GENERAL
SECTION INCLUDES
This section presents a summary of the principal components of work to be performed and specifications requirements for the Project.
LOCATION
The Project is located on the Colorado River Indian Reservation.
Work is located on and adjacent to the Colorado River Irrigation Project (CRIP) Sublateral 73-36 Check 1, 5.5 miles south of Poston, Arizona, at the intersection of Mark Road and 10th Avenue.
PRINCIPAL COMPONENTS OF WORK
General Construction:
1. Excavation, subgrade improvements, placing and compacting backfill materials, structural fill, pipe bedding/embedment, placing surface coarse aggregate, and finished grading.
2. Complete all work without interrupting irrigation activities as defined in Section 01 14 00
– Work Restrictions.
3. Appropriately manage stormwater runoff.
4. Remove water from work areas and prevent the flow of water into work areas.
Temporary Bypass:
1. Construct a temporary bypass canal/channel of earthen material to divert irrigation water from the work area.
2. Temporarily widen the existing access road as indicated in the Drawings.
3. Construct a temporary check structure to serve the function of Check 1 while the construction of its permanent replacement structure is underway. The temporary check will adequately check the water in Sublateral 73-36 for deliveries to Sublateral 73-36-7.
Long-Crested Weir:
1. Construct a new concrete long-crested weir (LCW) to serve as the permanent replacement structure for Check 1. The LCW and appurtenances include but are not limited to:
a. Cast-in-place concrete.
b. Reinforcement
c. Walkways
d. Slide gates
e. Gate coatings and finishes.
f. Manual hoists

Headgate:
1. Furnish and install a new precast headgate structure and all appurtenances, including but not limited to:
a. Precast concrete headgate structure

f. Outlet pipe spanning from the headgate to Sublateral 73-36-7.
g. Precast concrete outlet headwall structure.
Demolition:
1. Demolish the existing Sublateral 73-36 Check 1.
2. Demolish the existing headgate and pipe that supplies Sublateral 73-36-7.
Site Reclamation:
1. Remove the temporary bypass, temporary check structure, and temporary access road widening. Restore the area west of the existing toe of embankment to the conditions indicated in the Drawings.
2. Install new signage and safety features.

This section describes the general work sequence anticipated as part of the work included in the Contract Documents. This work sequence outlines the general procedure of work within operational, environmental and property constraints and is intended to minimize the duration of irrigation operation impacts to the extent practicable. The intent is not to be prescriptive but rather to lay out the general sequencing requirements within which the Contractor can determine and employ their own best practices and means and methods.

GENERAL RESTRICTIONS
Complete all work without interruption to irrigation operations as defined in Section 01 14 00
– Work Restrictions.
Comply with the infrastructure removal requirements specified in Section 01 57 20 – Environmental Protection, specifically related to Wildlife and Threatened or Endangered Species Habitat Protection.
GENERAL WORK SEQUENCING AND PROJECT PHASING
Temporary Bypass:
1. Perform bank raises and widen the access road adjacent the location of the replacement long-crested weir (LCW) as indicated in the Drawings.
2. Isolate the temporary bypass work area by installing sheetpiles in the existing embankment at the temporary bypass entrance and exit.
3. Construct the temporary check structure and temporary bypass embankment.
4. Remove the sheetpiles placed in Step 2.
5. Construct cofferdams upstream and downstream of the replacement LCW work area to divert irrigation water to the temporary bypass.
Long-Crested Weir:
1. Perform excavation for the replacement LCW as defined in the Drawings.
2. Dewater, moisture condition, and maintain pumps and excavation sumps in the replacement LCW work area as required.

3. Construct the replacement LCW, including all appurtenances defined in the Contract Documents.
4. Reshape the canal in the dewatered area as defined in the Drawings.
5. Removal of Temporary Bypass:
a. Remove the cofferdams upstream and downstream of the replacement LCW.
b. Rebuild the canal banks at the entrance and exit of the temporary bypass. Remove the temporary check structure. This may require additional sheetpiling; provide specifics in the Temporary Bypass and Check Plan submittal.
c. Remove the temporary bypass embankment and check. Reconstruct the original canal slopes and impacted access roads as shown in the Drawings.
Headgate Replacement:
1. Demolish and replace the Sublateral 73-36 Check 1 headgate and appurtenances.
2. Demolish the existing Sublateral 73-36 Check 1 weir and supporting concrete.
Final Site Reclamation and Grading
1. Complete the final site grading to the lines and grades indicated in the Drawings.
2. Install surface course aggregate on all new roadways and access roads.
3. Restore the area west of the existing toe of embankment to the conditions indicated in the Drawings.

