GENERAL
SECTION INCLUDES
This section presents a summary of the principal components of work to be performed and specifications requirements for the project.
LOCATION
Project is located on the Colorado River Indian Reservation.
Work is located on the Colorado River Irrigation Project (CRIP) just west of Parker Arizona, at two Main Canal Checks, Main Canal Check 185 (MC185) and Main Canal Check 270 (MC270). Main Canal Check 185 is located north of Mohave Road and west of 2nd Ave, approximately 0.30 miles northwest of the intersection of 2ndAvenue and Mohave Road. Main Canal Check 270 is located north of Booth Road and west of 3rd Ave, approximately 0.35 miles northwest of the intersection of 3rd Avenue and Booth Road.
PRINCIPAL COMPONENTS OF WORK
Demolition:
1. Demolish features as designated on the drawings and as specified in these specifications.
2. Demolish existing selected electrical infrastructure and abandon existing buried conduits.
3. Properly remove and dispose of radial gates, gate appurtenances, electrical equipment, and materials identified on the drawings.
4. Remove perimeter chain link fence and gates as designated on the drawings.
5. Removal of selected gate instrumentation and controls.
6. Removal of selected lateral gate assemblies, weir walls, steel rails, all top side structural steel including gate hoist platforms, walkway platforms and miscellanies supports.
Modifications and repairs of existing cast-in-place concrete check structure and appurtenant features including (but not limited to):
1. Hoist platforms,
2. Walkways,
3. Steel railings, and
Fasten, anchor, and install all Contractor-furnished materials including, but not limited to:
1. Radial gate and all appurtenant features including, but not limited to:

b. Gate Hoist Assembly, including but not limited to: hoist base, motor, control panel, cross shaft, and wire rope drums.

e. Gate cathodic protection.
2. Stainless Steel lateral gate and all appurtenant features including, but not limited to:
a. Stainless Steel gate.
b. Frame, yoke, cover slides and wall thimbles.
c. Seats, seals, stem sleeves, stems, stem cover, stem guides and other appurtenances.
d. Gate actuator (Contractor will have the option to use an owner furnished actuator or will provide the actuator, see section 01 64 00 for more information).
Fasten, anchor, and install Owner-furnished materials including but not limited to:
1. Cast Iron lateral gate and all appurtenant features including, but not limited to:
a. Cast Iron gates and frames.
b. Gaskets, stem guides, and stem covers.
c. Gate actuator (Contractor will have the option to use an owner furnished actuator or will provide the actuator, see section 01 64 00 for more information).
Stop Logs
1. Fabricate new stainless steel stop logs and furnish to BIA Representative
Electrical System:
1. Supplying and install a new control building,
2. Installing a new 3-phase electrical service drop from the weatherhead of the service pole to the new control building,
3. New 3-phase control equipment for radial gate actuator, winches, controls, control displays and SCADA system, and
4. Commissioning.
Rehabilitate existing Stilling Wells:
1. Rehabilitate both the upstream and downstream Stilling Wells as designated by the drawings and these specifications.

GENERAL
GENERAL
This specification describes the general work sequence anticipated as part of the work included in the Contract Documents. This work sequence outlines the general procedure of work within operational, environmental, and property constraints and is intended to minimize the duration of irrigation operation impacts to the extent practicable. The intent is not to be prescriptive but rather to lay out the general sequencing requirements within which the CONTRACTOR can determine and employ their own best practices and means and methods. Work will be completed at both MC185 and MC270 sites concurrently and work plans shall be completed accordingly.

