The successful contractor must demonstrate expertise in hydraulic structures, earthwork, drilled shaft foundations, overhead electrical transmission lines, and large radial gate installation. Project execution is highly constrained by work restrictions including regular irrigation operations requiring the Main Canal to convey water 50 weeks annually with a mandatory 2-week dry-up each January. Critical milestones include Contractor measurements of existing gates during the January 2027 dry-up period, procurement of long-lead items such as radial gates and transmission poles occurring in 2026–2027, and gate installations and MC420 completion scheduled during the January 2028 annual dry-up period. The Contractor is responsible for coordinating electrical transmission outages within defined outage windows and managing vegetation clearing operations within allowable clearing windows per environmental work restrictions.

Colorado River Irrigation Project Main Canal Check Structures and Electrical Transmission Modifications
Statement of Work
I. Purpose
The Bureau of Indian Affairs (BIA) requires the services of a construction contractor to (1) rehabilitate/replace the first three check structures on the Colorado River Irrigation Project
(CRIP) Main Canal, (2) realign a short segment of the CRIP Main Canal, (3) realign a short segment of a Colorado River Agency Electrical Services (CRA-ES) 69kV electrical transmission line, and (4) modify several smaller electrical distribution lines. BIA conveys water within the
CRIP Main Canal for 50 weeks each year, with a 2-week long annual dry-up period scheduled each January. All the irrigation and electrical modifications awarded under this contract must be coordinated to avoid impacts to irrigation operations and comply with environmental work restrictions.
To accomplish the project objectives, the BIA seeks to hire a reputable construction contractor familiar with constructing hydraulic structures, earthwork, drilled shaft foundations, overhead electrical transmission lines and poles, and installing/readying for service large radial gates. The successful contractor must be able to work under challenging construction schedules and time constraints, coordinate multiple interrelated elements of work, react to unforeseen conditions, and work with the BIA to deliver a successful project within the defined work restrictions and milestone dates. Work restrictions (refer to the technical specifications for more information) include, but are not limited to, regular irrigation operations, restrictions on the timing/duration of the Contractor’s electrical transmission outages, and restrictions on the timing of Contractor’s vegetation clearing operations.
II. Background
Work awarded under this contract is for multiple, related projects at three general sites southwest of
Parker, AZ. The project sites are the MC185, MC270, and MC420 check structure sites on the CRIP
Main Canal. (see Figure 1).
Structures MC185 and MC270 (the first two checks structures on the Main Canal) will be rehabilitated, including replacing a large radial gate at each structure; replacing the electrical control systems; installing a combination of Owner-furnished and Contractor-furnished slide gates of various types with electric actuators; and other miscellaneous structural, operational, and safety improvements. BIA expects Contractor’s procurement of long-lead time elements such as radial gates will occur in 2027, with delivery in time to facilitate installing the gates during the January
2028 annual dry-up period. To ensure proper fit-up, the Contractor is required to obtain their own measurements of the existing gates, anchor rods, and gate bays during the January 2027 Main Canal dry-up. Construction of the MC185 and MC270 improvements must be closely coordinated and scheduled to avoid impacts to irrigation operations. Although certain elements of work (most notably the gate installations) must occur during the dry-up, other elements of work may occur before or after the annual dry-up period.

Structure MC420 (the third check on the Main Canal) has a more extensive need of repairs and cannot be replaced within the annual dry-up window. Consequently, MC420 will be reconstructed on a new footprint adjacent the existing canal alignment. The structure will be cast-in-place concrete with a radial gate, new control system, and other miscellaneous operational and safety improvements. The concrete-lined canal will be realigned to pass through the new structure.
Realigning the canal requires overhead electrical transmission modifications to move an existing
69kV electrical transmission line out of the new irrigation right of way and extending an existing electrical distribution line to provide service to the new control building.
BIA anticipates that the Contractor’s general work sequence for the MC420 structure will be: (1) reconstruct the overhead electrical transmission line to move the infrastructure out of the irrigation right of way, (2) construct the MC420 check structure on the new footprint, (3) realign the Main
Canal to pass through the new check structure, and (4) extend the electrical distribution line to the new facility, and (5) final structure demolition, site grading, and cleanup work.
BIA expects Contractor’s procurement/fabrication of long-lead time elements such as electrical transmission poles will occur throughout 2026, with delivery in time to facilitate installing these poles in the winter of 2026/2027. After the electrical transmission lines are relocated, construction of the new MC420 check and canal realignment will happen throughout 2027, with completion during the January 2028 annual dry-up period.
III. Scope of Work
The project shall be carried out in accordance with the contract provisions, technical specifications, and design drawings. The project includes the following principal components of work; refer to the plans and technical specifications for more detailed requirements and descriptions.
CLIN 01 - MC185/MC270 Check Structure Rehabilitation
Construction drawings consist of a separate set of drawings for each of the MC185 and MC270 structures. Technical specifications include a combined project manual covering both project sites. Principal components of work are summarized as follows.
1) Mobilization and preparatory work.
