About this file
This is a Site Management and Monitoring Plan (SMMP) for the Norfolk Ocean Dredged Material Disposal Site (ODMDS), developed jointly by the EPA and U.S. Army Corps of Engineers pursuant to the Water Resources Development Act Amendments of 1992 and Marine Protection, Research, and Sanctuaries Act of 1972. The plan establishes monitoring and management requirements for ocean disposal activities at the Norfolk ODMDS, which is located 17 nautical miles from land at coordinates 36°59' north latitude and 75°39' west longitude.
The SMMP outlines specific management requirements including: disposal methods (hopper dredge, dump scow, or pipeline discharge), monitoring of bathymetry and environmental impacts, quantity limits (1.3 billion cubic yards total site capacity), and detailed reporting requirements for each disposal operation. Key monitoring elements include physical surveys, ecological monitoring of benthic life, and chemical analysis of sediments. The site currently receives 100-500K cubic yards of material every three years from Naval Facilities at Yorktown, with capacity to accept approximately 3.5 million cubic yards annually from the Craney Island Dredged Material Management Area if needed. The plan is effective for 10 years from the February 2019 signature date and requires vessels to use differential GPS positioning and maintain specific disposal records that are reported weekly to EPA Region III.
