption and the duration of the proposed shutdown or disruption, all of which shall be subject to the BIA Representative’s approval, limitations and required sequencing and phasing for the transmission system. CONTRACTOR shall provide in writing a minimum of 30 days advance notice to the BIA Representative for distribution outages.
1.06 OUTAGE REQUESTS
A. Modifications to existing plants, facilities and buildings, the construction of new plants, facilities and buildings, and the connection of new to existing plants, facilities and buildings may require the temporary outage or bypass of existing systems, processes, electrical power, equipment, plants, facilities or buildings. In such cases, the CONTRACTOR shall coordinate work with the BIA Representative. The CONTRACTOR shall submit an Outage Request Form, including a detailed outage plan and time schedule for construction activities which will make it necessary to remove systems, processes, electrical power, equipment, structures, roads, plants, facilities, buildings, or other components from service. The BIA Representative will not unreasonably withhold review and approval of the Outage Request Form.
B. The CONTRACTOR is required to coordinate outages with the accepted schedules required under Section 01 32 16 – Schedule Requirements. the BIA Representative may adjust any required outage dates due to operational needs.
C. Outage plans shall be submitted to the BIA Representative for acceptance a minimum of 90 days in advance of the time that such outages are required unless otherwise stated in the Contract Documents. The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of these Contract Documents. The outage plan shall describe the CONTRACTOR's method of procedure; the length of time required to complete the operation; any necessary temporary power, controls, instrumentation, or alarms required to maintain control, monitoring, and alarms of the systems, processes, or equipment; and the manpower and equipment which the CONTRACTOR shall provide in order to ensure proper operation of associated systems, processes and equipment. Costs for preparing and implementing the outage request forms and plans shall be the responsibility of the CONTRACTOR as part of the work.
D. The existing site roadways shall remain accessible, operational, and free from obstructions and debris during construction to allow for operations and maintenance access and deliveries to maintain operations. CONTRACTOR shall coordinate as needed with the BIA Representative to schedule road closures for activities to complete the Work.
E. The CONTRACTOR shall not begin any work affecting existing utility, plant, facility, or building operations until specific written approval has been provided by the BIA Representative.

F. The CONTRACTOR will coordinate their planned procedure with the BIA Representative and the BIA Representative’s Representatives. The BIA Representative have the authority to modify any proposed outage or shutdown procedures if such procedures would adversely impact the operations of the utility, plant, facility or building. In the event that the modification of proposed outage impacts Contractor’s schedule, Contractor shall be granted a change order for the delay costs and time.
G. The BIA Representative and the BIA Representative’s Representatives shall be notified in writing at least 7 days in advance of the required outage if the schedule for performing the work has changed or if revisions to the outage request and plan are required. The CONTRACTOR shall provide written confirmation of the outage date and time 3 working days prior to the actual outage. Outage changes due to weather or other events beyond control of Contractor are excluded.
1.07 METHOD OF PROCEDURE (MOP) Pre-Outage Plan
A. The BIA Representative will provide MOP Pre-Outage Plan instructions at the preconstruction meeting. An example is show below.
B. CONTRACTOR shall prepare MOP for all conditions and modification that will interfere with the BIA Representative normal operations.
C. Other Work not specifically listed may require MOPs as determined necessary by the CONTRACTOR, the BIA Representative, the BIA Representative’s Representative, or Engineer.
D. CONTRACTOR shall submit Baseline Schedule with proposed activities requiring MOPs.
E. CONTRACTOR shall submit Outage Request Form and Log prior to construction progress meetings.
F. No consideration will be given to claims of additional time and cost associated with preparing MOPs required by the BIA Representative, unless unreasonably withheld by Utilities, to complete the work in a manner that facilitates proper operation of the utility, plant, facility, and building, and in compliance with local requirements.
G. Where required to minimize interruptions while complying with specified sequencing constraints, Contractor will provide temporary measures as necessary, including but not limited to, pumping, power, lighting, controls, instrumentation, safety devices, etc.
1.08 WORK SEQUENCE
A. CONTRACTOR shall construct work in phases or stages in accordance with baseline schedule and jointly developed outage plan to accommodate the BIA Representative’s use and operation of the premises, utility systems, plant, facilities, and buildings during the construction period. The CONTRACTOR shall coordinate construction schedule, outages, and operations with the BIA Representative.
B. CONTRACTOR shall allow for adequate time to clean up, as to not disrupt the operation and daily activities of facility personnel and staff.