GENERAL WORK SEQUENCE AND PROJECT PHASING
Phase 1 – Prior to Main Canal drawdown.
1. Field measurements: During the first January Main Canal drawdown period after award of this contract, the CONTRACTOR shall obtain all field measurements required for the fabrication and installation of all items that will be submerged and inaccessible until the following January drawdown period when the work will need to be completed. The first January drawdown period is the only time frame when the CONTRACTOR will have the ability to obtain measurements related to the radial gate and appurtenances, lateral gates, lateral conduits, and the check structure below the operating water level.
2. It may be possible for CONTRACTOR to complete other elements of work (e.g., crack mapping, crack sealing, and joint repairs) during the first January drawdown period (i.e., a year in advance of the primary January drawdown work window planned for this project).
3. Submittals and Fabrication: Initiate submittals, starting with submittals that will be needed to complete the critical path of the CONTRACTOR’s time schedule for each project site. Submittals for products that will require long fabrication times and extended delivery dates should be completed as early as possible to meet the CONTRACTOR’s time schedule and any critical dates identified in 01 14 00 Work Restrictions.
4. Owner Furnished Products and Inventory: Coordinate with the BIA Representative for access and ownership transfer of Owner Furnished Products. Supply all required appurtenances for installation that are not Owner-furnished.

5. Permitting and Environmental: Obtain permits from the BIA Representative (if any) and initiate all CONTRACTOR-procured permits in accordance with related specification sections.
6. Mobilization: Prepare the staging area and mobilize equipment, office trailer, and materials as required. Vegetation clearing is only allowed during the periods specified in Section 01 57 20 – Environmental Protection.
7. Selective Demolition: Complete all demolition that may be performed prior to drawdown of the Main Canal. Refer to the Contract Drawings to determine time frames when each demolition task may be completed.
8. Control Building: Provide, install, and complete work on the control building to the extent practicable prior to irrigation drawdown at each site.
9. Dewatering and Water Control: Activate the needed dewatering and water control measures to prepare the structure for construction.
10. Delivery of products: Take delivery of all products that will be needed in both Phase 1 and Phase 2. The CONTRACTOR shall ensure that the radial gate, lateral gates, and all appurtenant features are delivered on-site and ready for installation a minimum of 7 calendar days prior to irrigation drawdown, as outlined in 35 22 46 Radial Gates.
11. Sensor mounting and installation: Provide all sensors and install any that can be completed before the drawdown of the Main Canal.
12. Stage Phase 2 material and equipment: Stage all material and equipment that will be used during Phase 2 of the construction project.
13. Phase 1 Completion: Complete all other work that can plausibly be done prior to irrigation drawdown. If the CONTRACTOR feels that components of the work outlined in the Contract Drawings are able to be conducted prior to irrigation drawdown, but not identified accordingly, CONTRACTOR may submit a work plan requesting approval to ensure that Owner’s operations will not be impacted.
Phase 2 – During Main Canal drawdown.
1. Dewatering, Water Control and Structure Preparation: Activate any needed dewatering and water control measures and prepare the structure for construction. Structure preparation includes high pressure washing all interior surfaces per 03 35 00 Concrete Rehabilitation.
2. Selective Demolition: Complete all designated demolition including electrical infrastructure, gate instrumentation, radial gate removal, lateral gate removal, and all other demolition as shown on the drawings and included in these specifications.
3. Radial gate installation: Furnish and install new Radial Gates as specified in section 35 22 46 with all appurtenant equipment, including radial gate lift assembly and cathodic protection.
4. Concrete weir wall: Install new concrete weir wall and sluice gate at MC185.
5. Lateral gate installation: Install Owner-furnished, and CONTRACTOR-furnished lateral gates.

6. New electrical infrastructure: Install new electrical infrastructure for each site in accordance with drawings and specifications. Install new SCADA system, coordinate with BIA Representative for programming and commissioning as outlined in 40 61 13 Process Control System.
7. Concrete repairs: Complete all concrete repairs as shown on the drawings and outlined in Section 03 35 00 Concrete Rehabilitation.
8. Structural upgrades: New structural items such as new platforms and walkways will be installed.
9. Safety cable, ladders, and other safety features removal and installation: Finish the removal of any safety features that had not been removed in Phase 1 and install all new safety features that are required during the canal drawdown period.
10. Testing: Testing will be completed by the end of Phase 2 in cooperation with the BIA Representative to assure the system is fully functional and ready for programming before the end of the irrigation drawdown (Phase 2) period.
Phase 3 – After Main Canal drawdown.
1. End of drawdown: Main Canal irrigation flow will be returned following the drawdown window specified in section 01 14 00 Work Restrictions
2. Final upgraded tasks: Complete remaining work at each of the Check Structures, see drawings and specifications for details.
3. Programming and systems integration: Coordinate with the BIA Representative for programming, automation and systems integration.
4. Final testing and commissioning: Complete the final testing and commissioning of the completed system.
5. Security Fencing and Safety Features: Complete the installation of all remaining safety features, bollards and complete all Security Fencing.
6. Access Road rehabilitation: After all grounding pads, security fence, bollards, and any other surface disturbances have been completed the access road rehabilitation can be completed. Access road rehabilitation includes repairs needed on subgrade, new base course where needed and resurfacing as indicated on the drawings
7. Construction Site Rehabilitation: Complete the rehabilitation of the staging area including the office and parking lot area, restore disturbed areas and seed site in accordance with 32 920 19 Revegetation.
8. Demobilization: Complete demobilization and obtain BIA Representative approval for cleanup and punch list items completion.

