Introduction
This report presents the results of our subsurface exploration and Geotechnical
Engineering services performed for the proposed Parker Transmission Line project located on the Colorado River Indian Reservation in Morgantown, Arizona. The approximate location of the project is shown on the attached Site Location map. The purpose of these services was to provide information and geotechnical engineering recommendations relative to:
■ Subsurface soil conditions
■ Groundwater conditions
■ Seismic site classification per IBC
■ Site preparation and earthwork
■ Foundation design and construction
■ Excavation considerations
The geotechnical engineering Scope of Services for this project included the advancement of three borings (Borings B-1 thru B-3) to depths ranging from approximately 25 to 35 feet below existing site grades, laboratory testing of samples collected from our field exploration, engineering analyses and the preparation of this geotechnical engineering report.
A map showing the boring locations is shown on the attached Exploration Plan. Logs of the borings are included in the Exploration Results section of this report. The results of the laboratory testing performed on soil samples obtained from the site during the field exploration are summarized in part on the boring logs and are provided in graphical and tabular form in the Exploration Results section of this report.

Based on the information provided, we understand the proposed project will include four new transmission line poles for a 69kV
Transmission Line. We understand the poles are planned as steel monopoles to be supported on drilled shaft foundations.

The following description of site conditions is derived from our site visit in association with the field exploration and our review of publicly available topographic maps.

The project alignment is on Colorado River Indian Reservation land and extends from Indian School Road south approximately
1,300 feet southeast on the west side of the Main Canal in
Morgantown, Arizona.

The area along the majority of the alignment is undeveloped, although there are a few areas of cleared and graded roadways, and the Main Canal is located to the west of the alignment.

The majority of the ground cover along the proposed alignment consists of cleared and graded areas with some areas of moderately dense vegetation.

Geotechnical Characterization
Geology
The project area is located in the Basin and Range physiographic province (1Cooley, 1967) of the North American Cordillera (2Stern, et al, 1979) of the southwestern United
States. The Basin and Range Province is defined by wide alluvial valleys and varied topography and is split into five distinct sections; the topography is defined by the features found in the Mexican Highlands and Sonoran Desert sections (3Demsey, 1988).
The southern portion of the Basin and Range province is situated along the southwestern flank of the Colorado Plateau and is bounded by the Sierra Nevada Mountains to the west. Formed during middle and late Tertiary time (100 to 15 million years ago), the
Basin and Range province is dominated by fault-controlled topography. The topography consists of mountain ranges and relatively flat alluvial valleys. Typically, the ranges in this area are of a small areal extent but protrude significantly above adjacent wide alluvial plains and valleys. These mountain ranges and valleys have evolved from generally complex movements and associated erosional and depositional processes.
Dominant features in the province consist of:

Pediments Gently dipping slopes formed due to an underlying rock erosional surface
Alluvial fans Sediments deposited in outwash plains at areas of low water velocity
Bajadas Alluvial fans which combine at the base of mountains
Inselbergs Isolated hills or mountains, usually that maintain their relief after erosion of surrounding rock
Based on review of U.S. Geological Survey (USGS) geological maps, surficial geologic conditions mapped at the site consist of Holocene river alluvium deposits. This is described as unconsolidated to weakly consolidated sand and gravel in river channels and sand, silt, and clay on floodplains. Also includes young terrace deposits fringing floodplains. (0-10 ka).

Subsurface Conditions
We have developed a general characterization of the subsurface conditions based upon our review of the subsurface exploration, laboratory data, geologic setting and our understanding of the project. This characterization, termed GeoModel, forms the basis of our geotechnical engineering calculations and evaluation of the site. Conditions observed at each exploration point are indicated on the individual logs. The individual logs can be found in the Exploration Results and the GeoModel can be found in the Figures attachment of this report.
As part of our analyses, we identified the following model layers within the subsurface profile. For a more detailed view of the model layer depths at each boring location, refer to the GeoModel.

