About this file

This is a Questions and Answers document for federal solicitation FA301626Q0025, Amendment I, addressing a camera security systems installation project at JBSA-Lackland for six buildings (10251, 10253, 10255, 10261, 10263, and 10265).

The project requires installation of 222 total cameras (218 indoor dome cameras and 4 outdoor Pan/Tilt/Zoom cameras), 12 network switches (two per building), and approximately 12,000 feet of CAT6e cabling per building, with 4 NVR servers for centralized monitoring in Building 10253. All hardware must be TAA and NDAA compliant. The system is standalone and air-gapped from Air Force networks, with contractors responsible for full turnkey deployment including VLAN configuration, IP addressing, and network integration. Existing inter-building fiber infrastructure connecting the buildings to the monitoring center in Building 10253 is available for use if operational; contractors must replace non-operational fiber or provide alternative connectivity as needed. Contractors are responsible for supplying ceiling access points, outdoor-rated equipment where needed, lifts for PTZ camera installation, and a 30-amp electrical circuit for UPS backup power. Work must occur between 0700-1600 when students are not in buildings. The government does not provide Government Furnished Equipment, site visit attendee lists, conduit/pathway drawings, or wage determinations. No CMMC or cybersecurity requirements apply due to the standalone nature of the system. Contractors must factor worst-case scenarios into quotes regarding cable routing and pathway accessibility, with no change orders available for unforeseen routing conditions or pathway blockages. Project completion requires demonstration that all systems are operational before closeout.

Question 1: Will the Government please provide a Site Visit Attendee List for both Site Visits?

Government Response: If the contractor attended both site visits, the contractor should have received a copy of the sign-in sheet for both site visits. The site visit sign-in sheet is for the Government’s documentation. It is provided to the attendees as a courtesy.

Question 2: Due to the number of questions and Memorial Day holiday, will the Government please grant a 2 week extension from the date of Q&A release?

Government Response: There will not be an extension to the posting of the questions. The requirement is still the same. There were an exhaustive number of questions from the first site visit.

These additional questions and answers should provide additional clarification to the contractor and aid in providing their best quote/estimate.

Question 3: What is the expected Period of Performance?

Government Response: The expected period of performance will depend on the award date.

Question 4: What are the estimated start and end project dates?

Government Response: The estimated start and end date will depend on when the contract is awarded.

Question 5: The Government would like the ability to Pan/Tilt/Zoom security controlled cameras in some locations. Since PTZs are very different cameras than domes, where would you like these PTZ cameras on the camera plan?

Government Response: They are listed on the Bldg. layout for 10255 3rd floor as outside cameras.

Question 6: Documents call for 14 switches, but we can only account for 11 per description, 2 @ B10251, 1 @ B10253, 2 @ B10255, 2 @ B10261, 2 @ B10263 and 2 @ B10265 = 11. Where are the other 3 switches being located?

Government Response: There are 12 switches two for each of the Bldgs. 10255, 10263, 10265, 10263, 10261, and 10251

Government Response: There is no GFE listed with this requirement.

Question 8: Are there any other hardware requirements, for example FIPS 140-2, NDAA, TAA etc.?

Government Response: Yes, all hardware must be TAA and NDAA compliant

Question 9: Will the government allow remote access to system during installation for final camera aiming?

Government Response: If needed.

Question 10: Is there cybersecurity, STIG, RMF, or Air Force network compliance requirements for the installed camera system?

Government Response: System needs to be a standalone not connect to any of the Air Force network and must be TAA and NDAA compliant.

Question 11: Are telecom closets environmentally conditioned and properly ventilated for new PoE switching equipment?

Government Response: Yes.

Question 12: Is electrical load capacity within each IDF/closet sufficient for the proposed switching and UPS equipment?

Government Response: Yes.

Question 13: Is grounding or surge protection required for exterior cameras beyond what is identified in the SOW?

Government Response: No.

Question 14: Will the Government provide VLAN configuration, switch programming, IP addressing, and network integration support, or is that fully contractor responsibility?

Government Response: Fully contractor responsibility looking for a turn key system.

Question 15: If fiber is “not part of the camera system,” what existing transport method allows Building 10253 to receive footage from all buildings?

Government Response: The camera system does have fiber running from each bldg. The fiber is runs from bldg. to bldg. from the maintenance hole near the buildings. located in the courtyard area, to the mechanical room located on the first floor, to the server room located on the second floor.

Question 16: What existing network infrastructure currently provides communication between Buildings 10251, 10255, 10261, 10263, 10265, and the monitoring center in Building 10253?