OWNERS REPRESENTATIONS
The BIA Representative will schedule a drawdown period in January to allow the Contractor to construct all components in (Phase 2) of this project as outlined in 01 12 16 Work Sequence.
1. The typical drawdown period is a two-week period generally occurring the second and third week of January of each year. The exact dates vary and will be defined by the BIA
Representative.
2. BIA is attempting to schedule a three-week drawdown period to facilitate a longer construction work window. CONTRACTOR shall assume the drawdown period is two weeks long unless explicitly indicated otherwise by BIA Representative.
Main Canal maximum discharge capacity at the MC185 and MC270 check structures is approximately 1200 cubic feet per second (cfs). Approximate design flow for laterals are as follows: 27L (50 cfs), 27R (100 cfs), 19L (50 cfs) and 19R (100 cfs), during the typical lateral operations.
SITE ACCESS
Provisions for site access are as defined in the Construction Drawings.
AVAILABLE INFORMATION
Current and historic data including discharge for the Colorado River Indian Reservation Main
Canal near Parker, AZ are provided in Section 51 00 20 – Canal Flow Data.
IRRIGATION REQUIREMENTS
The Colorado River Irrigation Project provides its water users with irrigation water year-round.
A stipulation of this Contract is that the irrigation canal shall remain operational outside of the drawdown period to be scheduled by the BIA Representative.
As described in specification section 01 12 16 (Work Sequence), all Phase 2 work shall be completed within the drawdown period. Contractor’s means, methods, and schedule for

The electrical control system shall be ready for BIA-provided programming by the end of Phase 2.
ENVIRONMENTAL REQUIREMENTS
Environmental requirements (e.g., allowed timing of vegetation clearing) influence the allowed work sequence. Refer to section 01 57 20 – Environmental Protection for specific requirements.

This specification describes the general utility service connection sequence anticipated as part of the work included in the Contract Documents. This utility service connection sequence outlines the general procedure of work within operational, ownership and property constraints and is intended to facilitate the electrical utility service connection and temporary electrical service sequence to the extent practicable and to minimize the duration of electrical service operation impacts to the extent practicable. The intent is not to be prescriptive but rather to provide general sequencing requirements and contact information within which the CONTRACTOR can determine and employ their own best practices and means and methods while ensuring conformance with applicable rules and regulations.

DEFINITIONS
1. CRA-ES is the Bureau of Indian Affairs Colorado River Agency Electrical Service
GENERAL UTILITY SERVICE CONNECTION SEQUENCE
General Requirements
1. The existing electrical control system includes 3-Phase 240V (delta configuration) power. The electrical service drop will be changed to 3-Phase 208V (wye configuration) power as part of the current project.
2. Unless approved otherwise by BIA Representative, the existing control equipment must remain operational throughout Phase 1 (i.e., up until the dry-up period). Contractor may elect to maintain this power using the existing electrical service or by providing temporary power through a generator.
3. The timing for installing the new control building and electrical system and the timing of transitioning power from 3-Phase 240V to 3-Phase 208V is up to the discretion of the Contractor.
Work by Others
1. After the facility has passed Tribal building inspection and the Contractor has requested conversion of the new electrical service, CRA-ES will replace the transforms and convert