1. While working the CONTRACTOR may be accompanied by the BIA Representative’s inspectors and operators at all times during which Work is performed.
2. The BIA Representative’s inspectors and operators on site are not responsible for the CONTRACTOR’s means and methods.
C. CONTRACTOR shall perform the removal and placement of all utility, plant, facility, and building systems at an appropriate time not to endanger personnel and staff.
D. The CONTRACTOR shall minimize outages to the premises, utility systems, plants, facilities, and buildings and shall notify and coordinate outage with the BIA Representative prior to commencing work to minimize interference with the daily operation and activities of the premises, utility systems, plants, facilities and buildings, including personnel and staff, as required by the Specifications.
E. CONTRACTOR shall schedule Work with the BIA Representative to minimize interruptions to the utility, plant, facility, and building services.
F. CONTRACTOR shall construct work in stages to provide for public convenience. CONTRACTOR shall not close off public use of facilities until completion of Work that provides alternative usage, except as approved by the BIA Representative.
G. CONTRACTOR shall not interrupt or close off utility, plant, facility, and building services until completion of Work that will provide alternative service and usage, except as approved by the BIA Representative.
H. The following sequencing and phasing described in the Contract Documents, 01 11 00 – Summary of Work, and 01 32 16 – Schedule Requirements shall be followed by the CONTRACTOR to complete the project Work.
1.09 SUBMITTALS
A. CONTRACTOR submittals required to be submitted shall include, but are not limited to the following:
1. 01 14 00-01: Outage plan.
2. 01 14 00-02: Outage Request Form.
3. 01 14 00-03: Outage Request Log.
4. 01 14 00-04: Method of Procedure (MOP) Form.

“Method of Procedure” (MOP) Instructions and Forms
Definition and Purpose
“Method of Procedure” (MOP) is a detailed document submitted by the CONTRACTOR to request process shutdown(s), utility tie-in(s), work in areas that may risk unanticipated outages, or operational disruptions to accommodate site construction activities. Such activities may include (but are not limited
to) new tie-ins to utilities or structures, mechanical modifications to process piping or equipment, demolition, and cleaning processes.
The MOP provides a detailed plan to the BIA Representative and the BIA Representative’s Consultants that describes specific aspects of the work including purpose, time of execution, and anticipated impacts on operations. The MOP also includes contingency measures and provisions for rapid closure if issues are encountered. Information from relevant trades associated with the requested shutdown, diversion, or tie-in should also be included.
The BIA Representative should use the information within the MOP to define operational procedures and methods to assist the CONTRACTOR safely and successfully.

MOP Process Detail
STEP 1. Identifies MOPs needed on MOP Log and Baseline Schedule.
CONTRACTOR submits a preliminary list of anticipated project MOPs on MOP Log. MOPs identified but not limited to those shutdowns, or tie-ins described in the Contract Documents.
Incorporate MOPs as tasks in Baseline Schedule. Date scheduled MOPs to coincide with the appropriate construction activities
STEP 2. Pre-MOP Meeting.
CONTRACTOR requests a Pre-MOP Meeting with the BIA Representative, and the BIA Representative’s Consultants to discuss the nature of the shutdown, diversion, or tie-in, and to gather the information necessary to complete the MOP Form. The Pre-MOP meeting may be waived by the BIA Representative, and the BIA Representative’s Consultants if the work is deemed to be minor.
STEP 3. Submits MOP.
Contractor completes the MOP Form and submit via EADOC for acceptance by the BIA Representative. Sufficient details on process isolation, work sequencing, and safety should be provided to demonstrate a full understanding of the work constraints. Details should also be provided on operational and facility impacts, and contingency planning.
STEP 4. Reviews MOP.
The BIA Representative will distribute MOP Form for review including, but not limited to, completeness, accuracy, compliance with both the construction schedule, constraints defined in contract documents, and to ensure that the requested work does not negatively impact operations or other concurrent project activities. Contingency plans to restore normal operations shall be provided and reviewed with the MOP. Additional information may be requested to better understand the nature of and method for completing the Work.
STEP 5. MOP finalized.
Once the MOP is agreed to by all parties, the MOP will be finalized by signature. Copies are distributed to the BIA Representative, the BIA Representative’s Consultants, and
CONTRACTOR.
STEP 6. Perform Readiness Check.

