About this file

This file is a Questions and Answers (Q&A) document for federal solicitation FA301626Q0025 issued by JBSA-Lackland (Joint Base San Antonio-Lackland) under the 502 CONS/JBKAE contracting office for a Camera Security Systems project.

The project involves replacing existing camera security systems with new IP-based network camera systems across six dormitory buildings (10251, 10253, 10255, 10261, 10263, and 10265). The scope includes installing approximately 222 IP cameras, four Network Video Recorders (NVRs) with 64TB storage per unit supporting 30-day video retention at full resolution, 26-port Gigabit PoE+ switches (2 switches per building except Building 10253 which requires 13 switches), Cat6/Cat6A cabling (minimum 12,000 feet, likely requiring more based on building sizes ranging from 1,350 to 47,700 square feet), uninterruptible power supplies (UPS) with 30-minute backup runtime, three workstations for video review and footage copying, eight 43-inch display monitors, and a Video Management System (VMS) with enterprise edition camera licenses. All equipment must comply with TAA and NDAA Section 889 requirements. The contractor has 120 days to complete the project with possible extensions at no government cost, and invoicing is permitted upon completion and acceptance of each building. The government will not provide equipment deposits, project budget information, as-built documentation, or wiring diagrams, but will coordinate site access and can arrange temporary storage for a shipping container if needed.

QUESTIONS & ANSWERS

Solicitation FA301626Q0025

Camera Security Systems for Bldgs. 10251, 10253, 10255, 10261, 10263 & 10265

Question 1: The cabling that is currently installed does not have EMT/conduit pathways in the plenum. Will the new Cat 6 cabling be required to be installed with EMT or any other conduit? If so, may we request another site visit to take field measurements?

Government Response: The third floor has conduit, and you may use the existing conduit. If awarded another site visit can be coordinated before work begins.

Question 2: What amount of time will be required for UPS back up times?

Government Response: 30 minutes

Question 3: Will it be possible to utilize existing pathway coming from the server rooms to the?

Government Response: Yes, but new Cat6 cabling will still be required.

Question 4: Would it be acceptable to relocate camera locations to maximize coverage?

Government Response: If needed yes

Question 5: How can I access drawings and specs to submit a bid?

Government Response: All the documents you need have been posted with the solicitation on SAM.gov.

Question 6: Is there a specific CCTV software and camera manufacturer that you prefer?

Government Response: No but software and camera must be TAA and NDAA Section 889compliant

Question 7: The Statement of Work (SOW) contains conflicting requirements regarding the camera transmission technology. Section 1.2 explicitly calls for TVI (Transport Video Interface) cameras, which are traditionally analog-signal cameras requiring coaxial cable and BNC connectors to a Digital Video Recorder (DVR). However, Sections 2.9 through 2.13 require NVRs, PoE+ Switches, and CAT6 cabling, which are standard components for an IP (Internet Protocol) camera system. If the intent of this contract is to use TVI cameras, please confirm that the Government will accept the use of encoders at every camera drop to interface with the specified CAT6/PoE infrastructure?

Government Response: We are fine with option 2 of using the IP camera systems.

Question 8: Section 2.14, of the SOW, mentions converting BNC to PoE. While "media converters" or "TVIto- IP encoders" exist, using them for 222 cameras would introduce significant points of failure, increase costs, and negate the benefits of a native IP architecture. Is the intent of this contract to install a native IP-based system (utilizing IP cameras that plug directly into the CAT6/PoE switches)?

Government Response: Yes, we want to utilize IP cameras that plug directly into the CAT6/PoE switches

Question 9: Should the recording devices be NVRs (for IP) or DVRs/XVRs (for TVI)?

Government Response: NVRs (for IP)

Government Response: No, but everything must be TAA and NDAA Section 889 compliant

Question 11: Is there an existing access control system in these buildings? If yes, what is the system and is there any integration requirements between the access control and video system?

Government Response: Unknown, Each Bldg. has an area were the NVR, switch and UPS located. The camera control area is in Bldg.10253.

Question 12: Are there any requirements for keeping the existing video system online while the new camera system is being installed and commissioned? Or can the old system be decommissioned and removed immediately?

Government Response: No, the old system must be decommissioned and removed immediately. All items removed must be turned over to the government for disposal.

Question 13: Will we or someone on site be able to install a few hatches? Possible work around: Since majority of cameras are offline, we can go to a hatch down the pathway and identify the existing wire, in tangent with a pull string, use the line to pull our new wire to existing locations.

Government Response: We cannot add new hatches and must be able to run cable through the existing hatches.

Question 14: Does the base have a lift that can be used on site? Does the base have requirements for lifts?

Government Response: No, if lift is needed vendor must supply their own.

Question 15: Salient Characteristics list outdoor cameras, Existing are PTZ cameras (Pan/Tilt/Zoom) Security is able to control these cameras. Does the Base want PTZ cameras or stick to the specs in the plans?

Plan does not mention Pan or Tilt just zoom feature.
