A: Each Offeror and its subcontractors must meet and provide documentation to demonstrate that the Offeror meets the prerequisites at the time of proposal submission. An Offeror who does not meet the prerequisites will be eliminated from this competition and be ineligible for award.

Q: With regard to “Past Performance information in paragraphs 2.2 and 2.3…” we found nothing correlating to paragraphs 2.2 or 2.3 in the RFP. COULD YOU PLEASE CLARIFY?
A: Paragraph 4.0, Proposal Submission, contains referencing errors and should read as follows:
“4.0
PROPOSAL SUBMISSION
Clearly mark all packages with the solicitation number (DO NOT MARK EXTERIOR OF PACKAGING WITH ANY SOURCE SELECTION LEGENDS). The submission date for all Volumes shall be no later than the date and time specified in Block 9 of Standard Form 33 of the RFP. However, it is requested that the Volume 3, Past Performance Data Requirements and Contract Data table in paragraph 3.2 and the Volume 1, Executive Summary "Offeror's Summary Table", in paragraph 1.1.1, should be submitted three weeks prior to the submission date/time specified on Standard Form 33 (Block 9), as specified below.”
The RFP will be amended accordingly.

Q: If the offeror's airport meets all the requirements of FAA FAR Part 139, is a FAA statement to that effect acceptable or does the airport have to have a FAA certificate?
A Revised: An FAA statement that states the airport meets FAR Part 139 is acceptable. Additionally, to eliminate confusion generated from PWS Paragraphs 3.1.3.1 and 3.1.3.2, and Sec L Paragraph 2.1.3.3, these paragraphs will be changed to read:
PWS 3.1.3.1: The airport shall meet the requirements of FAA Federal Aviation Regulation Part 139 Certification of Airports, Sub Part D, Operations. The airport shall have a FAA approved and published Instrument Landing System (ILS) approach or equivalent approach system with weather minimums no higher than 400-1.
PWS 3.1.3.2: The airport shall have an operating control tower or manned Aeronautical Advisory Station (UNICOM) for all C-9 aircraft arrivals and departures. If the airport does not have an operating tower, it shall have an Automated Terminal Information System (ATIS)/ Automated Weather Observing System (AWOS) or similar capability to provide accurate weather conditions for the landing runway. The manned UNICOM shall be able to maintain radio communication with the aircraft during all ground operations, such as taxi, take-off, and landing, and be able to alert the firefighting and medical facilities in the event of a mishap.
Sec L 2.1.3.3 Airport: The Offeror shall provide evidence that the airport where the aircraft repair facility is located meets the requirements of FAA FAR Part 139 Certification of Airports, Sub Part D, Operations; the airport has a FAA approved and published Instrument Landing System (ILS) approach or equivalent approach system with weather minimums no higher than 400-1; and the Control Tower or manned UNICOM can maintain radio communication with the aircraft during all ground operations and be able to alert the firefighting and medical facilities in the event of a mishap.
The RFP will be amended accordingly.

Q: With respect to CLIN 0X06-0X08, Periodic Maintenance Inspections and CLIN 0X09-0X10, Engine Shop Visits, the RFP states: “The Contractor shall provide all the operations/services necessary to perform the requirement of Section 5.5 ‘Periodic Maintenance Inspections’ under Attachment 1, and PWS. Parts and Materials (including shipping) costs are funded under CLIN 0X05.” CLIN 0X09-0X10 states: “The Contractor shall provide all the operations/services necessary to perform the requirement of Section 5.6 ‘Engine Shop Visits,’ Attachment 1, and PWS.”
How should the Contractor forecast O&A materials from aircraft and engine depot?
A: The Contractor is not required to forecast O&A materials. Unless otherwise specified in the PWS or C-9 SDLM specification, parts and materials required to support discrepancies discovered during the PMI are funded under CLIN 0X05. For Engine Shop Visits (ESVs), in accordance with PWS paragraph 5.6.1.1, “the Contractor shall furnish all materials required to accomplish ESV requirements in the JT8D Engine Specification. All consumable materials required to complete the schedule inspections shall be included in the price for the ESV.” Parts and materials to support discrepancies identified during the ESV not included in the JT8D Engine Specification ESV requirements will be funded under CLIN 0X05.

Q: The CLINS for both ESV-1 and ESV-2 require transportation cost to be included in the FFP. Since engines may be shipped from two different home base locations and possibly the aircraft depot, how is the contractor to determine shipping costs?
A: The ESV CLINs 0X09 and 0X10 are FOB Origin. Therefore, the Government is responsible for the transportation/shipping costs. The RFP will be amended accordingly to revise PWS paragraph 5.6.1.1 to remove “transportation,” from the first sentence.