IRRIGATION REQUIREMENTS
The Colorado River Irrigation Project provides its water users with irrigation water year-round.
A stipulation of this Contract is that the irrigation canal shall remain operational outside of the dry-up periods to be scheduled by the BIA Representative.
1. The Lateral 73-36 temporary check and long-crested weir is intended to be constructed during a period of active irrigation. Depending on the timing of award, certain elements of work may fall within the annual dry-up period.
2. The Sublateral 73-36-7 headgate is intended to be constructed during the annual Main Canal dry-up.
Water to the Sublateral 73-36 check and Sublateral 73-36-7 headgate will be shut off as part of both the Main Canal and the Later 73 dry-up periods defined herein.
OWNERS REPRESENTATIONS
Typical Dry-up Schedule. CRIP schedules annual canal dry-up periods in the winter months to facilitate project maintenance. Although the exact dry-up dates vary from year to year, the typical schedule is:
1. The Main Canal is drawn down for a two-week period in January.
2. Lateral 73 is drawn down for a one-week period in February.
Expected 2026 Dry-up Schedule
1. Dates have not been established for the 2026 dry-up; however, the Contractor can expect the dry-up to follow the typical schedule defined herein.
Maximum Irrigation Flow Rates
1. BIA reports that the existing Sublateral 73-36 flow capacity upstream of Check 1 is 160 cubic feet per second (cfs).
2. BIA reports that the existing maximum flow rate conveyed by Sublateral 73-36-7 is 60 cfs.

Provisions for site access are as defined in the Drawings.
ENVIRONMENTAL REQUIREMENTS
Environmental requirements (e.g., allowed timing of vegetation clearing) influence the allowed work sequence. Refer to Section 01 57 20 – Environmental Protection for specific requirements.

GENERAL
SECTION INCLUDES
For each bid item, the work will be measured and paid for on either a unit price basis or on a lump sum basis. The quantities provided in the descriptions of the bid items are estimates of the actual quantities of work only and are included solely for guidance in determining the probable cost of work. The actual quantities of work may differ from the quantity estimates provided. The quantities for measurement and payment for unit price bid items shall be as calculated to the neatlines shown on the Drawings. All labor, equipment, materials, and incidentals required to complete the work shall be considered subsidiary to that bid item and will not be paid for separately. The contractor agrees to make no claim for damages, loss of anticipated profits, or otherwise, due to differences between the actual work quantities and the quantity estimates provided.
Payment will be made only for each item included in the bid. No work will be paid for that is not completed in accordance with the Drawings and specifications and accepted by the BIA Representative. No labor, equipment, materials, or incidentals required to complete the work will be furnished by the BIA Representative.
The basis of measurement and payment for each bid item is described below. A general listing of bid items, accompanied by a brief summary of the work, is also provided. The summaries are not intended to completely describe all work. Refer to the Drawings and Specifications for detailed information on each bid item.
MEASUREMENT AND PAYMENT PROCEDURES
Item 1: Mobilization and Preparatory Work
a. This bid item includes, but is not limited to:
i. Furnishing, installing, and removing temporary fencing and construction markers around project work areas and other fencing/security.
ii. Establishing and removing the contractor's offices, buildings, and other facilities.
iii. Obtaining, complying with, and transferring permits.
iv. Installing and maintaining environmental controls for the duration of the construction Contract.
v. Providing required bonds and insurance.
vi. Preparing and maintaining the project schedule.
vii. Delivering and removing the contractor's equipment, supplies, and materials; maintaining the site for the duration of the construction Contract; and final site clean-up and demobilization.
viii. Preparing and securing approvals of submittals.
ix. Preparing record drawings.

