About this file
This is a Questions and Answers document from a federal contract solicitation addressing clarifications requested by prospective offerors.
The document contains five questions and corresponding government responses. Question 1 confirms that only files listed in the PIEE notice should be used for proposal development, with duplicate attachments to be disregarded. Questions 2 and 3 address requests for the Technical Library and Attachment 5, with responses indicating these materials are provided per solicitation guidelines and available upon request. Question 4 addresses the past performance recency evaluation criterion specified in Section M-1, III, B. An offeror requested the government extend the recency period from three years to seven years to increase competition, citing a recent Air Force MQ-9 solicitation that used a seven-year standard. The government declined this request, stating that past performance information older than three years is often unavailable in CPARS and therefore the government will not extend the recency date. Question 5 requests historical manning data from the Site Manning Matrix to understand current FTE levels supporting the program. The government declined to provide historical manning reports, stating that offerors are expected to calculate and propose manning levels based on the PWS requirements and Site Manning Matrix to demonstrate their understanding and capability to perform the effort.

# Question Answer 1 We are in receipt of the final subject solicitation. There are several duplicate attachments amongst the files when downloaded, which leads to confusion. Please confirm that the solicitation files listed in the PIEE notice are the only applicable files to be considered as the final solicitation files.
Only files included in the final solicitation should be used for proposal development
2 Respectfully requests access to the Technical Library Provided per solicitation guidelines; available upon request
3 We require Attachment 5 for proposal development. Can you please provide per the SAM Screenshot below?
Provided per solicitation guidelines; available upon request
4 Section M-1, III, B Other Evaluation Definitions. The solicitation definition for “Recency” states “A measure of the elapsed time since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant. Past performance references that are older than 3 years from the original release date are not considered recent and therefore are not considered relevant. As it pertains to recent past performance, the more recent past performance references are considered better indicators of future performance.” Our company has vast experience supporting the MQ-9 specifically and we believe that the competition would be increased to the significant benefit to the government if the past performance recency was adjusted. A recent Air Force solicitation (FA862025R0009) for MQ-9 support had a seven-year recency requirement for past performance. The Air Force realized that greater competition would be achieved with a 7-year recency.
Question - Will the government consider changing the RECENCY definition to “A measure of the elapsed time since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant. Past performance references that are older than 7 years from the original release date are not considered recent and therefore are not considered relevant. As it pertains to recent past performance, the more recent past performance references are considered better indicators of future performance.”
Past Performance information older than 3 years is often unavailable within CPARS. Accordingly, the Government considers past performance older than 3 years from the solicitation release date to not be recent for the purposes of a relevancy determination and will not extend the recency date in the solicitation.
5 Att L-6 Vol 3 Site Manning Matrix. The Site Manning Matrix provides an excellent starting point to build the staffing. Combined with the PWS requirements all offerors should be able to develop a clear depiction of the proposed manning support for the maintenance and aircrew. However, to help ensure all offerors understand the current manning support, it would be beneficial for the government to provide the historical total number of FTEs supporting this requirement today.
Question - Would the government consider providing the historical manning that currently supports this program?
The Government does not have detailed reports for historical manning that is currently used for this program by the incumbent contractor. Offerors are expected to calculate and propose manning to exhibit their understanding and capability to perfom this effort.
