About this opportunity
The Department of the Air Force Air Education and Training Command seeks installation of new stand-alone network camera security systems across six buildings at Joint Base San Antonio Lackland, with quotes due June 2, 2026, and questions due May 19. This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, NAICS code 561621 (Security Systems Services), with SBA size standard of $25 million.
Place of performance is San Antonio, Texas (JBSA Lackland, 1350 Scott Drive). The system is stand-alone, air-gapped from Air Force networks, and processes no classified or sensitive data. Work must occur between 7:00 a.m. and 4:00 p.m. CDT, Monday through Friday, excluding federal holidays; weekend and after-hours work is permitted at no additional government cost.
The scope requires removal of 219 existing cameras and installation of 222 new TVI high-definition transport video cameras (218 indoor surface-mount dome cameras, 4 outdoor dome cameras, all 4-megapixel with day/night capability and power-over-Ethernet support). The system includes four 64TB Network Video Recorders configured for 24/7/365 recording with minimum 30-day retention; three Core i3 workstations with 8GB RAM; eight 43-inch 4K LED televisions; thirteen managed PoE+ switches (24 Gigabit ports minimum, 370W PoE budget); 12,000 feet of CAT6A plenum cable; six uninterruptible power supplies (600W minimum); fourteen SFP transceivers (1000BASE-LX); five 6U wall-mounted rack enclosures; and 222 Enterprise Edition camera connection licenses supporting H.265, H.264, and MJPEG compression with ONVIF Profile S, G, and T compliance. All equipment must meet TAA and NDAA Section 889 requirements. The contractor must provide engineering, installation, commissioning, training, and manufacturer warranties with operational manuals. Final inspection and acceptance will be conducted by Mr. Timothy Donelson, 37 TRSS. The contract will be awarded on a firm fixed price basis using lowest priced, technically acceptable evaluation. Quotes must remain effective for 90 days; price quotations must be held firm for 60 calendar days from closing. Offerors must quote on all six line items (CLINs 0001–0006, one per building) and attend a non-mandatory site visit on May 12 at 10:00 a.m. CDT; installation access passes require advance notification by May 5. Offerors must be registered in SAM, have current representations and certifications, and possess electronic invoice capability (WAWF). Approximately 120 days are available for project completion, with invoicing permitted upon completion and government acceptance of each building.