1.02 SUBSTITUTIONS
A. CONTRACTOR shall submit requests for substitution for consideration using the attached Product Substitution Request Form. Substitutions submitted by any other manner will not be considered by the BIA Representative. CONTRACTOR shall limit each request to one proposed Substitution.
CONTRACTOR shall submit the following supporting documentation with each Product Substitution Request Form:
1. Complete data substantiating compliance of proposed substitutions with requirements stated in
Contract Documents. The burden of proving a substitution complies with the Contract Documents and the risk of any non-compliance is on CONTRACTOR.
a. Product identification, including manufacturer's name and address.
b. Manufacturer's literature; identify:
1) Product description.
2) Reference standards.
3) Performance and test data.
4) Intended use on the project.
c. Samples, as applicable.
2. Itemized comparison of proposed substitution with product specified; list significant variations.
3. Data relating to changes in construction schedule.
4. Any effect of substitution on separate contracts.
5. List of changes required in other work or products as a result of the substitution.
6. Accurate cost data comparing proposed substitution with product specified. Change request for amount of any net change to Contract Price. Increases in net change in price for a Substitution shall be absorbed by CONTRACTOR as part of the Contract Price unless agreed upon with the BIA Representative.
7. Designation of required license fees or royalties, if applicable.
8. Designation of availability of maintenance services, sources, or replacement materials.
B. Substitute products shall not be ordered or installed without CONTRACTOR submitting a Product Substitution Request Form along with supporting documentation and CONTRACTOR receiving notification in writing of acceptance from the BIA Representative and Engineer.
C. The BIA Representative and Engineer will determine acceptability of proposed substitutions requested by the CONTRACTOR.

1.03 CONTRACTOR'S REPRESENTATION
A. In submitting a Product Substitution Request Form, CONTRACTOR represents that:
1. It has investigated the proposed product and has determined that it is equal to or superior in all respects to that specified.
2. It will provide the same warranties or Bonds for substituted products as for the product specified.
3. It will coordinate installation of accepted substitutions into the Work and will make such changes as may be required for Work to be complete in all respects.
4. It waives claims for additional costs caused by substitution which may subsequently become apparent.
5. Cost data is complete and includes related costs under its Contract, but not:
a. Costs under separate Contracts.
b. Engineer's costs for redesign or revision of Contract Documents.
1.04 ENGINEER DUTIES
A. Engineer will review CONTRACTOR's requests for substitution as defined in Section 01 33 00 – Submittal Procedures with reasonable promptness and advise the BIA Representative.
B. Engineer will notify the BIA Representative in writing of Engineer's decision to accept or reject requested substitution.
1.05 THE BIA REPRESENTATIVE DUTIES
A. The BIA Representative will review CONTRACTOR's requests for substitution as defined in Section 01 33 00 – Submittal Procedures.
B. The BIA Representative will notify CONTRACTOR in writing of the BIA Representative’s decision to accept or reject requested substitution.

1.02 REQUIREMENTS
A. CONTRACTOR shall submit all required documents.
B. CONTRACTOR shall assign prices to Major Items of Work in the Schedule of Values which aggregate to the Contract Price. CONTRACTOR shall base prices on costs associated with scheduled activities based on the Construction Schedule for each Major Item of Work. Multiple scheduled activities may aggregate to a single scheduled value; however, single scheduled activities cannot be split across multiple scheduled values. The initial Schedule of Values shall be submitted by the date established in the Contract Documents.
C. In response to comments from the BIA Representative, the BIA Representative’s Consultants, and Engineer CONTRACTOR shall submit a corrected Schedule of Values within 5 days of receipt of the comments from the BIA Representative, the BIA Representative’s Consultants, and Engineer, but no later than 10 days prior to anticipated submittal of first Application for Payment.
D. Upon the request of the BIA Representative, the BIA Representative’s Consultants, and Engineer CONTRACTOR shall support values with data which will substantiate their correctness.
E. The CONTRACTOR and the BIA Representative, the BIA Representative’s Consultants, and Engineer shall meet and jointly review the Schedule of Values, and make any adjustments in value allocations if, in the opinion of the BIA Representative, the BIA Representative’s Consultants, and Engineer, these are necessary to establish a fair and reasonable allocation of the Contract Price for the Major Items of Work.
F. The Schedule of Values will be the basis of payment for early procurement of materials with onsite verification.
G. The Schedule of Values, unless objected to by the BIA Representative, the BIA Representative’s Consultants, and Engineer shall be used as a basis for CONTRACTOR's Applications for Payment and for verifying amounts associated with any deductive changes to the Contract Price.
H. The Schedule of Values shall be arranged with sufficient detail and breakout to facilitate continuous evaluation of project work progress and status.

