Q: Will the Government consider multiple locations for different level PMI visits provided the entire PMI is performed at one facility and the aircraft is not ferried?
A: Yes, the Government will consider multiple certified locations in accordance with PWS paragraph 3.1.1.

Q: Is the Offeror required to provide documentation and evidence of complying with prerequisite 2.1.3.2, Strip and Paint, at the time of proposal submittal or at the time of the first scheduled PMI depot event requiring strip and paint?
A: Each Offeror and its subcontractors must meet and provide documentation to demonstrate that the Offeror meets the prerequisites at the time of proposal submission. An Offeror who does not meet the prerequisites will be eliminated from this competition and be ineligible for award.

Q: With regard to “Past Performance information in paragraphs 2.2 and 2.3…” we found nothing correlating to paragraphs 2.2 or 2.3 in the RFP. COULD YOU PLEASE CLARIFY?
A: Paragraph 4.0, Proposal Submission, contains referencing errors and should read as follows:
“4.0
PROPOSAL SUBMISSION
Clearly mark all packages with the solicitation number (DO NOT MARK EXTERIOR OF PACKAGING WITH ANY SOURCE SELECTION LEGENDS). The submission date for all Volumes shall be no later than the date and time specified in Block 9 of Standard Form 33 of the RFP. However, it is requested that the Volume 3, Past Performance Data Requirements and Contract Data table in paragraph 3.2 and the Volume 1, Executive Summary "Offeror's Summary Table", in paragraph 1.1.1, should be submitted three weeks prior to the submission date/time specified on Standard Form 33 (Block 9), as specified below.”
It is the Government’s intent to post a formal Amendment to the Request for Proposal.

Q: With regard to “Volume 1, Executive Summary "Offeror's Summary Table," B (1)…” it is our belief the only portion of the Past Performance volume required early, is a completed “1.1.1 Offeror Summary Table” found on page 91 of the RFP. Is this correct?
A: Yes. See response to Question # 3.

Q: If the offeror's airport meets all the requirements of FAA FAR Part 139, is a FAA statement to that effect acceptable or does the airport have to have a FAA certificate?
A: An FAA statement that states the airport meets FAR Part 139 is acceptable. Additionally, to eliminate confusion generated from PWS Paragraphs 3.1.3.1 and 3.1.3.2, and Sec L Paragraph 2.1.3.3, these paragraphs will be changed to read:
PWS 3.1.3.1: The airport shall meet the requirements of FAA Federal Aviation Regulation Part 139 Certification of Airports, Sub Part D, Operations. The airport shall have a FAA approved and published Instrument Landing System (ILS) approach or equivalent approach system that meets ILS Category I weather minimum requirements.
PWS 3.1.3.2: The airport shall have an operating control tower or manned Aeronautical Advisory Station (UNICOM) for all C-9 aircraft arrivals and departures. If the airport does not have an operating tower, it shall have an Automated Terminal Information System (ATIS)/ Automated Weather Observing System (AWOS) or similar capability to provide accurate weather conditions for the landing runway. The manned UNICOM shall be able to maintain radio communication with the aircraft during all ground operations, such as taxi, take-off, and landing, and be able to alert the firefighting and medical facilities in the event of a mishap.
Sec L 2.1.3.3 Airport: The Offeror shall provide evidence that the airport where the aircraft repair facility is located meets the requirements of FAA FAR Part 139 Certification of Airports, Sub Part D, Operations; the airport has a FAA approved and published Instrument Landing System (ILS) approach or equivalent approach system that meets ILS Category I weather minimum requirements; and the Control Tower or manned UNICOM can maintain radio communication with the aircraft during all ground operations and be able to alert the firefighting and medical facilities in the event of a mishap.
It is the Government’s intent to post a formal Amendment to the Request for Proposal.