x. General site maintenance and clean-up.
xi. Providing all other related and necessary labor, equipment, and materials to complete the work that are not accounted for in the other bid items.
b. Measurement and payment will be at the Contract lump sum price.
c. Ten (10) percent of the lump sum price will be paid at the time of the first monthly progress payment; an additional forty (40) percent will be paid when one-half of the original contract amount (excluding Mobilization and Preparatory Work) is earned. An additional thirty (30) percent will be paid when two-thirds of the original contract amount (excluding Mobilization and Preparatory Work) is earned. The remaining twenty (20) percent will be paid upon final acceptance of the project.
d. The Contractor may elect to present the BIA Representative with an alternate payment schedule based on a detailed schedule of values. Acceptance by the BIA Representative of the Contractor’s proposed alternate payment schedule is at the sole discretion of the BIA Representative.
Item 2: Water Control, Temporary Bypass, and Construction Dewatering
a. This bid item includes, but is not limited to:
i. Preparing, submitting, and updating Water Control and Dewatering Plans.
ii. Evaluating, designing, constructing, maintaining, replacing, and monitoring water control and dewatering measures.
iii. Constructing and maintaining a temporary bypass and temporary check to allow the CRIP irrigation water to be conveyed around the work zone.
iv. Furnishing and installing all materials, sediment basins, diversion measures, slope drains, check dams, cofferdams, pumps, dewater bags, earth embankments, sheet pile, wells, pipes, culverts, stream crossings, or other material necessary for water control.
v. Disassembly and demobilizing of cofferdams and other dewatering materials and equipment.
vi. Constructing and providing access on a temporary road around the construction zone as shown in the Drawings.
vii. Obtaining and complying with all required permits.
b. Measurement and payment will be at the Contract lump sum price.
c. Fifty (50) percent of the lump sum price for this item will be paid when the temporary check has been installed, cofferdams are in place to isolate the LCW work area, and water is actively flowing in the bypass channel. The remaining fifty (50) percent of the lump sum price for this item will be paid when water is flowing over the new LCW and the temporary check and bypass alignment have been removed and reclaimed.

d. The Contractor may elect to present the BIA Representative with an alternate payment schedule based on a detailed schedule of values. Acceptance by the BIA Representative of the Contractor’s proposed alternate payment schedule is at the sole discretion of the BIA Representative.
Item 3: Site Grading
a. This bid item includes, but is not limited to:
i. Clearing and grubbing within the construction limits shown on the Drawings.
ii. Grading of the project site surface to the neatlines shown on the Drawings.
iii. Grading and preparation of access roads to bottom of aggregate surface course.
iv. Topsoil replacement and grading.
v. Cleanup and disposal of remaining aggregate, disposal of excess concrete rubble not abandoned on-site, grading of waste materials from excavations, cleanup and disposal of waste concrete materials, and other incidentals to restore the site to pre-disturbance conditions.
b. Measurement and payment will be at the Contract lump sum price.
Item 4: Structure Excavation, Foundation Improvements, Bedding, and Backfill
a. This item consists of excavation and foundation improvements for cast-in-place concrete structures and slabs including the check structure and the precast headwall for Lateral 73-36-7 turn out.
b. This item includes, but is not limited to:
i. Excavation to the subgrade neatlines shown on the Drawings.
ii. Preparing, scarifying, moisture conditioning and compacting subgrade.
iii. Hauling, stockpiling, reusing, or wasting excess excavated material.
iv. Furnishing and installing stabilization geotextile.
v. Importing and placing structural foundation fill and pipe bedding materials.
vi. Structure backfill and embankment fill.
vii. Quality control testing of the placed materials
viii. All earthwork not included in other bid items.
ix. All labor, equipment, and materials necessary to meet compaction requirements shall be considered incidental.

