About this file

This document is a Questions and Answers file for solicitation SPE603-26-R-0517 related to fuel station operations at Schofield Barracks/Wheeler Army Airfield in Hawaii. The file addresses 86 numbered questions and government responses covering staffing, facility operations, construction, utilities, environmental compliance, and contract administration. Key clarifications include: Full-time equivalent (FTE) calculations for part-time employees are based on 2,080 annual hours for full-time and variable hours for part-time positions (e.g., 520 hours ÷ 2,080 = 0.25 FTE); the Operations and Staffing Plan and Safety Plan must be submitted as part of the Technical/Management Proposal within the 75-page limitation; proposals may be evaluated and award made without discussions per FAR 15.203; and the COCO (Contractor-Operated, Contractor-Owned) fuel facility will be available 24/7 to customers (automated) with manned operations from 0700-1600 Monday through Friday. The contractor is responsible for minor repairs at the COCO and must submit major repairs to USACE Huntsville; DLA Energy will provide computer hardware for fuels transactions and EBS/APSR software; and the contractor must pay monthly utility invoices for the COCO facility.

The document addresses extensive site-specific questions regarding construction, infrastructure, and environmental requirements. Government responses direct offerors to various amendments and attachments for details on: site surveys and easement documentation (Amendment 0005, Attachment IV); environmental assessments and geotechnical reports (Amendment 0003, Attachments IV, V, VI); utility infrastructure, DPW requirements, and construction permits (DPW Memo Amendment 0005, Attachment V); and the Installation Design Guide (Amendment 0005, Attachment VI). Other critical responses include confirmation that plans applicable to the existing GOCO facility may be submitted within 30 days of contract award, with COCO-specific plans following individual PWS timelines; the contractor is not responsible for main road turn lanes; contractors must comply with a Memorandum of Agreement between DLA-Energy and USAG-HI; proposed construction duration is acceptable at 12 months from date of award; and the due date for proposals was extended to March 26, 2026 per Amendment 0004 to maximize competition.

SPE603-26-R-0517 Schofield/Wheeler - Questions # Document Page Paragraph Question

1 SF1449 169 Section L & M

Section M states the Government may evaluate proposals and make award without discussions. To ensure offerers appropriately allocate proposal effort and risk, please clarify the Government’s intended acquisition approach regarding discussions and/or negotiations. Should offerers assume the Government intends to make award without discussions, or does the Government anticipate conducting discussions prior to award?

See FAR 15.203.

2 SF1449 169 Section L & M

The solicitation states, “A full-time employee must equal 2,080 annual hours and part-time employee(s) must equal 1,040 hours.” This language appears to establish a fixed annual hour requirement for each part-time employee. Please clarify whether the Government intends to prescribe minimum annual hours for individual part-time personnel, or whether this language is intended only to define a labor-hour equivalency for evaluation and pricing purposes. For example, may offerers propose personnel working any number of hours (e.g., 500, 800, or 1,500 hours annually), provided the total proposed labor hours meet or exceed the required level of effort?

No, the government does not intend to prescribe a minimum number of hours or a part-time employee.

Offerors must calculate each employee’s proposed hours into a portion of FTE.

Example: 520-hrs (÷) 2080 = .25 FTE (This means it requires 25% of a full-time person's time for a year).

3 PWS 15-16 C-4.1

The solicitation states in both Section M (Staffing Evaluation under Sub-factor 1) and Section C-4.1 that “A full-time employee must equal 2,080 annual hours and part-time employee(s) must equal 1,040 hours.”

Because this language appears in both the evaluation criteria and the PWS, it may be interpreted as prescribing minimum annual work hours for individual part-time personnel as well as establishing a requirement that could impact proposal evaluation.

Please clarify whether the Government intends to mandate minimum annual hours for each part-time employee, or whether this language is intended only to establish a standard labor-hour equivalency for expressing staffing in Full-Time Equivalents (FTEs). For example, may offerers propose personnel working any number of hours (e.g., intermittent, seasonal, less-than-half-time, or greater-than-half-time), provided the total proposed labor hours meet or exceed the required level of effort?

Repeat of Q2.