Government Response: The bldgs. are connected with fiber. See Q.15 for answer.

Question 17: Would Government fiber be available for use between buildings for the Camera video system for Buildings 10251, 10255, 10261, 10263, 10265, and the monitoring center in Building 10253?

If so, what is the fiber type (MMF, SMF, OM3, etc.) and termination end types (ST, SC or LC)?

Government Response: Yes you can use the existing fiber if connections is good.

Question 18: Is the contractor responsible for providing any interbuilding network backbone connectivity required for video transmission?

Government Response: If needed.

Question 19: Are existing interbuilding network pathways operational, tested, and available for contractor use?

Government Response: If existing fiber is tested and is operational then use it, if not operational then it will need to be replaced.

Question 20: Are there any conduit fill calculations, pathway drawings, or utility maps available for review?

Government Response: No maps are available. See Q15 on how fiber is connect to the bldgs.

Question 21: Has anyone verified that existing pathways are physically accessible and capable of supporting the 222 new cable pulls?

Government Response: The government knows the pathways are operational. This was seen on the walk through as some of the cameras were shown operational on the TV in Bldg. 10253.

Question 22: Are there inaccessible ceiling areas or restricted zones that may require special scheduling, escorts, or phased work?

Government Response: The only scheduling is work must done from 0700 – 1600 when students are not in the bldgs.

Question 23: Will cable certification and test reports be required at project closeout? If so, what standards are required?

Government Response: The government requires turn key system and must be shown that everything is operational before we can close out the project.

Question 24: Is there an existing approved penetration/core-drilling process for unforeseen routing conditions?

Government Response: No. But if needed we can ask for additional approval.

Question 25: Will the Government allow additional onsite discovery time after award but before full deployment begins if hidden infrastructure conditions are encountered?

Government Response: Yes, but the awarded quote amount is the finalized amount.

Question 26: If pathways become blocked or unusable, will additional conduit installation or alternative routing be approved through change order?

Government Response: No, contractor should factor worst case option when submitting quote.

Question 27: Can the government identify the main computer room (room number) and the main distribution facility (MDF) (room number) in each building?

Government Response: Yes, this is listed in the layout and SOW.

Question 28: Please identify the room numbers of the intermediate distribution facilities (IDF) and telephone rooms (TRs) in each building and on each floor.

Government Response: Refer to SOW and bldg. layout.

Question 29: Is there a dropped ceiling in all areas of installation?

Government Response: Yes.

Question 30: If no fiber or copper inter-building connectivity exists, is wireless connectivity between buildings acceptable?

Government Response: Refer to Q15 for answer.

Question 31: Can the Government confirm which wage determination (if any) will apply to this contract so that we may prepare an accurate and compliant proposal?

Government Response: A wage determination is not attached to this requirement.

Question 32: the Government noted that CAT6 cabling might exceed 100 meters and that fiber is not part of the system. Because industry standards dictate that CAT6 data transmission degrades beyond 328 feet, and because the system must be entirely air-gapped from the AF network while transmitting all remote building footage to Building 10253, how does the Government intend for the contractor to bridge the connection between buildings? Will the Government accept the use of contractor provided inter-building fiber optic links to ensure a functional, turnkey network, or must the contractor utilize outdoor-rated PoE extenders and additional enclosures? See previous Q&A #138 Government Response: Yes the government intends for the contractor to bridge through fiber link as long as it turn key.

Question 33: The Salient Characteristics explicitly lists quantities of (4) 64TB NVRs and 12,000 FT of CAT6e cable. However, previous Q&A #131 and Q&A #56 indicate the contractor should appropriately size the servers and add more cable to meet the actual requirements of the facility.

Government Response: The 4 NVG are correct as stated in Q 138 previously if more Cat6 is needed contractor should update in quote.

Question 34: Because this is an LPTA procurement where the lowest price wins, how will the Government normalize the price evaluation if Offeror A quotes exactly what is listed in the SOW (4 NVRs and 12,000 FT of cable), while other Offerors quote the substantially higher quantities actually required to provide a functional, turnkey system? Will the Government issue an amendment revising the Salient Characteristic quantities to reflect the true estimated minimums required?

Government Response: The awarded will be awarded to the LPTA technically acceptable offeror who provided the quote in accordance with the solicitation, SOW and Salient Characteristics. What the customer stated in the SOW is what the customer believes to be true. Now, if after award, there is a deficiency, that will be worked out between the customer and the contractor who was awarded the contract.