2. CRA-ES will furnish and install a new electrical meter on the service pole and make any necessary connections or modifications at the weatherhead.
3. CRA-ES is capable of supplying temporary power for Contractor’s use during construction. This temporary service would be metered and the Contractor will be required to compensate CRA-ES for temporary Electrical Service provided. Contact Joseph Stewart (CRA-ES) at 928.669.7119, or Colorado River Agency general number at 928.669.7111.
Work by Contractor (this Project)
1. The Contractor is responsible for contacting and coordinating with CRA-ES for any temporary electrical service drop provisions, metering, and payment, as required by Contractors means and methods and described above.
2. Construct new building slab, control building, electrical controls, and SCADA system.
3. Furnish and install all conduits, wiring, panels, and electrical and SCADA appurtenances as outlined in the Construction Drawings.
4. Contractor shall schedule a Building and Safety Inspection with the CRIT Building and Safety Officer once installation is adequately complete for work to be “Green Tagged”.
5. Contractor is responsible for furnishing and installing all new conduits, and conductors, required for providing 3-Phase 208V electrical service to new control building from Point of Transfer as outlined in the Construction Drawings.
6. Satisfy all applicable electrical and building code requirements to allow final completion of electrical service connection and final testing, commissioning, and systems integration.
7. Provide any necessary communication with CRA-ES to request and coordinate the timing for converting the electrical service.

GENERAL
SECTION INCLUDES
For each bid item, the work will be measured and paid for on either a unit price basis or on a lump sum basis. The quantities provided in the descriptions of the bid items are estimates of the actual quantities of work only and are included solely for guidance in determining the probable cost of work. The actual quantities of work may differ from the quantity estimates provided. The quantities for measurement and payment for unit price bid items shall be as calculated to the neatlines shown on the drawings. All labor, equipment, materials, and incidentals required to complete the work shall be considered subsidiary to that bid item and will not be paid for separately. The contractor agrees to make no claim for damages, loss of anticipated profits, or otherwise, due to differences between the actual work quantities and the quantity estimates provided.
Payment will be made only for each item included in the bid. No work will be paid for that is not completed in accordance with the drawings and specifications and accepted by the BIA Representative. No labor, equipment, materials, or incidentals required to complete the work will be furnished by the BIA Representative, except as may be otherwise stipulated or as outlined in Section 01 64 00 Owner-furnished Products.
The basis of measurement and payment for each bid item is described below. A general listing of bid items, accompanied by a brief summary of the work, is also provided. The summaries are not intended to completely describe all work. Refer to the drawings and specifications for detailed information on each bid item.

Item 101: Mobilization and Preparatory Work
a. This bid item includes, but is not limited to:
i. Furnishing, installing, and removing temporary fencing and construction markers around project work areas and other fencing/security.
ii. Establishing and removing the contractor's offices, buildings, and other facilities.
iii. Obtaining, complying with, and transferring permits.
iv. Installing and maintaining environmental controls for the duration of the construction Contract.
v. Providing required bonds and insurance.
vi. Preparing and maintaining the project schedule.

vii. Delivering and removing the contractor's equipment, supplies, and materials; maintaining the site for the duration of the construction Contract; and final site clean-up and demobilization.

x. General site maintenance and clean-up.
xi. Providing all other related and necessary labor, equipment, and materials to complete the work that are not accounted for in the other bid items.
b. Measurement and payment will be at the Contract lump sum price.
c. Ten (10) percent of the lump sum price will be paid at the time of the first monthly progress payment; an additional forty (40) percent will be paid when one-half of the original contract amount (excluding Mobilization and Preparatory Work) is earned. An additional thirty (30) percent will be paid when two-thirds of the original contract amount (excluding Mobilization and Preparatory Work) is earned. The remaining twenty (20) percent will be paid upon final acceptance of the project.
d. The Contractor may elect to present the BIA Representative with an alternate payment schedule based on a detailed schedule of values. Acceptance by the BIA Representative of the Contractor’s proposed alternate payment schedule is at the sole discretion of the BIA Representative.
Item 102: Demolition
a. This bid item includes all demolition work at both MC185 and MC270, but is not limited to:
i. Demolition, selective demolition, and disposal of all features designated for removal in the Contract Documents including existing concrete, rebar, steel, anchorage, reinforcement, radial gate, lateral gates, gate appurtenances, hoists, platforms, railings, walkways, fences, electrical and control equipment, and stilling wells.
ii. Legal disposal at an off-site facility.
iii. Salvaging any materials specifically identified in the Contract Documents as to be salvaged.
iv. Removal of loose material and any cleaning necessary or incidental to demolition.
v. Protection of existing structures and materials not designated for removal.
b. Measurement and payment will be at the Contract lump sum price.
Item 103: Repair to Concrete Check Structures
a. This item consists of furnishing all labor, equipment, and materials to make repairs on the existing MC185, and MC270 concrete check structures that are in the main canal of the CRIP.

