About this opportunity
The Defense Logistics Agency Energy (DLA Energy) is procuring Contractor-Owned, Contractor-Operated (COCO) and Government-Owned, Contractor-Operated (GOCO) retail and bulk fuel dispensing services for ultra-low sulfur diesel and unleaded gasoline at United States Army Garrison Hawaii locations—specifically Schofield Barracks and Wheeler Army Airfield. The contractor must provide all personnel, equipment, facilities, and materials necessary for fuel receipt, storage, handling, and issue operations, with no government facilities or equipment furnished for the COCO requirement. Key contract requirements include compliance with Service Contract Labor Standards, implementation of cybersecurity controls per NIST SP 800-171, environmental compliance and spill response capabilities, security protocols including Common Access Card requirements for personnel, and comprehensive operational planning across staffing, maintenance, safety, and facility management. The solicitation employs a Lowest Price Technically Acceptable (LPTA) evaluation methodology with three evaluation factors: Technical/Management (rated Acceptable/Unacceptable based on staffing, operations, maintenance, and contractor-furnished facilities), Past Performance (Acceptable/Unacceptable based on relevant and recent contract experience), and Price (firm-fixed-price monthly use charges). The proposal due date is March 26, 2026, at 1:00 PM EST; questions must be submitted by February 23, 2026; and a pre-proposal conference was held on February 18, 2026.
This solicitation includes no small business set-aside. The GOCO base period runs five years from April 21, 2026, through April 20, 2031, while the COCO base period runs four years from April 21, 2027, through April 20, 2031, with both followed by four five-year option periods and one 4.5-year option extending through October 20, 2055, plus a potential six-month extension—representing a total contract span potentially exceeding 29 years. At Schofield Barracks (COCO), the contractor must establish a new retail and bulk fuel facility operational within 12 months of award, supporting projected monthly volumes of 15,000 gallons Jet A, 3,500 gallons ultra-low sulfur diesel, and 1,200 gallons unleaded for retail operations plus 30,000 gallons Jet A and 1,800 gallons ultra-low sulfur diesel for bulk operations. At Wheeler Army Airfield (GOCO), the contractor operates the existing bulk facility with three 20,000-gallon F-24 fuel tanks supporting approximately 1.9 million gallons annually. Performance locations are Schofield Barracks and Wheeler Army Airfield, both located in Hawaii, with no specific budget or award value disclosed in the solicitation materials.