Question 35: Previous Q&A #111 confirms that the camera system does not require audio. However, Amendment II SOW Section 12 (Testing) still states that the Government will observe the demonstration 'to ensure the audio system meets the Government’s needs'. Can the Government confirm that Section 12 will be revised to remove the audio testing requirement prior to award?

Government Response: Audio will not be needed for this project and will be removed from final

SOW that will be Attachment 1 to the awarded contract.

Question 36: The project specifications call for 218 indoor dome cameras. Based on site walk and observed conditions, approximately 202 of these cameras will be installed in exterior locations under awnings or soffits, where they will be exposed to indirect moisture, humidity, temperature fluctuations, and environmental contamination (dust, wind driven rain, etc.). Will the camera count be updated to 206 outdoor cameras rather than 4?

Government Response: The correct camera count is 222 camera however 4 PTZ camera will be consider outdoor cameras, making the total for indoor cameras 218.

Question 37: Please confirm the approximate length of cable that will need to be pulled for this requirement?

Government Response: The government will change the length to 12000 square per bldg. in the final SOW that will be Attachment 1 of the awarded contract. Contractor should factor worst case option when submitting quote.

Question 38: Majority of the cameras are indicated as “indoor” units; however, I understand that these cameras are physically installed in exterior settings. Could you please advise whether the counts will be adjusted to accurately reflect the number of cameras that should be outdoor-rated and without mounts?

Accurate accounting is essential to ensure proper equipment specifications and to avoid potential performance or durability issues.

Government Response: Refer to SOW and Salient characteristics.

Question 39: Is the contractor expected to connect each building’s camera system to the existing base-provided network infrastructure (including existing inter-building fiber) so that the SOC in Building 10253 can view all camera feeds, or is the contractor required to provide any new inter-building connectivity? A clear confirmation will ensure our design, SFP usage and network architecture fully comply with the requirement for a standalone system that is centrally monitored in Building 10253.

Government Response: Yes.

Question 40: Will Lackland AFB provide and install ceiling hatches for all cameras?

Government Response: No.

Question 41: For the dome cameras outside of the dorm room doors, we would highly recommend that those be outdoor-rated domes.

Government Response: Update your quote as long as the specs are equal to grater than.

Question 42: The current cable estimate is 12,000 feet per specs. Following the site survey, we estimate a higher approximate cable footage. Should our estimated amount be specified on our proposal packet or stay at 12,000 feet?

Government Response: Contractor should factor worst case option when submitting quote.

Question 43: If actual footage exceeds the 12,000FT specified, will a change order be acceptable?

Government Response: The government will change to 12000 FT per bldg. however, contractors should factor worst case option when submitting quote.

Question 44: Will we receive a status notification when existing fiber infrastructure has been validated?

Government Response: No, the government is not validating the existing fiber work.

Question 45: Building 10253 has fiber going to Buildings 10251, 10261, and 10265. Do buildings 10255 and 10263 have fiber that connect to building 10253?

Government Response: Yes refer to Q15.

Question 46: If there is no fiber in buildings 10255 and 10263 connecting back to building 10253, is there any connection that connects them?

Government Response: Refer to Q15.

Question 47: If there are no connections, will we have to provide some type of connection? Whether it be PTP or Fiber?

Government Response: Refer to Q15.

Question 48: In one of the buildings there were PTZ cameras installed. Will those be replaced with normal dome cameras or PTZ cameras?

Government Response: PTZ cameras.

Question 49: Can the existing vertical wall mount racks on Buildings 10251, 10255, 10261, 10263, and 10265 be re used?

Government Response: Yes, the existing vertical wall mount racks can be used.

Question 50: Can the contractor make new access points if needed?

Government Response: Yes, but we must get approved first if needed.

Question 51: The outdoor PTZ cameras will require a lift. How will the check-in process work? Will the government supply a lift onsite or have one delivered?

Government Response: No. Contractor must supply their own.

Question 52: The Data Cabinet in B-10253 has a quad 110 circuit in the cabinet. The government is requiring 30 minutes of backup power. To do that we will need a Twist Lock 30 Amp circuit.

a. Does the government want the contractor to include this in their bid?

b. Will the government provide this 30 amp circuit for the UPS?

Government Response: Contractor will supply 30 amp circuit.

Question 53: Could the Government please clarify if Cybersecurity Maturity Model Certification (CMMC) requirements apply to this acquisition? Specifically, will the solicitation be amended to define the required CMMC Level (e.g., Level 1 or Level 2), and can you confirm whether a self-assessment/self-audit or a third-party assessment (C3PAO) will be required for performance?

Government Response: No, since the system is a standalone system not connect to Air Force internet this will not be a requirement.
