About this file

This is a memorandum from the U.S. Army Installation Management Command Headquarters at Wheeler Army Airfield, Hawaii, dated March 17, 2026, providing guidance to the Defense Logistics Agency (DLA) regarding design and construction requirements for a COCO (Contractor-Owned, Contractor-Operated) Energy Terminal Operations facility at Schofield Barracks, Hawaii.

The memorandum addresses ten key design and construction considerations for the COCO facility. Schofield Barracks lacks an on-site landfill for construction debris, requiring disposal at PVT facility with sampling requirements and environmental manifesting. Entry and exit routes should be positioned at opposite ends of the site rather than fronting McMahon Road to reduce traffic impact on families and facilitate tactical vehicle convoys. Tree removal above 15 feet is prohibited from June 1 to September 15 during bat pupping season per DPW policy. Utilities are stubbed within five feet of the COCO easement; sewer and electrical connections require submissions to Aqua Engineers and HECO respectively, with specific connection parameters provided (8-inch pipe at 50-inch depth for sewer; 150kVA, 3-phase, 480/277 transformer). A new fire hydrant exists on the COCO easement with Central Station radio fire alarm systems required per NFPA standards, with antenna installation as the contractor's responsibility. The facility requires remote containment for tank truck loading/off-loading operations with no alternative spill control methods permitted; an oil-water separator connected to sanitary sewer does not meet secondary containment requirements. DPW OMD maintains responsibility for grounds outside the COCO fenceline; contractors must submit Army Maintenance Application (ArMA) requests for grounds maintenance. Building permits are required from both DPW and the State of Hawaii (NPDES permit). Hazardous waste management for GOCO operations is controlled by base environmental office, while COCO operations hazmat responsibility falls to the contractor. COCO site physical security, including CCTV system purchase, installation, and monitoring, is the contractor's responsibility, with coordination required with the Physical Security Office regarding system type, monitoring, recording duration, and access permissions.
