About this opportunity

The U.S. Army Corps of Engineers Norfolk District seeks firm-fixed-price construction services for maintenance and rehabilitation of the Fort Eustis Dredge Material Management Area (FEDMMA) at Joint Base Langley-Eustis, with bids due December 1, 2026, following six amendments that extended the deadline from the original July 23, 2025 date. This is a 100 percent small business set-aside restricted to offerors registered in SAM.gov under NAICS code 237990, Other Heavy and Civil Engineering Construction.

Place of performance is Fort Eustis, Newport News, Virginia. The work involves raising and regrading disposal site berms from current elevation 34 feet to 36 feet (approximately 1.5 miles circumference), relocating two existing spill boxes 50 to 60 feet into the disposal site with associated pipeline extensions, regrading the access road and dirt stone ramp to match the new elevation, and clearing and grubbing perimeter areas. All fill material is available within the disposal site. Contract magnitude is estimated between $5 million and $10 million, awarded to the lowest responsive, responsible bidder based on total price across five contract line items (mobilization/demobilization, dike raising, base spill box installation, optional second spill box installation, and optional access road work).

Definitive Responsibility Criteria require offerors to demonstrate as prime contractor at least one military installation or Army Corps of Engineers construction contract within the continental U.S. completed within the past ten years (minimum $1 million value), and at least one construction contract in marshy or wet environments completed within ten years (minimum $1 million); plus prime or subcontractor experience moving, placing, and compacting greater than 6,000 cubic yards of fill material on a federal construction contract completed within ten years (minimum $1 million). Performance bonds equal to 100 percent of contract price and a bid guarantee of 20 percent of bid price or $3 million (whichever is less) are required. The contractor must mobilize within 60 calendar days of award and complete all work within 365 calendar days. Liquidated damages are $860 per calendar day of delay. The contract carries a DO-C2 defense priority rating, is subject to Davis-Bacon wage requirements (Wage Determination VA20260201), and requires compliance with OSHA, Army safety regulations, and environmental waste diversion (50 percent from landfills). Bids are submitted electronically via PIEE with public bid opening December 2, 2026 at 10:00 a.m. EDT via teleconference. Contracting officer is Michael Hagerty (757-201-7303, Michael.Hagerty@usace.army.mil); contract specialist is Michael Stevenson Jr. (757-201-7233, Michael.L.Stevenson@usace.army.mil).