I. The Schedule of Values shall provide a breakdown of the Contract Sum in sufficient detail to facilitate continued evaluation of Applications for Payment and progress reports. CONTRACTOR shall break principal subcontract amounts down into several line items within the Schedule of Values.
J. Schedule of Values shall be based on measurable activities. If an activity is likely to cross over a payment period, it should be broken into multiple activities, or a measurable percentage should be evaluated.
K. CONTRACTOR shall round amounts off to the nearest whole dollar in the Schedule of Values.
L. For each part of the Work where an Application for Payment may include materials or equipment, purchased or fabricated and stored, but not yet installed, CONTRACTOR shall provide separate line items on the Schedule of Values for initial cost of the materials, for each subsequent stage of completion, and for the total installed value of the completed part of the Work.
1.03 CONTRACTOR shall coordinate preparation of its Schedule of Values for its part of the Work with preparation of the CONTRACTOR's Construction Schedule, as follows:
A. Correlate line items in the Schedule of Values with other required schedules and forms, including:
1. CONTRACTOR's construction schedule.
2. Application for Payment form.
3. List of subcontractors.
4. Schedule of allowances.
5. Schedule of alternates.
6. List of products.
7. List of principal suppliers and fabricators.
8. Schedule of submittals.
B. Submit the Schedule of Values to the BIA Representative, the BIA Representative’s Consultants, and Engineer at the earliest feasible date, but in no case later than 5 days from Notice to Proceed utilizing the Contract Document Work Breakdown Structure as the basis of the Schedule of Values development.
1.04 FORM AND CONTENT
A. The Schedule of Values shall list installed value of component parts of Work in sufficient detail to serve as a basis for computing values for progress payments during construction.
B. For each major line item in the Schedule of Values, CONTRACTOR shall list sub-values of major products or operations under that item.
C. For various portions of Work:
1. Not used.
2. For items for which progress payments will be requested for stored materials, break down value into:

a. Cost of materials, delivered and unloaded at Site, with taxes paid.
b. Cost of onsite material storage facilities.
c. Cost of storing materials offsite.
d. Total installed value, including CONTRACTOR’s overhead and profit.
1.05 CROSS-REFERENCE LISTING
A. To assist in the correlation of the Schedule of Values and the Progress Schedule, provide a cross-reference listing of when schedule activities are finalized, provide a report that shows the cross reference between the Schedule of Values and the detailed progress Schedule activities.
B. In the case where a number of progress schedule items make up the total cost for a Schedule of Values item, indicate the total cost for each Schedule of Value item.
C. Update and submit these listings in conjunction with the Progress Schedule monthly submittals.
D. Incorporate approved Change Orders reflected in the Progress Schedule into the Schedule of Values as a single unit identified by the Change Order number.
1.06 CHANGES TO SCHEDULE OF VALUES
A. Changes to the Progress Schedule with additional activities not included in the original schedule but included in the original Work (schedule omissions) and cause a change to the Schedule of Values shall have values assigned as approved by the BIA Representative.
B. CONTRACTOR shall reduce other activity percentage values in the Schedule of Values in order to provide equal value adjustment increases for added activities, as approved by the BIA Representative.
C. In the event the CONTRACTOR and the BIA Representative agree to make adjustments to the original Schedule of Values, increases and equal decreases to values for activities may be made and accepted by the BIA Representative using the Contract Change process defined in the General Conditions.