Item 5: Cast-in-Place Concrete
a. This item consists of furnishing and installing reinforced concrete to construct the LC73-36-7 check structure, operator walkways and other appurtenances.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials required for or incidental to the construction of cast-in-place concrete structures.
ii. Forming, reinforcement, embedments, concrete mix materials, installing, finishing, curing and protection, knockouts, saw cutting, chipping, doweling, bonding agents, water stops, joints, and all other incidentals.
iii. Quality control testing of cast-in-place concrete.
c. Measurement and payment will be at the Contract lump sum price.
Item 6: Cast-Iron Slide Gates and Appurtenances
a. This item consists of furnishing and installing cast-iron slide gates for the new
LCW.
b. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials necessary for installing Contractor-furnished cast-iron canal gates, gate stem, gearboxes, and all other incidentals.
ii. This item also includes providing and installing all hardware and anchorage necessary for installation of Contractor-furnished Materials.
iii. This item also includes providing all labor, equipment, and materials necessary for field directed testing required by the BIA Representative.
c. Measurement and payment will be at the Contract lump sum price.
Item 7: Wooden Weir Crest
a. This item consists of installing Contractor-furnished wooden weir crest on top of the LCR at LC73-36-1.
a. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials to fabricate and install the wooden weir crest conforming to the weir crest dimensions shown on the Drawings.
b. Measurement and payment will be at the Contract lump sum price.
Item 8: Precast Structural Concrete
c. This item consists of furnishing and installing reinforced concrete to construct the new L73-36-7 headgate structure, operator, and other appurtenances.
d. This bid item includes, but is not limited to:

i. Furnishing all labor, equipment, and materials required for or incidental to the construction of pre-cast concrete structures.
ii. Forming, reinforcement, embedments, concrete mix materials, installing, finishing, curing and protection, knockouts, saw cutting, chipping, doweling, bonding agents, water stops, joints, and all other incidentals.
iii. Quality control testing of pre-cast concrete.
e. Measurement and payment will be at the Contract lump sum price.
Item 9: Stainless Steel Slide Gate and Appurtenances
f. This item consists of furnishing and installing stainless steel slide gate for the new headgate outlet for L73-36-7.
g. This bid item includes, but is not limited to:
i. Furnishing all labor, equipment, and materials necessary for installing Contractor-furnished stainless steel slide gate, wall thimble, gearboxes, and all other incidentals.
ii. This item also includes providing and installing all hardware and anchorage necessary for installation of Contractor-furnished Materials.
iii. This item also includes providing all labor, equipment, and materials necessary for field directed testing required by the BIA Representative.
h. Measurement and payment will be at the Contract lump sum price.
Item 10: Pipe Railing, Walkways, and Miscellaneous Metals
a. This item consists of providing and installing the pipe railings and any other miscellaneous metals associated with the LC73-36-1 Check structure, and the new headgate for L73-36-7 inlet.
b. This bid item includes, but is not limited to:
i. Furnishing all materials, tools, equipment, and labor necessary to provide and install pipe railings, chain railings, weir crest brackets, bulkhead channels, and any other miscellaneous metals in accordance with the Contract Documents.
ii. Structural steel, bar grating, anchors, and fasteners.
iii. Supplying and installing any miscellaneous metal work not specifically included in another item is considered incidental to the pipe railings and miscellaneous metals.
c. Measurement and payment will be at the Contract lump sum price.
Item 11: Demolition

i. Demolition, selective demolition, and disposal of all features designated for removal in the Contract Documents including existing concrete, rebar, steel, anchorage, reinforcement, slide gate, gate appurtenances, hoists, platforms, railings, and walkways.
ii. Legal disposal at an off-site facility.
iii. Salvaging any materials specifically identified in the Contract Documents as to be salvaged.

This Section defines the process whereby the Contractor will develop the Schedule of Values (lump sum price breakdown) for review and approval by the BIA Representative.
Monthly progress payment amounts for some bid items will be determined from the in-progress status (i.e., estimated percent complete) of the work features identified in Section 01 29 00 – Payment Procedures.

Approval Submittals
1. 01 29 73-1, Schedule of Values
a. Prepare and submit a detailed Schedule of Values for every work feature within 30 days from the date of Award or 14 days prior to the Pre-Construction Meeting, whichever occurs first.
b. The schedule of values must be sufficiently detailed to determine appropriate monthly progress payments.
c. The BIA Representative will be the sole judge of acceptable numbers, details, and descriptions of values established.
d. Adjustments and Acceptance
i. During the Pre-Construction Meeting, the level of detail and value allocations will be discussed to determine if the Schedule of Values provides an acceptable level of detail to support interim progress payments for the work features. The CO’s review of the Schedule of Values submittal shall be returned to Contractor within 7 days following the Pre-Construction Conference.
ii. Make necessary adjustments to the level of detail and/or value allocation and submit a revised Schedule of Values within 7 Days from the date of receiving the CO’s review comments.

