About this file

This file contains technical specifications for the Craney Island Eastward Expansion Phase 1C dredging project in Portsmouth, Virginia. The specifications detail requirements for mechanical clamshell dredging of the southeastern cell main dike footprint to -41 feet MLLW with 2 feet of allowable overdepth, and central/southern access channels to -25 feet MLLW with 2 feet of allowable overdepth.

The work includes dredging approximately 3 million cubic yards of material, placing it into ocean-going scows, and disposing of it at the Norfolk Ocean Disposal Site (NODS). The contractor must coordinate with Port of Virginia maritime traffic, provide environmental monitoring, maintain safety requirements, and comply with all EPA and Virginia DEQ permits. Key administrative requirements include providing a Project Schedule, Quality Control Plan, Environmental Protection Plan, and various safety submittals. Payment will be made based on actual quantities dredged as measured by pre- and post-dredge surveys. The contractor may work 24/7 and must provide proper lighting, noise control, and safety measures. Multiple dredging contracts may be ongoing simultaneously in the area requiring coordination.

1.2 CONTRACT COST BREAKDOWN

The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.

1.3 SINGLE AND MULTIPLE JOB PAYMENT ITEMS

Payment items for the work of this Contract for which Contract job payments will be made are listed in the SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.3.1 Payment Item No. 0001 Mobilization and Demobilization for Placement at Norfolk Ocean Disposal Site (NODS)

All costs connected with the mobilization and demobilization of all of the Contractor's dredging plant and equipment as defined below will be paid for at the contract job price for this item. Sixty percent of the lump sum price will be paid to the Contractor upon completion of his mobilization at the work site. The remaining forty percent will be paid to the Contractor upon completion of demobilization. In the event the Contracting Officer considers that the amount in this item, sixty percent which represents mobilization and forty percent which represents

SECTION 01 20 00 Page 2 demobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment of actual mobilization costs, as determined by the Contracting Officer, at the completion of mobilization, and actual demobilization costs, as determined by the Contracting Officer, at the completion of demobilization. The determination of the Contracting Officer is not subject to appeal.

1.3.1.1 Mobilization

Mobilization must include all costs for operations accomplished prior to commencement of actual dredging operations. This must include as a minimum the following:

a. Transfer of dredge and attendant plant, barges, scows, and other like equipment and machinery for site work

b. All costs for any other associated work that is necessary in advance of the actual dredging operations.

1.3.1.2 Demobilization

Demobilization must include general preparation for transfer of plant to its home base, cleanup of all work sites, and transfer of plant to its home base.

1.3.1.3 Unit of Measure

Unit of measure: job.

1.3.2 Payment Item No. 0002 Contracting Officer Directed Placement Survey at NODS

The contract price per designated NODS placement area as directed for performance of a hydrographic survey at the direction of the Contracting Officer in accordance with survey methodology specified in Section 35 20

23. Payment of this item is for Contracting Officer directed surveys only and excludes reimbursement for other surveys required by the project specifications. (Price per Designated NODS Survey)

1.4 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this Contract on which the Contract unit price payments will be made are listed in the SCHEDULE and described below. The unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

1.4.1 Payment Item No. 0003 Dredging Main Footprint of the Craney Island Eastward Expansion to -41 Feet MLLW with Placement at NODS

Measurement and payment for Dredging will be made of the volume of material removed by dredging within the Dredging Prism as shown and in accordance with this Section. Dredging Prism is: the required dredging prism covering the project depth and width dimensions; and side slopes

SECTION 01 20 00 Page 3 exclusive of overdepth. Reference is made to the BID SCHEDULE which itemizes the estimated quantities of materials indicated in the dredging prism and will be the basis for variations in estimated quantities.

1.4.1.1 Payment

Payment for Dredging will be made at the applicable contract price which payment must constitute full compensation for dredging, coordination with Quality Assurance sampling and testing activities, monitoring, disposal of dredged materials at the designated disposal site, weather delays, idle time of the dredger, contractor's plant and attendant craft due to stoppages caused by ship traffic or debris, rubbish, foreign objects or obstructions and obstacles found in or on the seabed, complete.

Determination of final dredged quantities after having once been paid for, will not be reopened, except on evidence of collusion, fraud or obvious error. Monthly partial payments will be based on approximate quantities determined by Contractor progress, the approved Progress Schedule, and estimated quantities dredged. Allowable Overdepth: Two feet of allowable overdepth within the Main Footprint.

1.4.1.2 Unit of Measure

Unit of measure: cubic yard

The total amount of material dredged will be measured by computing the volume between the bottom surface shown by the soundings of the Government's pre-dredge survey, and the bottom surface shown by the soundings of the Government's post-dredge survey along with the dredging prism and in accordance with the survey time frame specified herein. The plans are believed to represent conditions existing as of the survey date shown and were primarily used in the design and quantity estimates only, and are not intended to be used for measurement and payment for dredging.

Misplaced materials (including any required removal and placement), excessive overdepth dredging and material falling or drawn into the cut from beyond the side slope plane or beyond the limits indicated will be excluded from the quantities for which payment will be made. Excessive overdepth dredging is considered any dredging outside of the allowable dredging prism as defined above. Commercially available software, the Triangulated Irregular Networks (TIN) made from post-processed survey soundings, representing the pre-dredge and post-dredge dredging conditions, will be used for quantity determination. Post-processed survey soundings includes reduction of data points by binning the multi-beam data into a maximum 3-foot by 3-foot cell size, using the average of all depths recorded in the cell as representative of the depth of cell center for computation purposes. The method of reducing the survey sounding data, including the cell size and the cell representative depth, is subject to change by the Contracting Officer. The dredging prism must be subtracted from the TINs, and the pre-dredge difference minus the post-dredge difference will represent the quantity dredged.