1.02 COORDINATION AND PROJECT CONDITIONS
A. CONTRACTOR shall coordinate the distribution of all project meeting documents.
B. CONTRACTOR shall coordinate the requirements for conducting conferences and meetings for the purposes of addressing issues related to the Work, reviewing and coordinating progress of the Work, and other matters of common interest.
C. CONTRACTOR shall coordinate scheduling, submittals, and Work of the various sections of the Specifications to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later and in other Contracts.
D. CONTRACTOR shall coordinate work of various sections of the Specifications having interdependent responsibilities for installing, connecting to, and placing in service, such equipment.
E. Not Used.
F. CONTRACTOR shall coordinate completion and clean-up of Work of separate sections in preparation for Substantial Completion and for portions of Work designated for the BIA Representative’s occupancy.
G. After Substantial Completion, CONTRACTOR shall coordinate with the BIA Representative to ensure access to Site for correction of defective Work and Work not in accordance with Contract Documents and to minimize disruption of the BIA Representative’s activities.
1.03 DRAWINGS, SPECIFICATIONS AND SAMPLES
A. CONTRACTOR shall maintain at Site for the BIA Representative use one record copy of:

1. Drawings.
2. Specifications.
3. Change Orders and other Modifications to Contract.
4. CONTRACTOR Requests for Information with the BIA Representative and/or Engineers written instructions.

6. Reviewed Shop Drawings and Samples.
7. Manufacturer’s certification.
8. Manufacturer's instruction for assembly, installation, and adjusting.
9. Field test and inspection records.
B. CONTRACTOR shall record information concurrently with construction progress and shall not conceal any Work until required information is recorded.
C. CONTRACTOR shall file documents and Samples in accordance with Construction Specifications Institute (CSI) format.
D. CONTRACTOR shall maintain a document file containing current and previous issues of all documentation.
E. CONTRACTOR shall make documents and Samples available at all times for reference by the BIA Representative and Engineer.
1.04 PROJECT SITE ADMINISTRATION
A. Delivery address of the project site:
1. CONTRACTOR’s approved laydown yard.
B. CONTRACTOR shall at all times maintain good discipline and order at site, and perform construction as required by Contract Documents.
1.05 PROJECT MEETINGS
A. Representatives of CONTRACTOR, Subcontractors, and suppliers attending meetings shall be qualified and authorized to act on behalf of the entity each represents.
B. Preconstruction meeting:
1. CONTRACTOR in coordination with the BIA Representative will schedule a preconstruction meeting no more than 10 days before any Work at the Site is started and at least 10 days before submission of the first Application for Payment.
2. Location: The preconstruction meeting shall take place at a location designated by the BIA Representative.
3. Purpose: To establish a working understanding between parties and to discuss the Construction Schedule, Schedule of Values, shop drawings and other submittals, cost breakdown of major items, processing of submittals and applications for payment, review of the schedules submitted for acceptability to the BIA Representative, and other subjects pertinent to execution of the Work.
4. Attendance:

2. CONTRACTOR shall make arrangements for meetings, prepare agenda with copies for participants and preside at meetings.
3. CONTRACTOR shall follow the BIA Representative standard Construction Method of
Procedure (MOP) requirements and procedures, as specified in Section 01 14 00 – Work Restrictions.
4. All short-term and longer-term shutdowns and other tie-ins that require a the BIA Representative approved MOP also require a pre-shutdown meeting at the Project site prior to commencing shutdown for tie-in or modification of specific systems.
5. CONTRACTOR shall notify the BIA Representative, the BIA Representative’s Consultants, a minimum of 7 days in advance of the meeting date.
6. Attendance:
a. The BIA Representative.
b. The BIA Representative’s construction, operations and maintenance staff.
c. Engineer and its professional consultants.

3. CONTRACTOR shall make arrangements for meeting, prepare agenda with copies for participants and preside at meeting.

6. The BIA Representative shall record minutes and distribute within 2 days after meeting to participants, with copies to the BIA Representative, Engineer, CONTRACTOR, participants, and those affected by decisions made.
1.06 REQUEST FOR INFORMATION
A. Request for Information (RFI): CONTRACTOR shall request from the BIA Representative and Engineer interpretations, clarifications, and changes in the Work; number RFI's consecutively and add a consecutive letter to RFI number on modified submittals of the same item (i.e., RFI-4A); the BIA Representative and/or Engineer will respond on the same form. For each RFI, allow 5 Business days excluding delivery time to and from CONTRACTOR for the BIA Representative and/or Engineer to respond. Depending on the complexity of the RFI, Utilities may require an extension by way of written notification to Contractor of up to an additional ten (10) working days to respond. In the event CONTRACTOR believes that a response to an RFI constitutes a material change in the

Work and the BIA Representative has failed to issue a Work Change Directive, CONTRACTOR may submit a proposed contract change in accordance with the Contract General Conditions.