b. This bid item includes, but is not limited to:
i. Install a new concrete weir wall in the by-pass channel at MC185, which includes the sluice gate in the weir wall.
ii. Providing and installing new structural platforms and walkways for both MC185 and MC270.
iii. Repair concrete of existing check structures, including, but not limited to, surficial concrete restoration, joint repair and sealing, concrete crack, and deficiency repair.
c. Measurement and payment will be at the Contract lump sum price.
Item 104: Install Contractor-furnished Radial Gates and Appurtenances at MC185
a. This item consists of installing contractor-furnished Radial Gates, Gate Appurtenances and gate hoist assemblies. Gate will be installed at the MC185 location as indicated in the Contract Documents.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials necessary for installing Contractor-furnished radial gate, gate hoists, gearboxes, cables, drums, motors, rubbing plates and seals, railings and walkway grating integral to the hoist assembly, and cathodic protection.
ii. This item also includes providing and installing all hardware and anchorage necessary for installation of Contractor-furnished Materials.
iii. This item also includes providing all labor, equipment, and materials necessary for field directed testing requested by the BIA Representative.
iv. Completing intermittent radial gate testing to ensure proper seating on sill and rubbing plates.
c. Measurement and payment will be at the Contract lump sum price.
Item 105: Install Contractor-furnished Radial Gates and Appurtenances at MC270
a. This item consists of installing contractor-furnished Radial Gates, Gate Appurtenances, and Gate Hoist Assemblies. Gate will be installed at the MC270 location as indicated in the Contract Documents.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials necessary for installing Contractor-furnished radial gate, gate hoists, gearboxes, cables, drums, motors, rubbing plates and seals, railings and walkway grating integral to the hoist assembly, and cathodic protection.

Item 106: Install Owner-furnished Lateral Gates and Appurtenances at MC185
a. This item consists of installing Owner-furnished Lateral Gates, Gate Appurtenances and lifting assemblies and Electric Actuators. Three gates will be installed at the MC185 location.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, and equipment necessary for installing Owner-furnished products as stated in section 01 64 00 Owner Furnished Products. This includes additional appurtenances furnished by the contractor as outlined in section 01 64 00.
ii. This item includes providing and installing additional hardware, anchorage, and other appurtenances not included by Owner but will be necessary for installation. This material will be considered as incidental to this bid item and will be included in the lump sum price.
c. Measurement and payment will be at the Contract lump sum price.
Item 107: Install Contractor-furnished Stainless Steel Lateral Gates and
Appurtenances at MC270
a. This item consists of installing Contractor-furnished stainless steel lateral gates, and gate appurtenances. Two gates will be installed at the MC270 location.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials necessary for installing Contractor-furnished lateral gates, and appurtenances.
ii. This item also includes providing and installing all hardware and anchorage that will be necessary for installation. This material will be considered as incidental to this bid item and will be included in the lump sum price.
c. Measurement and payment will be at the Contract lump sum price.
Item 108: Pipe Railings and Miscellaneous Metals
a. This item consists of providing and installing the pipe railings and any other miscellaneous metals associated with the MC185 and MC270 Check structures.
b. This bid item includes, but is not limited to:
i. Furnishing all materials, tools, equipment, and labor necessary to provide and install pipe railings, hoist platforms, bulkhead channels and any other miscellaneous metals in accordance with the Contract Documents.
ii. Structural steel, bar grating, anchors, and fasteners.
iii. Hot-dip galvanizing and field repairs to galvanizing coating.

iv. Supplying and installing any miscellaneous metal work not specifically included in another item is considered incidental to the pipe railings and miscellaneous metals.