Laboratory tests were conducted on selected soil samples and the test results are presented in the Exploration Results section of this report. The results of the laboratory testing indicate the soils across the alignment consist of sandy lean clay with gravel, silty clay with sand, silt with variable amounts of sand, and silty sand with gravel with Unified Soil Classifications of CL, CL-ML, ML, and SM. Laboratory test results indicate the fines within these soils exhibit non-plastic to medium plasticity characteristics.
Two unconfined compressive strength tests were performed on selected soil samples.
The unconfined compression strengths of the fine-grained soils ranged between 539 to
998 psf.
Groundwater Conditions
Groundwater was encountered at each boring location at the time of the field exploration at depths ranging from approximately 6 to 13 feet below the existing ground surface.
These observations represent groundwater conditions at the time of the field exploration and may not be indicative of other times, or at other locations. Groundwater conditions can change with varying seasonal and weather conditions, and other factors

Fluctuations in groundwater levels can best be determined by implementation of a groundwater monitoring plan. Such a plan would include installation of groundwater monitoring wells, and periodic measurement of groundwater levels over a sufficient period of time. The possibility of groundwater fluctuations should be considered when developing design and construction plans for the project.
Seismic Site Class
The seismic design requirements for buildings and other structures are based on Seismic
Design Category. Site Classification is required to determine the Seismic Design
Category for a structure. The Site Classification is based on the upper 100 feet of the site profile defined by a weighted average value of either shear wave velocity, standard penetration resistance, or undrained shear strength in accordance with Section 20.4 of
ASCE 7 and the International Building Code (IBC). Based on the soil properties observed at the site and as described on the exploration logs and results, our professional opinion is that a Seismic Site Classification of D be considered for the project. Subsurface explorations at this site were extended to a maximum depth of approximately 35 feet.
The site properties below the boring depth to 100 feet were estimated based on our experience and knowledge of geologic conditions of the general area. Additional deeper borings or geophysical testing may be performed to confirm the conditions below the current boring depth.
Seismic Considerations and Liquefaction
The transmission line alignment is located near Southern California, which is a seismically active area. The type and magnitude of seismic hazards affecting the site are dependent on the distance to causative faults, the intensity, and the magnitude of the seismic event. The distance of the fault zones and the associated maximum credible earthquake that can be produced by nearby seismic events, is calculated using the USGS
Earthquake Hazard Program. Based on this source, the mean Rictor magnitude of any potential earthquake affecting the project site with a return period of 2475 years is on the order of 6.72. The SAF (San Andreas Fault) - Coachella segment, which is located approximately 152 kilometers from the site, is considered to have the most significant effect at the site from a design standpoint with a maximum credible earthquake magnitude of 8.1.
Liquefaction is a mode of ground failure that results from the generation of high pore water pressures during earthquake ground shaking, causing loss of shear strength.
Liquefaction is typically a hazard where loose sandy soils exist below groundwater in an area with significant ground shaking potential during a seismic event.

Based on the materials encountered at the project site, subsurface materials encountered at Boring B-1 predominantly consist of non-liquefiable fine-grained soils in the upper 17 to 18 feet and layers of loose to medium dense silty sand to the maximum depth explored at 35 feet below the ground surface (bgs). Groundwater was encountered in the borings during drilling and sampling at a depth of 6 to 13 feet bgs.
Based on groundwater data, the depth to groundwater of 6 feet was used in the analysis for liquefaction. A peak ground acceleration 0.145g and mean earthquake magnitude of
6.72 were used in the analysis for liquefaction at the location of this project.
Liquefaction analysis at Boring B-1 was performed by utilizing the software “LiquefyPro” by CivilTech Software for calculated liquefaction potential and estimated seismically induced settlement. This analysis was based on the soils data from the boring log and laboratory test results. Maximum acceleration was calculated using the Peak Ground
Acceleration (PGAM) as per ASCE 7-10 (Equation 11.8-1).
Liquefaction potential was calculated from the ground surface to a depth of 50 feet bgs extrapolating the information from the final sample. Based on calculation results, seismically-induced settlement of saturated and dry sands is estimated to be between ¼ to ½ inch. Liquefaction potential analysis results can be found in the Figures attachment of this report
Corrosivity
The following table lists the corrosivity test results obtained from samples collected from the boring location. These values may be used to estimate potential corrosive characteristics of the on-site soils with respect to contact with the various underground materials which will be used for project construction. The results of the corrosion testing are presented in Laboratory Results section.
