About this file
This is a Small Business Participation Commitment Document (SBPCD) template for use by Large Business (LB) prime contractors responding to federal solicitations. The document requires contractors to document their planned subcontracting strategy, including total contract value, subcontracted amounts, and specific commitments to small business participation across socioeconomic categories. Contractors must identify the dollar values and percentages allocated to small business (SB) subcontractors relative to total contract value, and separately itemize commitments to disadvantaged small businesses (SDB), women-owned small businesses (WOSB), HUBZone-certified firms, veteran-owned small businesses (VOSB), and service-disabled veteran-owned small businesses (SDVOSB). The document emphasizes that firms qualifying in multiple socioeconomic categories should be counted in each applicable category, and that VOSB commitments must equal or exceed SDVOSB commitments by definition.
The template requires contractors to list specific small business participants in Section 3, including company name, CAGE code, applicable business categories, assigned NAICS code, and a description of planned work. The document specifies that no more than 10 small business participants should be listed, though contractors must commit to meeting stated goals for all socioeconomic categories identified in Section 2, even if no specific firms are listed for those categories. In such instances, contractors must provide written explanations of how those category goals were estimated. All columns in the participant table must be populated with no blank entries, and work descriptions should reflect the actual nature of planned work rather than generic NAICS descriptions. This template applies to the Navy's Contractor Logistics Support (CLS) Follow-On, FY 27-30 solicitation (N0001926R1000) for MQ-9A Unmanned Aircraft System support services.