1.4.2 Payment Item No. 0004 Dredging Main Footprint Access Channels of the Craney Island Eastward Expansion to -25 Feet MLLW with Placement at NODS

Measurement and payment for Dredging will be made of the volume of material removed by dredging within the Dredging Prism as shown and in accordance with this Section. Dredging Prism is: the required dredging prism covering the project depth and width dimensions; and side slopes exclusive of overdepth. Reference is made to the BID SCHEDULE which itemizes the estimated quantities of materials indicated in the dredging

SECTION 01 20 00 Page 4 prism and will be the basis for variations in estimated quantities.

1.4.2.1 Payment

Allowable Overdepth: Two feet of allowable overdepth within the Main Footprint Access Channels.

1.4.2.2 Unit of Measure

1.4.3 Payment Item No. 0005 Contracting Officer Directed Standby Time

The contract price per day for Contracting Officer directed standby time must include the Contractor's costs for holding his plant, equipment, and crew on site until further direction is given by the Contracting Officer.

Time will be measured and paid for by the day (24 hours) and calculated to the nearest hour (1/24 day) for payment.

Progress Schedule; G

PART 2 PRODUCTS

Not Used

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Pursuant to the CONTRACT CLAUSE, SCHEDULE FOR CONSTRUCTION CONTRACTS, a project Progress Schedule as described below and specified in the CONTRACT CLAUSES must be prepared. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. The approved Project Schedule must be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of all progress payments as applicable.

3.2 PROGRESS SCHEDULE

The Contractor must submit his Progress Schedule to the Contracting Officer for approval at the Pre-Construction Conferences specified in

SECTION 01 32 01.00 10 Page 2

SECTION 01 30 00. The Progress Schedule must be prepared and certified as complete by the Contractor's Quality Control Representative in the form of a chart graphically indicating the sequence proposed to accomplish each work feature or operation. The chart must be prepared to show the starting and completion dates of all work features on a linear horizontal time scale beginning with date of Notice to Proceed, arrival date of Contractor's plant to the job site, all activities scheduled prior to dredging, dredging start and completion dates, calendar days to completion of all work, and contract completion date. Each activity in the construction must be represented by an arrow and must have a beginning and ending node (event). The entire project must have only one beginning node and one ending node. The arrangement of arrows must be such that they flow from the left to right. Each arrow representing an activity must be annotated to show the activity description, duration and cost.

The Contractor must indicate on the chart the important work activities that are critical to the timely overall completion of the project. Key dates for important features or portions of work features are milestone dates and must be so indicated on the chart.

3.3 PROGRESS SCHEDULE FORMAT

Any computer software utilized by the Contractor to produce the Project Schedule must be capable of providing all requirements of this specification. Failure of the Contractor to meet the requirements of this specification must result in the disapproval of the schedule.

3.3.1 Level of Detail Required

The Project Schedule must include an appropriate level of detail.

Failure to develop or update the Project Schedule or provide data to the Contracting Officer at the appropriate level of detail, as specified herein and directed by the Contracting Officer, will result in the disapproval of the schedule. The Contracting Officer will use as a minimum, but is not limited to, the following conditions to determine the appropriate level of detail to be used in the Project Schedule:

3.3.2 Activity Durations

Contractor submissions must follow the direction of the Contracting Officer regarding reasonable activity durations. Reasonable durations are those that allow the progress of activities to be accurately determined between payment periods (usually less than 2 percent of all non-procurement activities' Original Durations are greater than 20 days).

3.3.3 Government Activities

Government and other agency activities that could impact progress must be shown. These activities include, but are not limited to:

a. Required Contractor submittals for Government approval

b. Inspections required by the contract

c. Government Hydrographic Surveys for Payment

3.3.4 Responsibility

All activities must be identified in the project schedule by the party responsible to perform the work. Responsibility includes, but is not limited to: subcontractors, contractor's work force, and government personnel or agency performing a given task. Activities must not belong to more than one responsible party. The responsible party for each

SECTION 01 32 01.00 10 Page 3 activity must be identified by a designated Responsibility Code.

3.3.5 Work Areas

All activities must be identified in the project schedule by the work area in which the activity occurs. Activities must not be allowed to cover more than one work area. The work area of each activity must be identified by a designated Work Area Code.

3.3.6 Constraint of Last Activity

Completion of the last activity in the schedule must be constrained by the contract completion date. Calculation on project updates must be such that if the early finish of the last activity falls after the contract completion date, then the float calculation must reflect a negative float on the critical path. The Contractor must include as the last activity in the project schedule an activity called "End Project".

The "End Project" activity must have an "LF" constraint date equal to the completion date for the project, and a zero day duration.

3.4 UPDATED SCHEDULES

Update of the Progress Schedule must be at weekly intervals or when the construction schedule has been revised. Reflect any changes occurring since the last update and certify by signature of the Contractor's Quality Control Officer and submit to the Contracting Officer as specified.