DEFINITIONS
Schedule: Construction schedule using the Critical Path Method (CPM) of planning and scheduling a construction project. Activities are arranged based on activity relationships and network calculations identifying the “critical activities” that determine the earliest completion date.
Project Calendars: Cross reference between the number of workdays and calendar days. The project calendar serves as the basis for the day/date conversion and assigns workdays and non-workdays.
Resources: Equipment, labor or crews, materials, subcontractors, fabricators, manufacturers, and consultants.

CONSTRUCTION SEQUENCE
Prepare construction schedules using CPM, under concepts and methods outlined in the AGC Manual.
1. Establish workday calendar(s) and use these in the schedule to translate the activity’s workday duration into calendar dates. Use calendar names unique for this project, do not use software default calendar names. Save calendars as project calendars, not global calendars.
2. Prepare schedule based on required sequence and interdependence of activities.
3. Prepare detailed activity network for accomplishing required work organized by Work Breakdown Structure (WBS).

4. Activities except “Award” shall have predecessor activities and activities except “Contract Complete” shall have successor activities.
5. Include dates for interim milestones, critical interface events for BIA Representative, time or seasonal constraints specified in the contract documents, and contract completion.
6. Include work to be performed by subcontractors.
7. Develop the Construction Program to account for seasonal weather conditions.
8. If activity codes are utilized, use unique activity code names assigned as project codes rather than global codes. Utilize the WBS, in lieu of activity codes, for general organization of the schedule.
9. Define activities to a level of detail to result in no single activity having a duration greater than 20 workdays, unless otherwise accepted by BIA Representative.
a. Durations for administrative activities (e.g., submittals and reviews, fabrication, manufacturing) or other specific activities identified in the contract will not be subject to the workday limitation.
10. Include activities for BIA Representatives review and approval. Assign submittal review activities to a 7-day calendar with durations as specified in Section 01 33 00 – Submittals.
Include activities for issuance of submittals, submittal reviews, and fabrication or manufacturing activities when work involves significant quantities, long lead times, is on the critical path, or as requested by the BIA Representative.
11. Include contract title, contract number, and Contractor’s name on each sheet of the Gantt chart.
12. For each activity on the Gantt chart, display identification number, activity description, planned duration, start date, finish date, total float, and calendar identification.
13. Include table of abbreviations used in the schedule, listed, and defined alphabetically.
14. Use durations in units of whole workdays.
15. Equate durations for BIA Representative reviews and other identified actions to the maximum number of calendar days specified in their respective paragraphs.
Baseline Schedule:
1. Represents Contractor’s as-planned approach to accomplishing the work. Does not include actual start dates, percent completes, or actual finish dates.
Updated Schedule:
1. Meet weekly with the BIA Representative at a location approved by the BIA Representative, to review progress. Establish dates that activities were started and completed, discuss remaining durations for each activity started but not yet completed.

b. Submit revised schedule that accurately identifies actual start/finish dates, identifies corrective actions to recover schedule, or request approval to extend the construction schedule.

2. Provide a 3-week look-ahead schedule at weekly progress meetings.
3. Following receipt of an executed contract Modification, incorporate the activity data and logic relationships stipulated in the modification into the schedule for discussion at the next progress meeting.
4. The project schedule shall be updated and submitted to the BIA Representative for approval with the Contractor’s monthly progress payment.
5. Assign a unique project file name to each schedule update issued. Schedule updates shall be issued as a pdf and comply with the following file naming convention:

