The Naval Air Systems Command, Patuxent River, MD intends to proceed with a Full and Open competition to procure Contractor Logistics Support (CLS) consisting of Airframe Depot(Repair Services), Engine Depot (Repair Services), and Site Support services for the Navy's four and the Marine's two C-9B aircraft. The site locations and respective quantities briefed at the Pre-solicitation Industry conference in May, 2010 have changed as a result of an accelerated divestiture plan. The C-9 aircraft are currently operationally supported by organic organizational level (O-level) and commercial depot level maintenance. All avionics systems and components must be installed and maintained in accordance with the manufacturer's specification as delineated in 14 CFR Part 43 and repaired by a certified 14 CFR Part 145 Repair Facility.
The CLS services shall consist of, but are not limited to, 1) Site Support at NAS Whidbey Island, WA and MCAS Cherry Point, NC. 2) Inventory Management and support to include tracking and control of Government inventory; 3) Depot Level Support (scheduled and unscheduled); 4) Drop-In Maintenance; 5) Component Repair and Overhaul of Government-owned Inventory; 6) Contractor Field Teams; 7) Replacement of Government-owned Inventory; and 8) Engine Condition Monitoring. The contract will be for a base year plus 4 option years. The contract is anticipated to be issued under the Federal Acquisition Regulations, Part 15 Contracting by Negotiation and it will be a fixed price requirements contract with Labor Hour and Cost Reimbursement line items. The Navy intends to extend the performance under the current contract with the incumbent, L-3 Communications, through 30 Jun 2012. Full-performance of the follow-on contract will begin 01 JULY 2012 with a minimum 60 day transition phase-in period to proceed. The Naval Air Systems Command, Patuxent River, MD has modified the previously-described requirement by reducing the number of aircraft to be supported under the C-9 Contractor Logistics Support (CLS) follow-on contract from 19 aircraft at seven locations to seven aircraft at three locations. The responses from this Sources Sought will be used to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. This procurement will provide CLS consisting of Airframe Depot, Engine Depot, and Site Support services for the Navy's four C-9B aircraft, the Marine's two C-9B aircraft, and NASA's one DC-9 aircraft. Various draft documents are available for review and comment on the following NAVAIR Website: www.navair.navy.mil. It is requested that potential offerors who believe they possess the demonstrated expertise to fulfill the Navy's revised C-9 CLS requirement provide a Capability Statement to Ms. Cindi Hodskins at Cindi.hodskins@navy.mil no later than 13 May 2011. As part of the Navys deliberation concerning the DoD initiative, NAVAIR is seeking industry comments/views for the pros and cons on the Period of Performance for the C-9 Contractor Logistics Support (CLS) follow-on contract. The C-9 CLS follow-on contract consists of airframe and engine depot maintenance and site support services for, the Navy's 12 C-9B, the Marine's two C-9B, the Air Force's three C-9C and NASA's two DC-9 aircraft beginning in December 2011. Please provide responses for all three inquiries: (1) Three year contract (2) Five year contract and (3) Greater than a five year contract. PRE-SOLICITATION INDUSTRY DAY- The Government is conducting a pre-solicitation Industry Day Conference on the 19th and 20th of MAY 2010 at Naval Air Station Fort Worth Joint Reserve Base (NAS JRB Fort Worth, TX). The Industry Day Conference will include a General briefing, tour of the hanger and maintenacne facility and one-on-one question and answer meetings. The one-on-one question and answer meetings are limited to Prime Contractors and their respective subcontractor team members. The one-on-one meetings will be approximately 45 minuntes in duration and limited to a total of 6 contractor personnel. For planning purposes, please provide notification to James.M.Smith@navy.mil with company name and total number of persons that you anticipate will be attending the conference. Also, include if your company is a potential Prime and if your company would like to schedule a one-on-one meeting.