2) Selective demolition and disposal of items specifically identified to be removed (e.g., radial gates, lateral gates, walkways, platforms, railings, fences electrical control equipment).
3) Concrete check structure repairs, including concrete modifications, new structural platforms, surficial concrete restoration, joint repairs, and concrete deficiency repairs.
4) Procure and install Contractor-furnished radial gates and appurtenances (i.e., one gate at each of the MC185 and MC270 structures).
5) Install Owner-furnished lateral gates and appurtenant equipment at MC185.
6) Procure and install Contractor-furnished stainless steel lateral gates and appurtenances at
MC270.
7) Install pipe railings and miscellaneous metals for walkways, railing, bulkhead channels, etc.
8) Furnishing, installing, and readying for service new prefabricated control buildings (i.e., one each for the MC185 and MC270 sites).
9) Electrical control systems (e.g., lighting, conduits, conductors, control panels, disconnects, and interface screens).
10) Furnishing and installing all fencing, signage and gates indicated on the drawings.
11) Furnishing and installing safety features (e.g., canal egress ladders, safety cables, and bollards).
12) Furnishing stainless steel stop logs for installation in the bulkhead channels upstream and downstream of one radial gate.
13) Modifying existing stilling wells (e.g., replace concrete manhole sections and provide locking access hatches) to accommodate new water level sensing equipment.
14) Furnishing, placing, and compacting surface course aggregates for access road resurfacing and widening.
CLIN 02 – Contractor-furnished MC420 Radial Gate
This item consists of design and shop drawing development for the Contractor-furnished
MC420 radial gate, gate appurtenances, lifting assemblies, and actuation equipment. The item includes submitting Radial Gate Approval Drawings and Data and any modifications to these drawings and/or data required to resolve BIA Representative’s review comments and achieve a final, approved submittal. Furnishing and installing this gate is included under CLIN 03.
CLIN 03 - MC420 Check Structure Replacement
Construction drawings consist of one set of drawings for the MC420. Technical specifications include one project manual covering the irrigation elements of work at/near the MC420 site.
The principal components of work are summarized as follows.
1) Mobilization and preparatory work.
2) Water control and construction dewatering needed to handle groundwater, surface water, and irrigation water throughout the course of construction.
3) Site grading including clearing and grubbing, grading, temporary excavations, managing excavated materials and topsoil, compacting fill, and reclaiming the site to the grades and standards described in the drawings and technical specifications.
4) Furnishing and installing miscellaneous, minor drain ditch pipe culverts at the locations and to the grades shown in the drawings.
5) Structure excavation, foundation improvements, and backfill necessary for cast-in-place concrete structures and slabs, including the check structure and the control building base slab.
6) Subgrade preparation and foundation improvements for cast-in-place concrete base slab and sloped paving for the Main Canal realignment.
7) Furnishing and installing new stilling wells and appurtenant features for water level monitoring upstream and downstream of the new check structure.
8) Furnishing and installing reinforced concrete to construct the MC420 check structure, operator walkways, and control building base slab.
9) Furnishing, installing, and readying for service the Contractor-furnished radial gate and appurtenances designed under CLIN 02.
10) Pipe railings and miscellaneous metals for walkways, railing, bulkhead channels, etc.
11) Furnishing, installing, and readying for service a new prefabricated control building.
12) Electrical control system (e.g., lighting, conduits, conductors, control panels, disconnect, and interface screen).
13) Demolition and disposal of items specifically identified to be removed (e.g., radial gates, lateral gates, walkways, platforms, railings, fences electrical control equipment).
14) Furnishing, placing, and compacting surface course aggregates for access road resurfacing and widening.
15) Spreading salvaged topsoil, finished grading, site restoration, and revegetation of disturbed areas.
16) Furnishing and installing all fencing, signage and gates indicated on the drawings.
17) Furnishing and installing safety features (e.g., canal egress ladders, safety cables, and bollards).
18) Furnishing stainless steel stop log guides (i.e., bulkhead channels) and installation upstream and downstream of the MC420 radial gate bay.
19) Additional minor earthwork as field-directed by the BIA Representative.
CLIN 04 - MC420 Electrical Transmission and Distribution Modifications
Construction drawings consist of one set of drawings for MC420. Technical specifications include one project manual covering the electrical elements of work at/near the MC420 site. The principal components of work are summarized as follows.
1) Mobilization and preparatory work.
2) Transmission Modifications: Realigning the 69kV Power Line to be outside of the new irrigation right of way, including clearing and grubbing (within the allowed vegetation clearing window); constructing drilled shaft foundations; providing and installing steel transmission poles; providing and installing conductors; providing and installing an isolation switch and associated elements of work; and any labor, equipment, or materials, necessary for, or incidental to, the transmission modifications. Contractor is responsible for scheduling outages in compliance with the defined outage windows and durations and other work restrictions.
3) Distribution Modifications: Extending the electrical distribution line to provide service to the new MC420 control building, including clearing and grubbing; providing and installing wood poles; modifying existing structures; providing and installing conductors;
and any labor, equipment, or materials necessary for, or incidental to, the electrical distribution line modifications.