Item 109: Control Buildings
a. This item consists of providing and installing the control buildings at both MC185 and MC270.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to install the new prefabricated control building structure.
ii. Providing all labor, equipment, and materials for the prefabricated building concrete.
iii. Coordinate and construct wall and slab penetrations.
c. Measurement and payment will be at the Contract lump sum price.
Item 110: Electrical Equipment and Control Systems
a. This item consists of furnishing and installing all on-site electrical panels, control equipment, conduit, and conductors from the Colorado River Agency Electrical Services (CRA-ES) point-of-transfer (PoT) at the weatherhead. Services will be provided through the control building and electrically actuated equipment and all equipment necessary for operating and monitoring the system. Work at both MC185 and MC270 will be included in this Bid Item.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to complete all electrical system work identified in the Contract Documents.
ii. New wiring, lighting, switches, outlets, disconnect, control panels, interface screens, and electrical panels for the new electrical and control building.
iii. Coordinating approval of the control building and electrical installation with the BIA Representative, and coordination the final electrical connection and meter installation with the CRA-ES.
c. Measurement and payment will be at the Contract lump sum price.
Item 111: Fencing, Signage, and Gates
a. This item consists of furnishing and installing all fencing, gates and signage indicated in the plans at both MC185 and MC270.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to provide fencing, posts, and gates shown on the Construction Drawings.

Item 112: Safety Features
a. This item consists of furnishing and installing all canal egress ladders, safety cables, and bollards indicated in the plans at both MC185 and MC270.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to install canal egress ladders, safety cables, and pipe bollards shown on the Construction Drawings.
ii. All pipe bollards whether associated with or adjacent to safety cables, stilling wells, or fences and gates.
c. Measurement and payment will be at the Contract lump sum price.
Item 113: Stainless Steel Stop Logs
a. This item consists of furnishing one (1) new set (i.e., 2 complete “stacks”) of stainless steel stop logs capable of fully isolating one radial gate on the upstream and downstream sides of the of either the MC185 or MC270 check structure, and associated stoplog/bulkhead notch modifications/additions at the MC185 and MC270 check structure locations.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to fabricate and install stoplogs/bulkheads conforming to the stoplog/bulkhead channel dimensions shown on the Drawings.
c. Measurement and payment will be at the Contract lump sum price.
Item 114: Stilling Wells
a. This item consists of modification of two and rehabilitation of two existing stilling wells and appurtenant features for water level monitoring as shown in the Construction Documents. Work will be included on wells at both MC185 and MC270 locations.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials associated with modification of downstream stilling wells at the locations specified in the Construction Drawings.
ii. Excavation, foundation improvements, and backfill.
iii. Providing and installing manhole, manhole cover, mounting brackets, anchors, pipe bedding and all other appurtenances.
iv. Providing and installing staff gages as shown on the drawings.
v. Providing and installation of bollards if required will be paid under Bid Item Safety Features.

Item 115: Road Resurfacing and Widening
a. This item consists of widening and resurfacing of the access roads. After all the work has been completed at each site, including the widening of the access road at MC185, the last item will include the installation of six inches of road gravel surfacing on the access roads as indicated on the drawings. Work will be included at both MC185 (widening, surfacing) and MC270 (surfacing) locations.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials associated with widening access road at MC185 and surfacing the access roads at both locations as specified in the Construction Drawings
ii. Excavation, foundation improvements, and backfill of the access roads.
c. Measurement and payment will be at the Contract lump sum price.