TIME IMPACT ANALYSIS
Provide a time impact analysis for contract changes, e.g., a change order, proposed modification, or value engineering change proposal, to support a claim or request for an equitable adjustment to the contract that involves a delay or accelerated schedule.
The BIA Representative may use the time impact analysis to determine if a time extension or reduction to the contract milestone dates is justified.
A time impact analysis is applicable whether the Contractor’s current schedule milestone dates are the same as, earlier, or later than those required under the contract.
Changes, additions, or deletions to activities, activity durations, or activity time frames will not automatically mean that an extension or reduction of contract time is warranted.
Time extensions for performance will be considered only to the extent that the Contractor’s current scheduled milestone dates exceed the contract milestone dates.
For each activity directly affected by a change or delay, include the current and proposed items:
1. Activity description
2. Types and quantities of major pieces of equipment, principal manpower, and pacing materials (materials that affect activity start, duration, or finish).
3. Activity duration.
4. A narrative containing the rationale used in developing the proposed logic relationships and activity data.
Float is not for the exclusive use by, or benefit of, either the BIA Representative or the Contractor.
Prepare a single time impact analysis for modifications issued after Notice to Proceed (NTP) and prior to approval of the baseline schedule. Submit the time impact analysis with the baseline schedule submittal.
Perform time impact analyses using data in the current, approved schedule at the time of the change or delay event.
1. Prepare proposed revised schedule and narrative description describing and highlighting where changes or delays are included.

2. Prepare summary comparing the results of two schedule analyses: One using current schedule data, and one using proposed schedule data incorporating the changes or delays.

b. Base mathematical analyses on status of work and available float from the time the CO directs or proposes changes to the work, the Contractor submits a value engineering change proposal, or when a delay occurs.
REVIEW AND EVALUATION
Baseline Schedule:
1. Within 14 calendar days after receipt of baseline schedule:
a. BIA Representative will accept or reject the proposed baseline schedule.
b. If schedule is rejected, revise and resubmit within 7 calendar days following the date of rejection.
2. Do not proceed with onsite work, except for mobilization and survey, until baseline schedule has been accepted.
Updated Schedules:
1. The BIA Representative will require 7 calendar days after receipt of each monthly update to review and accept or reject the updated schedule.
2. If the updated schedule is rejected, revise, and resubmit updated schedule within 2 calendar days following the date of the rejection letter.
3. The BIA Representative will schedule a pre-submittal meeting with the Contractor’s representative to review a draft updated schedule prior to the Contractor submitting the monthly Updated Schedule. Contractor will be required to provide weekly schedules starting one week before Phase 2 and for the duration of Phase 2. Contractor and BIA Representative will conduct a pre-submittal meeting two days before each Updated Schedule is submitted.
Failure to include any element of the work in the schedule will not release Contractor from completing work required by the contract.

If the BIA Representative arrives at different conclusions than described by the informational submittal, the BIA Representative may provide recommendations for Contractor’s consideration.

SUBMITTAL CONTENT
Provide a complete submittal package: Include all documentation and information necessary to satisfy the submittal requirements. If an incomplete submittal package is submitted for review, identify what elements are missing and the reason those elements were omitted. The BIA Representative reserves the right to reject partial submittals.
Product Data Sheets: For manufacturer data with multiple items, the elements being submitted for review shall be clearly identified.
Certifications:
Certifications by a registered professional: Signed and sealed by registered professional.
Manufacturer’s certifications: Signed by authorized representative of manufacturer.
SUBMITTALS PROCEDURES
Contractor shall review and approve all submittals prior to submitting them. Submittals without evidence of Contractor’s approval will be returned for resubmission.
Submittals shall be submitted electronically in portable document file (pdf) format through a web-based portal. Submittals that cannot be submitted electronically, such as material/product samples, shall be submitted to the BIA Representative. Note that in the case of product samples, four samples shall be submitted.
Distribution and review status of individual submittals shall be administered through the web-based portal.
Reviewed submittals and submittal disposition shall be returned/sent to the Contractor electronically in pdf format.

REVIEW OF SUBMITTALS
Time Required:
Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.
The review period for a submittal (or resubmittal) begins when a complete submittal package is received.
Time in Excess of Specified:
The BIA Representative may extend the contract completion date to complete work adversely affected by excess review time.
a. The time extension will be to the extent that excess review time caused delay to the contract completion date.
b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the time.
No time extension will be allowed if the Contractor fails to account for the specified review time in the project schedule.
Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a "suspension order" as the term is used in that clause.
Return of Submittals:
Submittals will be returned either approved, approved as noted, not approved, or acknowledging receipt.
For submittals not approved:
a. Revise and resubmit for approval.
b. Show changes and revisions.
c. Resubmit returned submittals within 28 days after receiving the comments.
d. In the resubmittal transmittal letter, describe how the submittal was revised and how comments on the initial (or previous) submission were addressed.
