About this opportunity
The Naval Air Systems Command is soliciting proposals for Contractor Logistics Support (CLS) Follow-On services to support the United States Marine Corps MQ-9A Unmanned Aircraft System (UAS) program under a Firm-Fixed Price and Cost (No Fee) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement encompasses Organizational-Level maintenance and qualified pilot and sensor operator aircrew services at Main Operating Bases, Forward Operating Bases, and deployed sites in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Key requirements include achieving specific performance metrics (75% Mission Capable Aircraft Rate, 50% Full Mission Capable Aircraft Rate, 90% Operational Availability Rate, and 96% Aircrew Availability Rate), maintaining CMMC Level 2 cybersecurity certification, and providing transition phase-in and phase-out services. The Government will evaluate proposals using a best-value tradeoff approach with Past Performance weighted as the most important factor, followed by Technical, Price, and Small Business participation (Acceptable/Unacceptable basis). Offerors must submit proposals by April 6, 2026 at 2:00 PM Eastern Time, with questions accepted until 10 calendar days after RFP issuance (March 1, 2026) at the discretion of the Contracting Officer if received after that date.
This solicitation carries no set-aside designation and does not identify a specific incumbent contractor. The total estimated contract value across all three ordering periods (February 1, 2027 through January 31, 2030) is $31,910,822, with travel costs capped at $30,816,464 and other direct costs at $1,094,358. The contract covers support at four Marine squadron locations: VMU-1 and VMX-1 at MCAS Yuma, Arizona; VMUT-2 at MCAS Cherry Point, North Carolina; VMU-3 at MCBH Kaneohe Bay, Hawaii; and INDOPACOM deployed sites. Service requirements include support for up to six aircraft operating on a 24/7 basis at specified locations, with multiple Ground Control Stations requiring maintenance and aircrew services. Non-small business offerors must demonstrate at least 18% small business participation, and all proposed subcontractors must maintain current SAM registrations and appropriate certifications for the work assigned.