SUMMARY
This Section defines the process whereby the Contractor will develop the Schedule of
Values (lump sum price breakdown) for review and approval by the BIA Representative.
Monthly progress payment amounts for some bid items will be determined from the in-progress status (i.e., estimated percent complete) of the work features identified in Section
01 29 00 – Payment Procedures.
SUBMITTALS
Submit the following in accordance with Section 01 33 00 – Submittals.
01 29 73-1, Schedule of Values
1. Prepare and submit a detailed Schedule of Values for every work feature within 30 days from the date of Award or 14 days prior to the Pre-Construction Meeting, whichever occurs first.
2. The schedule of values must be sufficiently detailed to determine appropriate monthly progress payments.
3. The BIA Representative will be the sole judge of acceptable numbers, details, and descriptions of values established.
4. If, in the opinion of the BIA Representative, a greater number of Schedule of Values items than proposed is necessary, the Schedule of Values will be returned for revision.
5. Adjustments and Acceptance
a. During the Pre-Construction Meeting, the level of detail and value allocations will be discussed to determine if the Schedule of Values provides an acceptable level of detail to support interim progress payments for the work features. The CO’s review of the Schedule of Values submittal shall be returned to CONTRACTOR within 7 days following the Pre-Construction
Conference.
b. Make necessary adjustments to the level of detail and/or value allocation and submit a revised Schedule of Values within 7 Days from the date of receiving the CO’s review comments.

This section covers the requirements for developing the baseline construction schedule and updating and maintaining the construction program.

1. AGC Manual – Construction Planning and Scheduling Manual
DEFINITIONS
Schedule: Construction schedule using the Critical Path Method (CPM) of planning and scheduling a construction project. Activities are arranged based on activity relationships and network calculations identifying the “critical activities” that determine the earliest completion date.
Project Calendars: Cross reference between the number of workdays and calendar days. The project calendar serves as the basis for the day/date conversion and assigns workdays and non-workdays.
Resources: Equipment, labor or crews, materials, subcontractors, fabricators, manufacturers, and consultants.
SUBMITTALS
Submit the following in accordance with Section 01 33 00 – Submittals.
01 32 16-1, Representative Information
1. Designation of authorized representative to develop and maintain the Construction
Program. Representative shall be experienced in developing and maintaining construction schedules and knowledgeable of activities and progress on-site to develop and maintain accurate and reliable schedules.
01 32 16-2, Baseline Schedule
1. Include:
a. Definition of project Calendars.
b. Gantt Chart (bar chart) for project.
c. Narrative of the construction sequence.
d. Activity report including all logic constraints consisting of predecessors, successors, and constraint dates.
e. Table listing equipment, manpower, and material limitations used to produce baseline schedule.

01 32 16-3, Updated Schedule
1. Include:
a. Updated activity and milestone schedule summary.
b. Definition of project calendars if revised from baseline calendars.
c. Gantt chart for project.
d. Narrative report specifically stating status of project.
1. If negative float exists, cite specific actions and conditions which caused the “behind schedule” condition and provide proposed course of action to complete the project within the specified delivery time.
2. List of Contractor-initiated changes to the current schedule, including the reason for the change and any unresolved issues relating to the
Construction Program. COR and Owner Representative reserve the right to reject Contractor-initiated changes to the approved schedule.
e. Submittals register. Updated monthly register including: submittals as listed in submittal table, revised submittals, dates, and status. This register document is separate from the scheduling database.
01 32 16-4, Time Impact Analysis
1. Include:
a. Construction Program database with proposed revised activity and milestone data.
b. Proposed schedule revisions, specifically identifying changed or deleted activities and the impact on the completion date.
c. Narrative report explaining results and conclusions.
CONSTRUCTION SEQUENCE
Prepare construction schedules using CPM, under concepts and methods outlined in the AGC
Manual.
1. Establish workday calendar(s) and use these in the schedule to translate the activity’s workday duration into calendar dates. Use calendar names unique for this project, do not use software default calendar names. Save calendars as project calendars, not global calendars.
2. Prepare schedule based on required sequence and interdependence of activities.
3. Prepare detailed activity network for accomplishing required work organized by Work
Breakdown Structure (WBS).
4. Activities except “Award” shall have predecessor activities and activities except
“Contract Complete” shall have successor activities.
5. Include dates for interim milestones, critical interface events for BIA Representative, time or seasonal constraints specified in the contract documents, and contract completion.

