About this opportunity

The Defense Logistics Agency Energy has published a Notice of Intent to Award a Sole Source Contract for fuel dock services at Port Tampa, Florida. This special notice announces DLA Energy's intention to award a nine-year firm fixed price contract to Chevron U.S.A. Inc. for unloading government-owned aviation jet fuel from tankers and barges at the port dock. The services include transferring the fuel via a government-owned pipeline to the DFSP Tampa facility at MacDill Air Force Base. The sole source award is justified under FAR 6.302-1 as only one responsible source exists that can satisfy the agency's requirements. This notice is published in accordance with Federal Acquisition Regulation requirements for proposed contract actions and is not a request for competitive proposals.

The primary objective of this contract is to ensure uninterrupted support for government customers' jet fuel needs, with an annual throughput requirement of 500,000 barrels of JET-A/JAA fuel. Interested vendors who believe they can provide the requested services may submit capability statements by July 8, 2025, at 9:00 AM local time via email to the contracting officer. The contract falls under NAICS code 493190 with a size standard of $34.5 million, and vendors must demonstrate the ability to construct pipeline infrastructure and establish connection points to the government's pipeline by the contract start date. A new government-funded pipeline replacement project is scheduled for completion by June 2026, which contractors would need to accommodate. The agency has determined there are no planned actions to create a more competitive procurement environment for these dock services at Port Tampa.