Q: Shipping costs vary by distance and are affected by variables such as fuel and maintenance costs. Since the first motor will not probably be shipped until FY13, is there a Gov’t suggested escalation rate or can shipping costs be adjusted after the fact?

Q: Paragraphs 2.1.2 and 2.1.7 appear to conflict. While 2.1.2 specifically addresses using Microsoft Office 2007 applications (which uses 4-letter file extensions), paragraph 2.1.7 directs usage of 3-letter file extensions (.doc, .xls, .ppt, .mpp), which are associated with earlier editions of Microsoft Office.
Would the Gov’t please clarify?
A: The Government requires the use of Microsoft Office 2007 applications, which use 4-letter file extensions. Paragraph 2.1.7 will be amended to reflect this update.

Q: Unscheduled Maintenance: Based on the identified scenario the use of contract field teams (CFT) will likely require the payment of overtime to employees comprising these teams and could involve extensive travel. Other potential scenarios might not call for the payment of overtime to personnel or the use of a full or partial CFT. No CLIN is included in the Schedule B for CFT or for overtime. We believe the inclusion of CLINs for CFT and for overtime has the potential to save the Gov’t money.
Will the Gov’t provide a separate CFT CLIN?
A: No, the Over and Above labor rates for CLINs 0X11 and 0X12 are composite labor rates for both “in house” O&A requirements, as well as field team requirements. However, the Government does intend to amend the RFP to include overtime O&A CLINs only applicable to engine and airframe field team requirements.

Q: Contract Inventory Cost Reduction Program: The PWS requires Contractor to establish and maintain a Cost Reduction Program. Would the Gov’t identify an avenue for Contractor to sell excess or obsolete assets?
A: The intent of the cost reduction program is to identify processes to reduce the operating cost of CLIN 0X05. Government material cannot be sold through commercial sources under this contract. It is the Navy’s intent to use Defense Reutilization and Marketing Office procedures for off loading excess assets.

Q: Export Compliance: The Contractor will comply with applicable International Traffic in Arms Regulation and the Export Administration Regulations. Will the Gov’t provide a listing of countries previously serviced by the C-9 fleet?
A: A listing of countries the Navy and Marine Corps C-9s have historically flown is provided below. However, current and future operations are not limited to these countries.

Q: Engine Health Monitoring Program: The Contractor shall provide EHM reports to the Gov’t, will the Gov’t supply a sample of the current reports being supplied to allow the Contractor to assure the OEM license will afford proper coverage?
A: CDRL A00M will be updated to include the OT DID that covers EHM reporting requirements. The current reports are proprietary and will not be provided. CDRL A00M states the Engine Health Monitoring Reports shall include the following: Assessment Date; Aircraft BuNo; Engine Position; Engine Serial Number; Engine Install Date; Cruise Date; Cruise Exhaust Gas Temperature (EGT); Cruise N1 Vibration; Cruise N2 Vibration; Oil Pressure; Oil Temperature; Satisfactory/Unsatisfactory operating determination; Comments.

Q: Boeing License Agreement: Boeing has stated that its fee for a license agreement will be a percentage of the total contract value. How should offerors allow for the cost of this license agreement? Should the fee be based on all contract CLINs including the cost reimbursable? Should there be a separate contract CLIN for this expense?
A: There will not be a separate CLIN for licensing agreements. In accordance with Section L paragraph 2.1.2, the Offeror’s shall meet the prerequisite requirements. It is the responsibility of the Offeror to negotiate the cost for these licensing agreements and allocate the cost accordingly.

Q: Would the Government reconsider on the matter of the FAR Part 139 and Instrument Landing System (ILS) approach requirements for the airport, provided that the Offeror can demonstrate the following?
· NAS 3306 compliance with regard to airfield facilities accommodating the DC-9/C-9 aircraft, including a 6,000-foot long runway, which exceeds the NAS 3306 requirements and meets the PWS requirements, and appropriate airfield rescue and firefighting capabilities
· A published ADF and two (2) RNAV instrument approaches, a modern and operational control tower (operated by the U.S. Army conducting Dodd operations) and UNICOM radio frequencies, thus maintaining radio communication with the aircraft during all ground operations such as taxi, take-off, landing and the ability to alert firefighting and medical facilities in the event of a mishap
· The ability to provide for safe landing, taxi and take-off of the DC-9/C-9 aircraft
· The capability to perform electronic compass calibration
A: The Offeror shall demonstrate that NAS 3306 compliance meets the intent of FAR Part 139. Additionally, the Offeror shall demonstrate the airport’s instrument approaches are equivalent to an Instrument Landing System (ILS) approach with weather minimums no higher than 400-1 (see revised Question 5).