6. Include work to be performed by subcontractors.
7. Develop the Construction Program to account for seasonal weather conditions.
8. If activity codes are utilized, use unique activity code names assigned as project codes rather than global codes. Utilize the WBS, in lieu of activity codes, for general organization of the schedule.
9. Define activities to a level of detail to result in no single activity having a duration greater than 20 workdays, unless otherwise accepted by BIA Representative.
a. Durations for administrative activities (e.g., submittals and reviews, fabrication, manufacturing) or other specific activities identified in the contract will not be subject to the workday limitation.
10. Include activities for BIA Representatives review and approval. Assign submittal review activities to a 7-day calendar with durations as specified in Section 01 33 00 –
Submittals. Include activities for issuance of submittals, submittal reviews, and fabrication or manufacturing activities when work involves significant quantities, long lead times, is on the critical path, or as requested by the BIA Representative.
11. Include contract title, contract number, and Contractor’s name on each sheet of the
Gantt chart.
12. For each activity on the Gantt chart, display identification number, activity description, planned duration, start date, finish date, total float, and calendar identification.
13. Include table of abbreviations used in the schedule, listed, and defined alphabetically.
14. Use durations in units of whole workdays.
15. Equate durations for BIA Representative reviews and other identified actions to the maximum number of calendar days specified in their respective paragraphs.
Baseline Schedule:
1. Represents Contractor’s as-planned approach to accomplishing the work. Does not include actual start dates, percent completes, or actual finish dates.
Updated Schedule:
1. Meet weekly with the BIA Representative at a location approved by the BIA
Representative, to review progress. Establish dates that activities were started and completed, discuss remaining durations for each activity started but not yet completed.
a. Discuss schedule status and identify potential negative schedule impacts.
b. Submit revised schedule that accurately identifies actual start/finish dates, identifies corrective actions to recover schedule, or request approval to extend the construction schedule.
2. Provide a 3-week look-ahead schedule at weekly progress meetings.
3. Following receipt of an executed contract Modification, incorporate the activity data and logic relationships stipulated in the modification into the schedule for discussion at the next progress meeting.
4. The project schedule shall be updated and submitted to the BIA Representative for approval with the Contractor’s monthly progress payment.

5. Assign a unique project file name to each schedule update issued. Schedule updates shall be issued as a pdf and comply with the following file naming convention:

TIME IMPACT ANALYSIS
Provide a time impact analysis for contract changes, e.g., a change order, proposed modification, or value engineering change proposal, to support a claim or request for an equitable adjustment to the contract that involves a delay or accelerated schedule.
The BIA Representative may use the time impact analysis to determine if a time extension or reduction to the contract milestone dates is justified.
A time impact analysis is applicable whether the Contractor’s current schedule milestone dates are the same as, earlier, or later than those required under the contract.
Changes, additions, or deletions to activities, activity durations, or activity time frames will not automatically mean that an extension or reduction of contract time is warranted.
Time extensions for performance will be considered only to the extent that the Contractor’s current scheduled milestone dates exceed the contract milestone dates.
For each activity directly affected by a change or delay, include the current and proposed items:
1. Activity description
2. Types and quantities of major pieces of equipment, principal manpower, and pacing materials (materials that affect activity start, duration, or finish).
3. Activity duration.
4. A narrative containing the rationale used in developing the proposed logic relationships and activity data.
Float is not for the exclusive use by, or benefit of, either the BIA Representative or the
Contractor.
Prepare a single time impact analysis for modifications issued after Notice to Proceed (NTP) and prior to approval of the baseline schedule. Submit the time impact analysis with the baseline schedule submittal.
Perform time impact analyses using data in the current, approved schedule at the time of the change or delay event.
1. Prepare proposed revised schedule and narrative description describing and highlighting where changes or delays are included.
2. Prepare summary comparing the results of two schedule analyses: One using current schedule data, and one using proposed schedule data incorporating the changes or delays.
a. Show contract milestone and activities whose periods of performance have shifted.

b. Base mathematical analyses on status of work and available float from the time the CO directs or proposes changes to the work, the Contractor submits a value engineering change proposal, or when a delay occurs.
