SECTION L -INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS
The following paragraphs under Part B, Specific Instructions, are being deleted and replaced in their entirety:
2.1 Prerequisites
Each Offeror and its subcontractors must meet and provide documentation to demonstrate that the Offeror meets the prerequisites listed below. These requirements will be validated on a pass/fail assessment. An Offeror who does not meet these prerequisites will be ineligible for award.
2.1.1 FAA FAR Part 145 Certification
The Offeror shall provide 14 CFRPart 145 Certifications and show capability to perform maintenance on DC-9-30 series aircraft (C-9B), JT8D engines, and associated systems effective as ofthe date the initial proposal submission for any facility performing repair or maintenance for the C-9 Aircraft and JT8D Engine.
2.1.3.3 Airport.
The Offeror shan provide documentation obtained from the airport sponsor that demonstrates that the airport where the aircraft repair facility is located meets the intent of 14 CFR Part 139, sections 305, 309, 311, 313, 315, 317, 319, 321,323,325,329,331,333,335,337,339 and 341 for the size and weight of the C-9B aircraft; the airport has a FAA approved and published Instrument Landing System (ILS) approach or equivalent approach system with weather minimums no higher than 400-]; and the Control Tower or the Offeror's airframe repair facility can maintain radio communication with the aircraft during all ground operations and be able to alert the firefighting and medical facilities in the event of a mishap.

2.2 Foreign Object Damage Prevention and Tool Control
The Offeror shall describe its approach to ensure that its Foreign Object Damage Prevention and Tool Control programs will meet the requirements ofNational Aerospace Standard 412 and Commander, Naval Air Force Instruction (CNAFINST) 4790.2 series at the Contractor's airframe repair facility (including spaces assigned to the Contractor and subcontractor in Government facilities).
4.3.2 Over and Above and Engineering and Technical Services CLINs
The Offeror shall provide fully-burdened rates (e.g., "composite wrap-rate") for CLINs; OXll, OX12, OX15, 0X24, and OX25. The Offeror shall include a breakdown of the composition of the respective labor rates including mix of labor categories and labor rates by labor category.
The following paragraph under Part B, Specific Instructions, is being added:
4.3.4 FAR 52.217-8 Option to Extend Services CLINs
CLINs for the Option to Extend Services are not included in Section B. The Government will compute the prices for this option in accordance with Section M, paragraph 2.4 for evaluation purposes. The Offeror shall not provide any pricing information for this option and any information provided will not be considered for evaluation.
SECTION M -EVALUATION FACTORS FOR A WARD
Paragraph 2.4 is deleted in its entirety and replaced as follows:
2.4 Price
Each Offeror's price proposal shall be evaluated to determine ifit is complete, consistent and reasonable with the Offeror's technical approach, reflects a clear understanding of the solicitation requirements and contains no material imbalances. Inconsistencies between the Technical and Price Volumes, unbalanced pricing, or other pricing anomalies will be assessed in the Technical or Risk ratings In its evaluation, the Government may use commercial published data, same or similar DoD contracts, Government estimates, industry standards, DCAA audit information, or other information as deemed appropriate by the Government. The Government will evaluate overall contract price, which for evaluation purposes only, will include:
• Sum of the base CLINs and all Option CLINs (the amount for CLIN OX22 will include the Government estimate and any Offeror proposed overhead rate)
• 6 month extension under FAR 52.217-8 (computed by multiplying the estimated price of CLINs 0402 through 0425 by 50%)
• Adjustments for costs to the Government (Government costs required to accomplish the Offeror's proposed approach with the exception of those costs to the Government that are equal to all Offerors (e.g., additional Govermuent-Fumished EquipmentlGovernment.;Furnished Informationrequired by the Offeror to implement its approach»