Q: Paragraph 5.4.1 states “ the Contractor shall procure or repair non-serviceable Contract Inventory with new or serviceable like items.” Pricing Note B6 states “the Contractor will be reimbursed for direct cost only. Overhead charges and profit for the Prime or any supply chain subcontractor will not be allowed.” Where should the Contractor capture these costs? If these costs are to be captured in CLINs 0X02 and 0X03, what should the Contractor base these costs on?
A: The procurement and handling of parts/materials shall be captured under CLINs 0X02 and 0X03, and in accordance with paragraph 5.3.3 of the PWS. Cost basis for these services are at the Contractor’s discretion.

Q: The projected contract award date is April 30, 2012 and 50 calendar days makes the Inventory Report due approximately June 19, 2012. Does the Government want an Inventory Report without Joint Inventory information and prior to Phase-in?
A: The Government has provided 30 April 2012 as a projected award date, with full performance commencing on 01 Aug 2012. The phase in period is, at a minimum, the first 60 days of contract performance. Based on the Actual Contract Award Date, the Phase-In Inventory Report shall be completed during the Phase-in transition period and in accordance with Paragraph 5.1.1, Phase-In Inventory, of Attachment 1, PWS and CDRL A00E.

Q: Previous responses to questions have indicated an amendment to the RFP is forthcoming. When can the amendment be expected?

Q: Several CDRLs have OT-XX-XX-XXXX (See Block 16) listed in Block 4, “Authority (Data Acquisition Document No.).” Block 16, “Remarks,” states “One Time DID. Contractor Format is acceptable.” Will the Government provide a copy of the One Time DIDs for each of the CDRLs that have One Time DIDs referenced?
A: Yes, the applicable DIDs will be provided. Additionally, the RFP will be amended to revise Block 4 of CDRLS A006, A009, A00A, A00R, A00G, A00K, A00L, A00M, A00Q, A00R, A00S, A00T, and A00U to include the Data Item Description Number.

Q: According to the RFP Section 2.4.4 Cost Reduction Program, the government stated the offeror is responsible for "establishing cost baseline, with consideration of excess inventory from shutdown sites."
Is it the government's intention to have the successful offeror take responsibility for disestablished sites during phase-in or later in the program?
A: The Offeror will not be responsible for inventory at the disestablished sites during phase-in. The Offeror shall be responsible for the inventory provided in Attachments 4, 5, and 6. Any changes in inventory will be addressed after start of full performance. Refer to Section J.

Q: It is our understanding the Whidbey Island MOB site has a Union workforce (IAM&AW District 160). From previous Government contract pursuits, it is our understanding the Government must post the Collective Bargaining Agreement (CBA) associated with the Union site in order for Offerors to provide competent pricing in their bids. When (or will) the Government post the CBA associated with Whidbey Is?.
A: The Service Contract Act of 1965 (see FAR 52.222-41) does not apply to the C-9 CLS requirement because the principle purpose of the Contract is not for services of employees covered by the Service Contract Act. Therefore, the Government is not required to post the associated Collective Bargaining Agreement.

Q: Pratt has offered two options for the EHM service:
Option 1 requires the aircraft be equipped with ACARS that communicates with Pratt directly through live aircraft transmissions. No manual data input required by the contractor.
Option 2 (most likely what we believe the Navy is utilizing) requires manual input of flight data through the EHS program.
Does the Navy want to utilize the EHS program that is monitored by Pratt (On wing monitoring by Pratt and Whitney) OR Monitored by contractor utilizing Pratt and Whitney's software which requires manual input of flight data (On wing monitoring by the customer)?
A: The Engine Health Monitoring Program is no longer required. Accordingly, the RFP will be revised to delete PWS Paragraph 5.3.4 and CDRL A00M, and delete requirement from Section L Paragraph 2.1.2.

Q: In accordance with PWS Paragraph 5.6.1, Scheduled Engine Shop Visits, it is our understanding that the price for CLINs 0X09 and 0X10 does not include any repairs. Any approved repairs are covered under O&A, CLIN 0011. Is that correct?
A: The price for CLINs 0X09 and 0X10 includes all services, tools, facilities, labor and materials required in accordance with the JT8D Engine Specification to accomplish the associated Engine Shop Visit. Any repairs identified that are not included in the JT8D Engine Specification for the associated ESV are over and above.

Q: Who is responsible for the calibration of test equipment on attachment 4 (Test equipment is identified as type 5 on the spreadsheet)? There is a substantial amount of test equipment in attachment 4 that will require calibrations. PWS stipulates contractor responsible for calibration of items identified on Attachment 3 only.
A: In accordance with PWS paragraph 5.3.5, the Contractor’s price proposal shall include the calibration and depot maintenance of all PSE listed on Attachment 3. The Contractor’s price proposal shall not include any pricing for calibration and depot maintenance for items on Attachment 4.
