About this opportunity
The U.S. Army Corps of Engineers Norfolk District is seeking a contractor to perform mechanical or bucket plant dredging for the Craney Island Eastward Expansion (CIEE) Pre-Dredging Phase 1C project. The primary work involves deepening the southeastern cell's main dike footprint to -41 feet mean lower low water (MLLW) and access channels to -25 feet MLLW, with two feet of allowable overdepth. The contractor will be responsible for dredging approximately 3 million cubic yards of material, transporting it via ocean-going scows to the Norfolk Ocean Disposal Site (NODS), and coordinating with Port of Virginia maritime users to minimize operational disruptions. The solicitation (W9123625B5002) was issued on January 13, 2025, with bids due by February 12, 2025, at 2:00 PM ET, and the evaluation will likely focus on technical capability, past performance, and overall project approach. A non-mandatory site visit is scheduled for January 27, 2025, at 9:00 AM EST at Craney Island.
The contract is unrestricted, with no specific small business set-aside, and falls under NAICS code 237990 for Heavy and Civil Engineering Construction. Five companies submitted bids ranging from $27,512,650 (Norfolk Dredging Company) to $83,140,727 (Cashman Dredging & Marine Co), indicating significant price variation. The project requires the contractor to perform at least 40% of work with their own organization and has a performance period of 572 calendar days after notice to proceed, with work to begin within 21 days of the notice. The work will take place in Portsmouth, VA, and includes obtaining a 3-year EPA Section 103 concurrence for ocean disposal. The estimated contract magnitude is between $25-100 million, with a bid guarantee requirement of 20% or $3 million, whichever is less. Additional requirements include environmental monitoring, endangered species observation, and compliance with water quality standards.

Update #2 · Latest ·
Required work includes new work dredging by mechanical or bucket plant at the southeastern cell of the CIEE. The southeastern cell main dike footprint is being deepened to a required depth of -41 feet mean lower low water (MLLW). Also, the central and southern access channel footprints are being deepened to a required depth of -25 feet MLLW. Two feet of allowable over depth dredging will be part of the contract dredging pay prism for both the main dike and access channel footprints. A main dike footprint not to exceed depth of -46 feet MLLW will be observed for this project. A central and southern access channel footprints not to exceed depth of -30 feet MLLW will be observed for this project. Material removed from the dike footprint will be received by ocean-going scows and placed at the Norfolk Ocean Disposal Site (NODS). The scope requires a 3-year US Environmental Protection Agency USEPA Section 103 concurrence, and the estimated volume to be placed at NODS is 3-million cubic yards. The Contractor shall be responsible for the following: dredging within the designated areas to the proposed and allowable pay depths, placing the removed material in ocean-going barges, transporting the ocean-going barges with the collected material to NODS, depositing the collected material at NODS, and communicating with the Port of Virginia maritime users to minimize impacts to vessel traffic and other dredging operations.
